BOARD OF DIRECTOR'S SPECIAL MEETING MINUTES
MAY 20, 2014
Call to Order
1. Call to Order
The meeting was called to order at 6:05 p.m. in the City Hall Council
Chambers at 3200 Diana Drive, Richland Hills, Texas.
Director's Present: Bill Agan, Roland Goveas, Robert Desoto, Beverly
Williams, and Edward Lopez. Director Norton was absent.
City Staff Present: Eric Strong, City Manager, Linda Cantu, City
Secretary
2. Approve September 17, 2013 Meeting Minutes.
~M,. MOTION: A motion was made by Director Desoto, and seconded by
Director Goveas, to approve the minutes as presented. The
motion carried by a vote of 4-0.
3. Executive Session: Pursuant to the Open Meetings Act, Chapter 551,
Texas Government Code, Sec. 551.071, Sec. 551.072, Sec. 551.073,
Sec. 551.074, Sec. 551.076, Sec. 551.087 and Sec. 418.0183 (f) and
418.106 (d) & (e) of the Texas Government Code (Texas Disaster Act).
A motion was made by Councilmember Desoto, and seconded by
Councilmember Goveas to adjourn to executive session.
Reconvene into open session for possible action resulting from any items
posted and legally discussed in Executive Session.
4. Discussion and Consideration regarding the renewal of the CCPD sales
tax.
City Manager Strong stated Consultant Curtis Hawk, is working on the
renewal of the CCPD tax.

Curtis Hawk, Consultant with the City, stated he is working on the CCPD.
As Council is aware the five year will be up for renewal next year. The
Council will need to take action regarding the renewal. The statute allows
renewal for 5, 10, and 15 years. With the last election, 80% of the voters
approved the CCPD. If Council looks at a 10 year option, it would save
the city the cost of an election. If Council approved the November date,
the election needs to be called by the first meeting in August , 2014.
Police Chief Childress addressed the Council on the benefits of the CCPD
sales tax. The Police Chief stated the CCPD has taken a burden off the
general fund. The sales tax has allowed the Police Dept. to provide
school resource officers, crime prevention officer, services and programs
that the Police Dept. would normally not be able to do without the CCPD
funding.
Mr. Hawk further stated the CCPD has allowed the city to purchase good
equipment, vehicles, bike safety programs, reduce crime, and provides a
huge relief to the budget.
MOTION: A motion was made by Councilmember Williams, and
seconded by Councilmember Goveas to authorize staff to
proceed with the November CCPD election. Motion carried
by a vote of 4-0.
5. Adjournment
There being no further business to come before the board, President
Agan adjourned the meeting at 6:26 p.m.
