INDIANA, FEBRUARY 1, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, February 1, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce 3 Metzger in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 25,1996 6 7 The minutes of the January 25, 1996 meeting were not available. 8 9 CLAIMS FOR PAYMENT 10 11 Claims for payment submitted by the City Controller's office totaled $202,735.25 and $446,140.07. President 12 Goodwin questioned City Controller Shelley Miller about the payment for the T.I.F. bond issue and she 13 substantiated his statement that it was a semi-annual payment and used for Dana Parkway and the extension of 14 Industries Road. Henry moved to approve the claims, second by Metzger and the motion was carried on a 15 unanimous voice vote. 16 17 REQUESTS 18 19 A.There were none. 20 21 CONTRACTS 22 23 A.There were none. 24 25 OTHER MATTERS 26 27 A. President Goodwin read a request made by Humphrey Corp. for the acceptance of the cul-de-sacs 28 at Orchard Drive and Devon Drive located south of the Henley Hill Subdivision into the City. He noted 29 that City Engineer Bob Wiwi said he would recommend approval with the condition that a catch basin 30 be installed at the Orchard Drive cul-de-sac if it is needed. Henry moved to approve the request with 31 the stipulations that the catch basin be installed if needed, correct the letter to the satisfaction of Bever 32 and adding the dedication of the roadway to his satisfaction, second by Metzger and the motion was 33 carried on a unanimous voice vote. 34 35 B. Captain John Farmer of the Traffic Safety Divison reported to the Board that his department had 36 been busy instituting an old program, explaining that he had scheduled a list of areas where the officers 37 will do selective enforcement targeting the high accident locations of 1995. He reported that in the three 38 days the program had been in effect, as of 4 p.m. today, the officers had written in excess of 68 39 citations. The importance of the program, he stressed, is not in the number of tickets written but 40 reducing traffic accidents. Giving an example, Captain Farmer said after receiving a complaint about 41 excessive speed on South West 18th near Westview Elementary School, an officer was stationed in 42 that area and issued five citations within a 45-minute period, with the slowest speed out of the five 43 clocked at 33 m.p.h. in that 20 m.p.h.zone. 44 45 Captain Farmer said this is in preparation for a program coming up from the Governor's Commission on 46 impaired and dangerous driving which will be in full swing in March, stressing occupant restraint 47 systems. He said plans locally are to be more responsive and provide more information about safety 48 seats and the program will be geared particularly toward parents. He added that the child restraint law 49 will be publicized well within the next six weeks and training classes will be held at Riley Hospital in 50 Indianapolis to make sure the information is up to date. 51 52 PUBLIC COMMENTS 53 54 A.An individual in the audience had a question about an issue which Captain Farmer told him would be 55 coming up in next week's meeting, commenting that no decision had been made as to what would be 56 recommended.
