DECEMBER 21. 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, December 21, 2 1995, in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Jan Hibner and 3 Earnest Jarvis in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 14.1995 6 7 The minutes of the December 14, 1995 meeting were approved on a motion by Jarvis, second by Hibner and 8 was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office totaled $6,557.01 which was for various supplies 13 and contractual services. Chairperson Grimes moved to approve the claims for payment, second by librier, ;,:-$.) 14 the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. A new request for a handicapped parking space was read by Hibner who explained it was from 19 Community Action of East Central Indiana Head Start on North 13th Street, second by Jarvis and the 20 motion was carried on a unanimous voice vote. 21 22 B. Hibner stated that a curb cut petition had been received from D &J Mobile Homes on Williamsburg 23 Pike and several departments within the City are required by ordinance to look at all curb cuts before 24 they are approved. She noted that those departments are engineering, traffic safety division of the 25 Richmond Police Department, Department of Planning and Redevelopment and the inspector for plan 26 review from the Department of Administration. 27 28 City Engineer Bob Wiwi stated that Williamsburg Pike was at one time U.S. 35 and a state road 29 designed as a limited access highway. He said as far as he knows,the City has no ordinance in regard 30 to limited access highways. He said in looking at the site he determined there needs to be a substantial 31 amount of construction to make it a proper entrance, but, even so, he could only recommend it be an 32 entrance only. He added that he would recommend denial of the petition. In answer to a question by 33 Chairperson Grimes, Wiwi said the construction would mean a turning lane constructed in the median 34 to allow for the southbound traffic to move over and make the left turn into the business. They would 35 also have to have proper radiuses and width to allow entrance onto their property. In answer to a 36 question by Hibner about who is responsible, Wiwi said that lies with the person requesting the curb 37 cut. 38 39 Captain Chambers of the Traffic Safety Division said signs would need to be relocated in'tQ. 40 northbound lane. Speaking for the Department of Planning and Redevelopment was Larry Cash, 41 assistant director,who said that any curb cuts on Williamsburg Pike would have to occur at a controlled 42 intersection. He also noted that D &J Mobile Homes has additional curb cuts on Industries Road and 43 his department feels that is adequate. He also recommended denial of the petition. Hibner said the 44 inspector for plan review also recommended denial for the same reasons previously cited. She moved 45 to deny the petition,second by Jarvis and the motion was carried on a unanimous voice vote. 46 47 C. Jarvis read a letter written by Captain Chambers recommending a No Parking sign be installed in 48 the 1600 block of Peacock Road. He stated that he noticed eastbound vehicles are attempting to park 49 there resulting in more than half of the vehicle parked in the eastbound traffic lane. He recommended 50 the sign be placed in the middle of the block at 1617 Peacock Road. Jarvis so moved, second by 51 Hibner and the motion was carried on a unanimous voice vote. 52 53 D. A letter from Florence Grimes at 800 South 6th Street was brought before the Board by Jarvis who 54 stated that it had been reviewed by the Traffic Safety Division.Jarvis said Grimes asked for a four-way 55 stop sign at South 5th and I Street which is now a two-way stop east and west. After investigating the 56 area it was found only one minor accident had occurred in the past five years, according to Captain 57 Chambers.A traffic count done on December 13, Captain Chambers said, indicated the average speed 58 was about 29 m.p.h. It was determined by the Traffic Safety Division that there is no sufficient 59 justification to warrant a multi-way stop sign and it was recommended that the request be denied. 60 However, it was stated that the Police Department would continue to monitor the intersection. Jarvis 61 moved to deny the request,second by Hibner and the motion was carried on a unanimous voice vote. 62 - 63 E. Hibner asked for a postponement of the unsafe building hearing for the property at 1130 Crosshall 64 Street. She said her department has been working with the owner and much of the junk-has bL.��, 65 cleared away.She added that she feels the City is making progress at that location. Hibner stated that after listening to the comments last week at the public hearing on the residential 2 parking permits she determined there was a mixed response. She said there are 10 houses on South 3 West E Street and 36 residences on South West 3rd Street and those in the latter area seemed to feel 4 there was no need for the permits. Hibner moved to adopt the resolution creating a residential parking 5 permit area on South West E Street from South West 3rd to South West 4th Street but not on South 6 West 3rd Street.Jarvis said he agreed with Hibner, but restricting parking on South West E Street may 7 create a problem on South West 3rd Street and those residents may be back before the Board in early 8 1996. Hibner suggested that the Traffic Safety Division double check the yellow curbing at the corner of 9 South West E Street and South West 3rd Street since the primary congestion seemed to be there. 10 Jarvis seconded the motion made by Hibner and it was carried on a unanimous voice vote.Chairperson 11 Grimes suggested that before the City does anything else in that area they should talk with the school 12 officials to see what they plan on doing about the problem. He added that perhaps the Board needs to 13 send another letter to the school.Jarvis stated that he felt the parking lot at the school should be better 14 utilized. 15 16 CONTRACTS 17 18 A.Award Bids 19 20 1. Chairperson Grimes reported that two bids had been received for the fuel and gasoline contract 21 for 1996. They were from Harvest Land Co-op and Warfield Oil, both of Richmond. The bids had been - 22 reviewed by Phil Ritchie of the Street Division and Vicki Stevens in the Department of Finance who 23 determined Harvest Land to be the lowest, most responsible and responsive bidder for the prem;.nu 24 unleaded, regular gasoline and the premium road diesel, recommending that company be awarded the 25 bid. Both Ritchie and Stevens determined Warfield Oil to be the lowest, most responsible and 26 responsive bidder for the diesel No. 1 premium, and the No. 1 and No. 2 fuel oil for transport, tank 27 wagon and pump.
