HomeMy Public PortalAbout03-28-1996 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 28,1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, March 28, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce 3 Metzger in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 21,1996 6 7 The minutes of the March 21, 1996 meeting were approved on a motion by Henry, second by Metzger and it 8 was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 13 President Goodwin announced claims totaling $557,095.19. Henry moved to approve the claims, second by 14 Metzger and the motion was carried on a unanimous voice vote. 15 16 17 REQUESTS 18 19 A. President Goodwin read a letter from Captain John Farmer requesting the temporary moving of the 20 School Bus Loading and Unloading Zone at Westview School during the construction period. He 21 explained that the move would be to curbside at the intersection of South West 17th and A Streets on 22 the south side of the street which is currently a No Parking area. Metzger moved to approve the 23 request,second by Henry and the motion was carried on a unanimous voice vote. 24 25 B. A letter from Captain John Farmer was read by President Goodwin in which Captain Farmer stated 26 that his department had received questions and complaints regarding the need for a Stop Sign at the 27 intersection of South West 15th Street and Hidden Valley Drive. After reviewing the area, Captain 28 Farmer is recommending that a Stop Sign be installed on the North East corner of the intersection. 29 Metzger moved to approve the request, second by Henry and the motion was carried on a unanimous 30 voice vote. 111 31 32 C. Another request through a letter by Captain John Farmer was read by President Goodwin stating 33 that Pardo Auto Sales had requested No Parking in the 1200 block of North E Street. Captain Farmer 34 said in checking the area he found that the west end of the 1200 block of North E Street is signed No 35 Parking Anytime. He recommended that the entire 1200 block of North E Street on the south side of the 36 street be marked No Parking Anytime. Metzger moved to approve the request, second by Henry and 37 the motion was carried on a unanimous voice vote. 38 39 D. Renee Oldham, director of Main Street Inc., introduced Beth Ramey co-chairman of the Teddy Bear 40 Parade and volunteer with Main Street Inc., explaining that the event will be starting at noon from the 41 City Building parking lot with more than 500 children marching downtown to the Amphitheatre. 42 President Goodwin noted that the Board had a letter from Captain Farmer noting that he had reviewed 43 the route and recommended it be approved. Metzger so moved, second by Henry and the motion was 44 carried on a unanimous voice vote. 45 46 E. City Attorney Bob Bever reviewed the Richmond code which stated that in lieu of having contracts 47 with certain vendors for the towing of unauthorized vehicles by the Richmond Police Department it 48 authorizes a wrecker rotation system to be implemented by the Police in conjunction with the 49 Purchasing Department. He said this has been authorized through an ordinance since 1986. He said 50 the Board had received an application by a seventh towing agency, which is Grimes Auto Inc. 51 otherwise known as Grimes Towing, to be added to the towing system. Henry moved to approve the 52 request, second by Metzger and the motion was carried on a unanimous voice vote. 53 54 CONTRACTS 55 56 A. City Attorney Bever explained that the City, by code, is responsible for providing an animal shelter, 57 and the last contract with Animal Welfare Inc. expired 12/31/95. He said the City and the shelter have 58 been operating on a month to month basis and there is a need to formalize the contract. He explained 59 that since this is for services at a figure less than $25,000 the only purchasing requirement is to invite 60 three quotes. He said the City attempted to do that but could find only one and that was from Animal 61 Welfare Inc. for $19,000. He said he had put together a new contract containing some specifications 62 from last year and added specifications for this year and had submitted it to Animal Welfare Inc. which 63 indicated it could meet all of them. Bever stated that there is also included in the contract and option to 64 the City that if everything is to the shelter's satisfaction the contract could be renewed for 1997. 65 Metzger moved to approve the contract, second by Henry and the motion was carried on a unanimous voice vote. President Goodwin brought before the Board a letter from Mayor Dennis Andrews noting the 5 adoption of copy fee schedules for City offices. He said the Board is asked to look over the fees and 6 adopt them on behalf of the City. He explained that it will serve to establish standard fees since there is 7 presently no copy fee structure. The schedule specifially states that no charge will be made for the first 8 page and if there are two or more pages a 50-cent charge will be made for each page after the first. 9 10 Metzger asked about the editorial in the Palladium-Item which says copy costs should not exceed 15 11 cents per page and Bever said he had talked with the Mayor on that subject and it is his legal opinion 12 that the statute is unclear on that area. It says you may establish a fee for the certification copying or 13 facsimile transmission of documents. He noted that the issue of the day is what is the cost of copying. 14 He added that he had checked with other cities and they are all different. With no court decision it 15 leaves it up to the discretion of the Mayor and the Board of Works to determine what they believe the 16 cost of copying to be. 17 18 In explaining his stand, Mayor Andrews said the way it stands now is that what is needed are standard 19 costs because it now varies from department to department with nothing established to standardize the 20 costs. He said most requests are for single pages, because handling public documents is financed by 21 the taxpayer in the first place, labor becomes something marginal to charge for. Bever pointed out that 22 an action by the Board of Works in 1995 establishing a$1 per page for copies in the City Clerk's office 23 will be rescinded by this Board of Works action.
