APRIL 4. 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, April 4, 1996, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce Metzger 3 in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 28.1996 6 7 The minutes of the March 28, 1996 meeting were approved on a motion by Metzger, second by Henry and 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were for $156,697.41. President Goodwin added 13 that there were three claims for the purchase of properties for the extension of Industries Road. Henry moved to 14 approve the claims,second by Metzger and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Police Chief Bill Shake introduced representatives from the Eagles Lodge in the audience for the 19 purpose of presenting another$7,200 check to the Richmond Police Department to buy a dog for the 20 K-9 Unit. Accompanying Janet Beckman, who presented the check, were Myron Higgins, Tim Juerling, 21 and Roy and Dorothy Combes. Beckman said this is the fifth dog purchased by the Eagles. 22 23 B. Fire Chief Mike Allen reported that the route for the Rose Festival Parade had been reviewed by the 24 Traffic Safety Division of the Richmond Police Department with no objections to street closings on the 25 day of the parade which has been set for 8 p.m. June 29. In answer to a question posed by Metzger, 26 President Goodwin said that he had checked with the state highway department and was told since this 27 is a temporary closing for a controlled special event it is totally under control of the City. Chief Allen 28 added that this year is the 25th anniversary of the Rose Festival and the decision was made to use the 29 west side because of the logistics in parking and spaces available for the participants in the parade. 30 Metzger moved to approve the route, second by Henry and the motion was carried on a unanimous 31 voice vote. 32 33 C. Chief Allen notified the Board of the retirement of W.Joseph Pierce effective April 4, 1996 after more 34 than 28 years of service. Chief Allen gave Pierce's background while serving with the Richmond Fire 35 Department. Metzger moved to approve the retirement request, second by Henry and the motion was 36 carried on a unanimous voice vote. 37 38 D. Taking the place of Captain John Farmer who is ill, Lt. Kris Wolski brought before the Board a 39 request for a change in parking requirements for the MU Tournament April 12 and April 13, 1996.The 40 request was that parking be allowed on the south side of South J Street from 5 to 10:30 p.m. Friday 41 and from 8 a.m.to 10 p.m. Saturday.
