HomeMy Public PortalAbout02-22-1996 iv 7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 22, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, February 22, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce 3 Metzger in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF FEBURARY 8.1996 6 7 The minutes of the February 8, 1996 meeting were approved on a motion by Henry, second by President 8 Goodwin and the motion was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 President Goodwin commented on the number of hand checks totaling $108,400, explaining that most of them 13 are going to individual officers on the Richmond Police Department. He added that the money was initially paid 14 to establish a fund in the Fraternal Order of Police to help supplement the retired police medical insurance but 15 the guidelines for that program could not be put together to everyone's satisfaction, thus the refund which 16 amounted to about $1,300 per officer totaling around $98,000. He noted that other claims totaled $408,685.82. 17 Henry moved to approve the claims, second by metzger and the motion was carried on a unanimous voice vote. 18 19 PRESENTATIONS 20 21 A. Police Chief Bill Shake introduced Jay Moore, Doug Mathena, Earnest Chance and Charles "Bud" 22 Tinnell representing the Moose Lodge. Mathena stepped forward and presented Chief Shake with a 23 $7,200 check earmarked for the purchase of a dog in the K-9 unit of the Richmond Police Department. 24 Chief Shake expressed his appreciation as did all the Board members. 25 26 REQUESTS 27 28 A. Captain John Farmer presented two requests for handicapped parking for Leo D. Williams Sr. on 29 Harris Street and Helen Beaty on North 18th Street, recommending approval. Metzger moved to 30 approve the requests,second by Henry and the motion was carried on a unanimous voice vote. • 31 32 B. Captain Farmer reported that he had talked with Mary Walker, executive director of the Wayne 33 County Convention &Tourism Bureau, and had looked over the new site on East Main Street. He said 34 he reviewed her request for a Stop sign from the property onto Industrial Parkway and a sign at the rear 35 of the building stating No Outlet. He said she was concerned about those exiting Ryan's Steak House 36 through the property and semi-trailers and other vehicles entering at the rear with no way to exit. Henry 37 moved to approve the request for both signs, second by Metzger and the motion was carried on a 38 unanimous voice vote. 39 40 C. Captain Farmer stated that he had been informed by a representative of the State Highway of 41 approval for a No Left Turn sign to be erected at South 2nd and East Main Streets. He said with the 42 closing of the Twentieth Century Bridge the sign is necessary to eliminate congestion during rush hour 43 traffic. Metzger moved to approve the signage, second by Henry and the motion was carried on a 44 unanimous voice vote. 45 46 CONTRACTS 47 48 OTHER MATTERS 49 50 A. Henry announced that a meeting concerning the downtown renovation will be held at 7 p.m. 51 Thursday, February 29 in Vivian Auditorium at Indiana University East. She said a task force will be 52 announced and a panel will be on hand to answer questions about the project.
