1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, January 18,
2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce
3 Metzger in attendance.The following business was had to-wit:

7 The approval of the minutes of the January 4, 1996 meeting was postponed until the next meeting since all three
8 of the Board members had not had an opportunity to review them.

10 CLAIMS FOR PAYMENT

12 President Goodwin explained that since the Board did not meet in its regular session January 11,there were two
13 sets of claims submitted by the City Controller's office to approve. For the week of January 10, 1996, claims
14 totaled $386,833.61 and the week of January 17, 1996, the total was $566,512.92. Henry moved to approve
15 both sets of claims,second by Metzger and the motion was carried on a unanimous voice vote.

17 REQUESTS

19 A. Requests for the renewal of handicapped parking space permits made by Loammia Walker on South
20 10th Street and Jack L.Goddard Sr.on North 18th Street were presented to the Board by Captain John
21 Farmer of the Traffic Safety Division who recommended approval. He also presented a new request by
22 Arthur L. Whittaker on Boyer Street and commented that after reviewing the residence found that it has
23 off-street parking and does not comply with the ordinance, therefore he recommended the request be
24 denied. In answer to a question posed by Metzger as to why Whittaker requested a handicapped
25 parking space, Captain Farmer read the comment on the application in which Whittaker stated that
26 neighbors have two cars and park in front of his house and the area in front of his house seems to
27 absorb all the overflow and he has only one car and he thinks it is inconsiderate. Metzger moved to
28 approve the requests made by Walker and Goddard and to deny the one made by Whittaker, second
29 by Henry and the motion was carried on a unanimous voice vote. Captain Farmer added that Whittaker
30 was not in attendance but had been notified of the recommendation made by the Traffic Safety Division
31 and advised of the time of this meeting.

33 B. Chris Barker, president of the Richmond Area Rose Festival Board, stated that his appearance was
34 on behalf of the Rose Festival to seek approval of the festival dates of June 21 through June 29. He
35 said street closings and arrangements for special events are in the planning stages and final details will
36 be taken care of in March. Henry moved to approve the dates, second by Metzger and the motion was
37 carried on a unanimous voice vote.

43 A. A request was made by City Engineer Bob Wiwi for the payment of $2,000 for a review appraisal for
44 the acquisition of parcels 8 and 9 which are immediately east of where Industries Road intersects with
45 Chester Boulevard. President Goodwin explained that the appraisal, performed by Paul R. Dean &
46 Associates, is paid from the T.I.F. bond issue. In answer to a question posed by City Attorney Robert
47 Bever, President Goodwin said 80 percent of the payment will be made by the state and 20 by the City.
48 Metzger moved to approve the request, second by Henry and the motion was carried on a unanimous
49 voice vote.

55 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
56 voice vote,the meeting was adjourned.
