HomeMy Public PortalAbout12-28-1995 • /26 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 28, 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, December 21, 2 1995, in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Earnest Jarvis in 3 attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 21.1995 6 7 The minutes of the December 21, 1995 meeting were approved on a motion by Jarvis, second by Chairperson 8 Grimes and was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $579,713.83, most of which was for payroll and payroll 13 taxes. Also submitter were claims totaling $162,148 which included a payment to the Wayne County Auditor for 14 the election expense for the fall election for$37,923.17.The remainder was for various supplies and contractual 15 services. Chairperson Grimes moved to approve the claims, second by Jarvis and the motion was carried on a 16 unanimous voice vote. 17 18 REQUESTS 19 20 A.There were no handicapped parking space requests. 21 22 B. Andy Boatright, chief electrical engineer for Richmond Power & Light, gave an update on the 23 downtown rebuild at North 10th Street between Main and A Streets. He said they have not had much 24 success in clearing an existing duct bank and asked the Board's approval to excavate in the 25 intersection of Main and South 10th Streets. He explained that it would be an exploratory excavation on 26 the west half of South 10th Street to see the extent of the damage and to repair what can be repaired. 27 He said they are not sure exactly where it is but know it is within the 70-foot dimension as shown on the 28 sketch he distributed to Board members. He said their intent is to patch in a piece of pvc and make the 29 duct bank usable again. Boatright said he had talked with City Engineer Bob Wiwi regarding what 30 equipment the Sanitary District has which might enable them to ream the openings. He added that work 31 is scheduled to begin next week and their intent is to keep the traffic flow intact with a flagman on duty. 32 Chairperson Grimes moved to allow RP & L to do the necessary excavating to repair the duct bank, 33 weather permitting, second by Jarvis and the motion was carried on a unanimous voice vote. 34 35 CONTRACTS 36 37 A. Chairperson Grimes said the City now has a 6-month software/hardware support contract with 38 Infocom Inc.which expires December 31, 1995. He presented a 6-month renewal contract running from 39 January 1, 1996 through June 30, 1996. He explained this contract has two changes in it which include 40 a 50/70 rate as opposed to the existing 40/60 rate and a 3-month notification of the termination of the 41 contract. He said that would mean that by April 1, 1996, if the City decides it no longer needs the 42 services of Infocom Inc.,they would be notified in writing.Jarvis noted that the major difficulty lies in the 43 fact that some companies are knowledgeable in IBM and others are about McIntosh and it is hard to 44 find a company able to work with both. Chairperson Grimes moved to approve the 6-month renewal 45 contract with the two changes, second by Jarvis and the motion was carried on a unanimous voice 46 vote. 47 48 OTHER MATTERS 49 50 A.Jarvis said a letter from the Board of Directors of Interfaith Apartments had been received explaining 51 they would like to donate to the City the new bus shelter located on West Main Street directly south of 52 the south building.Jarvis explained that the other shelter there had deteriorated and had to be removed 53 some time ago and had never been replaced. He said the Interfaith Apartments complex had 54 purchased the materials for$366.27 and the Parks & Recreation Department's maintenance crew had 55 built the shelter. He expressed his appreciation for the donation and Chairperson Grimes noted that the 56 donation will be in the form of an ordinance which will be presented to Council.Jarvis moved to accept 57 the donation, second by Chairperson Grimes and the motion was carried on a unanimous voice vote. 58 59 B. Chairperson Grimes re-read the letter about the North 20th Street curve written by Captain Mike 60 Chambers of the Traffic Safety Division, explaining that the subject had been on hold to enable Board 61 members to further study the situation. He explained that in the letter Captain Chambers mentioned the 62 chevron arrows which had been installed earlier this year in that area. Captain Chambers also 63 recommended a sign be installed indicating to northbound motorists prior to Hawkins Road that the left 64 lane must turn left and also a sign indicating that the road narrows just past the intersection which 65 would let the motorists know the road narrows after the curve. He also recommended that installation of guardrails or speed reduction actions be held until further studies of the traffic could be made. Board of Works Minutes Cont'd December 28, 1995 Page 2 1 Jarvis said he had talked with Wiwi who said he was still looking into the guardrail suggestion. He 2 further stated that squealing tires, which had been described in an earlier meeting, means excess 3 speed to him and he suggested that if the speed could be reduced on the curve there would be less 4 squeal of tires. He said he had also talked with Bill Smith, Street Division manager, about the residents' 5 complaints concerning the loose gravel on the street and commented that Smith did say that he would 6 try to make sure the sweeper is used in that area after the heavy snows to remove any gravel put there 7 to prevent slipping. 8 9 Captain Chambers said he could put a "Slow" panel below the curve sign but felt that perhaps a 25 10 m.p.h. sign (the speed limit is the customary 30 m.p.h. now) could possibly work better to slow 11 motorists down. He suggested a"Reduced Speed Ahead"sign at the intersection and a sign indicating 12 25 m.p.h. at the top of the curve. Jarvis moved to accept that recommendation, also the signage 13 indicating left lane must turn left prior to Hawkins Road and the lane narrows signage, second by 14 Chairperson Grimes and the motion was carried on a unanimous voice vote.
