MARCH 21, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, March 21, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce 3 Metzger in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 14.1996 6 7 The minutes of the March 14, 1996 meeting were approved on a motion by Metzger, second by Henry and it 8 was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 President Goodwin announced claims totaling $59,948 plus two health claims for $25,000. Metzger moved to 13 approve the claims,second by Henry and the motion was carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. Captain John Farmer reported there were two requests for handicapped parking spaces received 18 from Jesse White at 1313 North C street and Arvie L. Berry at 401 North 17th Street. He said both had 19 been reviewed by the Traffic Safety Division and recommended approval. Henry so moved, second by 20 Metzger and the motion was carried on a unanimous voice vote. 21 22 B. Police Chief Bill Shake brought before the Board the resignation of Officer Stephen W. Brown 23 effective March 24 to join the Richmond Fire Department. Metzger moved to accept the resignation, 24 second by Henry and the motion was carried on a unanimous voice vote. 25 26 C. Fire Chief Mike Allen brought before the Board Stephen W. Brown and requested approval to 27 appoint him as a probationary firefighter effective March 25. Metzger moved to approve, second by 28 Henry and the motion was carried on a unanimous voice vote. 29 30 D. President Goodwin presented a request by Renee Oldham, director of Main Street Inc. , for the 31 placement of banners in celebration of the renewal of the downtown area. He displayed a map showing 32 the City's Main Street corridor and U.S. 40 east and west one block on either side. He said Oldham is 33 getting sponsors for the banners which will be located on 30 Richmond Power& Light poles, 15 along 34 each pathway. He stated that the banners are three feet wide and eight feet high. He commented that 35 since the routes are on state highways Main Street Inc. is preparing an application to the State 36 Highway Department asking for approval of the project. President Goodwin said the red and yellow 37 represents summer, adding that some spots have been selected by various people who are going to 38 plant flowers in the downtown area and decorate in red and yellow. He said later on,the banners will be 39 changed, reflecting colors for the Christmas season then new colors will be displayed noting spring. 40 Metzger moved to authorize Main Street Inc. to submit an application to the State Highway Department 41 for permission to display the banners, second by Henry and the motion was carried on a unanimous 42 voice vote. 43 44 CONTRACTS 45 46 A. City Engineer Bob Wiwi displayed a map showing the extension of Industries Road from North West 47 5th Street near Hill's Pet Foods over to Chester Boulevard, explaining the building of the new road has 48 been in the making for a number of years and is a joint project of the City and Indiana Department of 49 Transportation using federal highway money. Pointing out the right of ways on the map,Wiwi said there 50 are residents which need to be relocated. He said in June 1994 an agreement was signed by the Board 51 of Works and INDOT to relocate one resident, adding that since that time there are three additional 52 residents which need to be relocated. 53 54 Wiwi said this is an agreement between the City and INDOT to pay an individual to give the residents 55 that are being affected an outline of what they are entitled to as a result of being relocated. He noted 56 that signing this only changes the number of people to four instead of one. He explained that the initial 57 agreement was to pay $1,750 for the state to provide the entitlement assistance to these people and 58 now, since there are going to be four tracts of land instead of one, it changes the agreement to$7,000. 59 Wiwi said the people hired to do this are professionals and are from out of town since there is no one 60 locally who can do this. He added that the right of way is on the east side of Chester Boulevard and the 61 one resident making the original commitment is on the west side of Chester Boulevard. Bever 62 explained that the agreement with the State requires the City to have relocation experts, adding that 63 this is the process which has to be followed in order to qualify for the funding from the federal 64 government. Metzger moved to approve the supplemental agreement, second by Henry and the motion 65 was carried on a unanimous voice vote. Board of Works Minutes Cont'd March 21, 1996 Page 2 1 B. Wiwi presented a letter to INDOT for the Board's review requesting an