HomeMy Public PortalAbout02-29-1996 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 29, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, February 29, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce 3 Metzger in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF FEBRUARY 22.1996 6 7 The minutes of the February 22, 1996 meeting were approved on a motion by Metzger, second by Henry and it 8 was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 President Goodwin announced the total of the claims was $523,962.54, noting that was the regular cost of the 13 City doing business in the past week. Also, there were two hand checks, one for $100 and the other for $20. 14 Henry moved to approve the claims, second by Metzger and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Police Chief Bill Shake read a letter of retirement for the former police chief, Dennis R. Rice Sr., 19 effective March 1. Chief Shake noted that Rice was hired April 1970 and by 1990 had held every 20 position on the Richmond Police Department except Chief. In October of that year he achieved that 21 rank through an appointment by former Mayor Frank Waltermann. Chief Shake said Rice's file 22 contained certificates from various training schools, promotions and letters commending him written by 23 businesses, churches and colleges. President Goodwin noted that Chief Rice was truly a professional 24 and wished him well. Metzger moved to accept the letter of retirement, second by Henry and the motion 25 was carried on a unanimous voice vote. 26 27 B. Fire Chief Mike Allen read a letter from the former fire chief, James Sticco, requesting retirement 28 effective February 24. In his letter Sticco stated that he had had a rewarding career as a member of the 29 Richmond Fire Department and thanked former Mayor Frank Waltermann for appointing him six and 30 one half years ago and former Mayor Roger Cornett for allowing him to continue as chief throughout his 31 administration. Chief Allen noted that Sticco had been instrumental in initiating many valuable programs 32 in the Richmond Fire Department. Henry moved to accept Sticco's retirement request, second by 33 Metzger and the motion was carried on a unanimous voice vote. 34 35 C. A letter written by Aaron Osgood, director of WalkAmerica, was read by Chief Allen who noted it 36 requested the use of the parking lot behind Fire Station No. 1 as a checkpoint for the fundraising walk 37 starting at 7 a.m. Saturday, April 20. Metzger moved to approve the request, second by Henry and the 38 motion was carried on a unanimous voice vote. 39 40 D. Requests for handicapped parking space permits made by William K. Powell on South 15th Street 41 and Paula Elleman on South 8th Street were presented to the Board by Captain John Farmer who 42 recommended approval of both. Henry so moved, second by Metzger and the motion was carried on a 43 unanimous voice vote. 44 45 E. Captain Farmer also presented a request from Stuart Secctor, operation manager of Civic Hall, 46 asking approval to park a large bus and two semi trailers on the street March 13 for a special musical 47 performance. Captain Farmer said he had no objections. Metzger moved to approve the request, 48 second by Henry and the motion was carried on a unanimous voice vote. 49 50 CONTRACTS 51 52 A.There were none. 53 54 OTHER MATTERS 55 56 A. City Attorney Robert Bever said City Engineer Robert Wiwi had reported he was ready for demolition 57 of the former Mandarin Gardens and had solicited bids. President Goodwin opened the bids which 58 included one for$18,500 from DeLucio& Son and one for$12,490 from Potter Construction Inc. Bever 59 said these would be filed and would be awarded at the next meeting. 60 61 B. Henry reminded the audience of the public mayoral forum on the downtown renovation at 7 p.m. 62 tonight in Vivian Auditorium at Indiana University East. 63 64 PUBLIC COMMENTS 65 A.There were none.
