DECEMBER 7. 1995 • 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, December 7, 111 2 1995, in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Janet Hibner and 3 Earnest Jarvis in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF NOVEMBER 30.1995 6 7 The minutes of the November 30, 1995 meeting were approved on a motion by Hibner, second by Jarvis and 8 was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $36,508.10 comprised mainly of a transfer of funds from 13 the local cash funds to the Revolving Loan Fund. Chairperson Grimes moved to approve the claims,second by 14 Jarvis and the motion was carried on a unanimous voice vote. 15 16 REQUESTS — N:.. -�'- 17 18 A. One handicapped parking space request made by Edith Welker on North 18th Street was read by 19 Hibner who explained that the request was new and the Traffic Safety Division had reviewed the area 20 and found that the residence qualified according to the ordinance. Hibner moved to approve the 21 request,second by Jarvis and the motion was carried on a unanimous voice vote. 22 23 B.Jarvis read a letter from Captain Mike Chambers of the Traffic Safety Division which stated that he 24 had received a request from John Barnhizer in the City Engineer's office for a " No Outlet" sign at 25 Industrial Parkway and South D Street.Jarvis also noted that at the end of South D Street there should 26 be some kind of guardrail near the railroad track which is no longer a crossing. Jarvis moved to 27 authorize the Street Division to install the No Outlet sign and the guardrail, second by Hibner and the 28 motion was carried on a unanimous voice vote. 29 30 C. A request made by Karma Johnson of 2045 South 11th Street was read by Hibner who explained 31 that Johnson's request was for a "No Outlet" sign at South 11th and South V Streets. Captain 32 Chambers of the Traffic Safety Division said there may have been such a sign at one time because 33 such a sign is posted at South 12th Street.Jarvis moved to approve the request, second by Jarvis and 34 the motion was carried on a unanimous voice vote. 35 36 D.Jarvis read a request made by Captain Mike Chambers of the Traffic Safety Division,prompted by a 37 request made by Jerry Eicher, safety manager of Alcoa at 1701 Williamsburg Pike, calling attention to 38 the traffic signal at the intersection of Alcoa and Williamsburg Pike. Upon reviewing the area, Captain 39 Chambers said it was found the signal goes green immediately upon the red coming on for the opposite 40 direction. He recommended the signal remain red in all directions for approximately five seconds before 41 changing to green to allow motorists to clear the intersection. He said City Engineer Bob Wiwi-had 13, ;IT—_I 42 contacted to see what could be done and Wiwi has contacted Richmond Power& Light which said tne- 43 signal can be changed.Jarvis moved to follow through with the request, adding a five-second delay to 44 the signal,second by Hibner and the motion was carried on a unanimous voice vote. 45 46 CONTRACTS 47 48 A. Hibner brought before the Board a Change Order No. 1 between the Indiana Department of 49 Transportation and the City in regard to the work being done on the approaches of the 20th Century 50 Bridge. He said there are two items in the Change Order, explaining that the first involves the previous 51 Change Order brought before the Board regarding the railroad flagman. He said a typographical error 52 was discovered by the state, but no cost is involved. The second part, Wiwi said, is in regard to some 53 asbestos panels found on top of the railroad tracks. He said these were not apparent when the project 54 was bid and upon further investigation were found and had to be removed.Wiwi said three quotes were 55 received for the work being done and the low one of $2,100 was received from Specialty Systems of 56 Ohio and that was the one that was used. He added that 80 percent of that cost is paid by INDOT and 57 the other 20 percent by the City.Jarvis moved to approve both items in the Change Order, second by 58 Hibner and the motion was carried on a unanimous voice vote. 59 60 B. Chairperson Grimes stated that two bids had been received for fuel and gasoline purchases for 61 1996. He said the ad had run in the Palladium-Item November 16 and November 23 and he moved to 62 approve the proof of publication, second by Jarvis and the motion was carried on a unanimous voice 63 vote. Chairperson Grimes also moved to close the bidding, second by Hibner and the motion was 64 carried on a unanimous voice vote. 65 116 -9 Board of Works Minutes Cont'd • December 7, 1995 Page 2 1 The first bid opened by Hibner was from Harvestland Co-Op Inc. of Richmond. Jarvis read the prices 2 which included those for premium unleaded gasoline .623 per gallon transported, .658 per gallon tank 3 wagon, and .655 per gallon pump price; regular gasoline .553 per gallon transported, .588 per gallon 4 tank wagon and .585 per gallon pump price; premium road diesel .615 per gallon transported, .65 per 5 gallon tank wagon and .649 per gallon pump price; diesel No. 1 premium .621 per gallon transported, 6 .656 per gallon tank wagon and .655 per gallon pump price;No. 1 fuel oil.63 per gallon transported and 7 .689 per gallon tank wagon; and No. 2 fuel oil .571 per gallon transported and .606 per gallon tank 8 wagon. The bid submitted by Warfield Oil Co. of Richmond was opened by Hibner. Jarvis read the 9 prices which included those for premium unleaded gasoline.640 per gallon transported, .671 per gallon- - 10 tank wagon, and .691 per gallon pump price; regular gasoline .592 per gallon transported, .623 per 11 gallon tank wagon and .643 per gallon pump price; .premium road diesel .570 per gallon transported, 12 .608 per gallon tank wagon and .618 per gallon pump price; diesel No. 1 premium .560 per gallon 13 transported, .615 per gallon tank wagon; .625 per gallon pump price; No. 1 fuel oil .610 per gallon 14 transported and .670 per gallon tank wagon; No. 2 fuel oil .56 per gallon transported and .617 per 15 gallon tank wagon. Chairperson Grimes moved to take the bids under advisement, second by Hibner 16 • and the motion was carried on a unanimous voice vote. 17 18 OTHER MATTERS 19 20 A. Roy Combes, representing the Fraternal Order of the Eagles Aerie No. 666, presented a $5,000 21 check to the Richmond Police Department's D.A.R.E. program. Accepting the check was Captain Tom 22 Cox who noted his appreciation of the support given by the Eagles for the past three years. He added 23 that the D.A.R.E. program locally is not just a 17-week in-school program but is a year-round project. 24 Chairperson Grimes added his personal thanks for the support of the Eagles and other organizations 25 who help the City through their donations. • - -• 26 27 B. Hibner announced that a residential.parking permit hearing will be held at the next Board of Works 28 meeting at 9 a.m. Thursday, December 14, in the Board.of Works room. The purpose of the meeting 29 will be to designate a residential parking permit area on both sides of South.West E Street from South 30 West 3rd.to South West 4th Streets and both sides of South West 3rd:Street from South West D street 31 to South West E Street. If so designated, that means those streets shall be restricted to two-hour 32 parking between the hours of 8:30 a.m. and 5 p.m.on weekdays, unless a vehicle properly displays a 33 residential parking permit. Hibner stated that notices of the public hearing had:been mailed to those 34 residing in the designated areas to allow them the opportunity to appear before the Board. 35 36 C., Hibner also reported that the Hibberd Middle School students had.completed their work on the 37 Promenade earlier in the week.