increase of the obligation of 2 federal money on this project. He explained that it is increases the land improvement and damages 3 from $500,000 to $520,000 and the relocation entitlements from $15,000 to $50,000, noting that the 4 total amounts asked for will increase from$520,000 to$575,000. He said the City's share of that total is 5 20 percent. Henry moved to approve the request, second by Metzger and the motion was carried on a 6 unanimous voice vote. 7 8 C. Henry opened two quotes for carpeting in the office areas at the airport.Wiwi explained that requests 9 had been sent to four local vendors. Henry read the quote given by Georgia Direct Carpet which was 10 $1,336.15 and from Newport Carpet&Appliance for$1,845. Metzger moved to refer the quotes to Wiwi 11 for review and evaluation, second by Henry and the motion was carried on a unanimous voice vote. 12 13 D. Lt. Kris Wolski of the Richmond Police Department recapped the events of the two previous 14 meetings concerning the computer. He noted that quotes had been received from two local vendors 15 which are Tech Plus and CRS of Indiana. He presented figures, explaining that both are written in such 16 a way that they took the minimum requirements and made several options. He said after considering 17 both bids, he asked Bever to look them over and Bever pointed out that the basic specifications put out 18 by RPD requires several items that were minimum configurations for the hardware. 19 20 One of those which was extremely crucial, Lt. Wolski said, was that the department wants to utilize as 21 much of the existing computer as possible. He said the software requires each of the pcs be operated 22 on a minimum of 16 megabites of ram and that was specified in the requirements. In reviewing both 23 proposals, he said, CRS was found to meet that requirement. He added that Tech Plus came back with 24 their bid with 8 megabites ram upgrade and in that area alone did not meet the requirements. 25 26 Metzger, as a matter of clarification, asked Lt. Wolski if he was saying that Tech Plus stated that the 27 RPD computers would have to be upgraded another 8 megabites in order to comply with the software 28 and Lt. Wolski said that was correct, adding that the software vendor recommended that all the pcs be 29 operated with a minimum of 16 megabites of ram and anything less could severely affect the 30 performance of the overall system. He said the vendor also recommended that the file server consist of 31 a minimum of two separate hard drives and that was stated in the specifications. He said Tech Plus 32 came back with a bid for one unit. The CRS bid, he said, was more thorough, more detailed and 33 included the documentation to explain why they were choosing a particular part over something else. 34 35 Lt. Wolski said he felt the bid from CRS was the better bid. Elaborating on that, he said if you actually 36 took what Tech Plus proposed of 8 megabites, and double that, plus another item they left out, it 37 actually becomes the most expensive bid. Metzger asked whether or not the bid from Tech Plus 38 complied with the specification issued. Lt.Wolski answered that it did not. 39 40 Bever explained the statute says if the lowest numerical bid is not accepted as the lowest responsible 41 and responsive bid you simply need to have in the minutes an explanation of why you are going with 42 another bid. In this instance, he said, he feels it has been explained that because Tech Plus did not 43 meet the technical specifications they would not be the lowest responsible and responsive bidder. He 44 added that as long as the minutes reflect something along those lines that would suffice. Metzger 45 moved to accept the recommendation of the Police Department and accept the bid from CRS even 46 though it is the higher bidder because it is the lowest responsible, responsive bidder, second by Henry 47 and the motion was carried on a unanimous voice vote. 48 49 E. A request from Grimes Car Sales to enter into an agreement for towing service was tabled until next 50 week to give Bever an opportunity to look it over. Metzger so moved, second by Henry and the motion 51 was carried on a unanimous voice vote. 52 53 F. Henry moved to approve the request made by Janet Reller on behalf of the Art Association of 54 Richmond to use the west parking lot at the Municipal Building April 26 for the boarding of a bus by 40 55 people headed to Cincinnati, Ohio to a flower show and art museums, second by Metzger and the 56 motion was carried on a unanimous voice vote. 57 r 58 OTHER MATTERS 59 60 PUBLIC COMMENTS 61 62 ADJOURNMENT 63 64 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 65 voice vote,the meeting was adjourned.
