NOVEMBER 30. 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, November 30, 2 1995, in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Janet Hibner and 3 Earnest Jarvis in attendance. The following business was had to-wit: 4 5 ,APPROVAL OF MINUTES OF NOVEMBER 22.1995 6 7 Hibner moved for approval of the minutes of November 22, 1995, with a second by Jarvis and the motion was 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office totaled$153,047.56, most of which was for supplies 13 and contractual services and included a check for $60,000 to Benefit Systems for health insurance claims. 14 Chairperson Grimes moved to approve the claims,second by Jarvis and the motion was carried on a unanimous 15 voice vote. 16 17 REQUESTS 18 19 A.Requests for renewals of handicapped parking spaces read by Hibner were made by Evelyn Ammon 20 on South 11th Street, John Griffith on North 18th Street, Linda Girdler on North C Street and Samuel 21 Swank on South 11th Street. Hibner moved to approve all four, second by Jarvis and the motion was 22 carried on a unanimous voice vote. 23 24 B. A group of Hibberd Middle School students, part of the humanities group at the school, appeared 25 before the Board to request permission to contribute some community service by cleaning up specific 26 areas of the downtown Promenade. Students presenting the request included Lacey Gardner, April 27 Mlles, Jenny Johnson, Chris Harrison, Andre Grimes and Emily Hartzell. They asked approval to do 28 their work from 8:15 to 11:15 a.m. Monday, December 4. They assured the Board they would have 29 adequate adult supervision,transportation and supplies. Hibner moved to approve the request,second 30 by Jarvis and the motion was carried on a unanimous voice vote. 31 32 C. Hibner read a letter from George Brown at 300 North West 18th, noting that in the past the Board 33 had received letters from residents in the area of North West 16th and North West 18th and Peacock 34 Road,on the same subject. Brown's letter was a complaint about the semi-tractor trailer traffic on North 35 West 18th and Peacock Road. Hibner said the Traffic Safety Division had looked at the area but had 36 made no recommendations. She suggested holding the request until Board members could personally 37 check the area.That was agreeable with Chairperson Grimes and Jarvis. 38 39 D. Jarvis read a letter from Dr. Scott Mastores, 200 Garwood Road, requesting signage to warn 40 motorists of a hidden drive. He stated that his drive is south of South A Street and his exit from his drive 41 on to Garwood is in one of the valleys.Jarvis said the Traffic Safety Division had looked at the area and 42 recommended that two warning signs stating "Limited Sight Distance" be installed. The_one fnr 43 southbound motorists is to be placed immediately south of South A and the other, for northbourd 44 motorists, is to be placed prior to the beginning of the hill.Jarvis moved to authorize the placement of 45 the signs as recommended by Traffic Safety, second by Hibner and the motion was carried on a 46 unanimous voice vote. 47 48 E. Jarvis stated that the Traffic Safety Division, after checking the narrow bridge on Garr-Jackson 49 Road, had recommended signage. He noted that the bridge is located in the northwest part of the City 50 which was taken into the City during the last annexation in the spring of 1995. The recommendation 51 included a"One Lane Bridge"sign in each direction, with the westbound sign placed 400 feet east of 52 the bridge and the eastbound sign halfway between Round Barn Road and the bridge, making it 53 approximately 200 feet west of the bridge. Traffic Safety also recommended that on the westbound 54 approach a left object marker panel be located across from the right panel to replace the one that is 55 missing. Also requested were three delineator posts to be installed slightly off-set from each other (a 56 total of 12 posts) with white reflectors on the right and amber on the left with the opposite reflector on 57 the back for the opposite direction. Jarvis moved to approve all the recommendations, second by 58 Hibner and the motion was carried on a unanimous voice vote. 111 59 60 61 CONTRACTS 62 63 There were none. 64 65 • Board of Works Minutes Cont'd November 30, 1995 Page 2 1 OTHER MATTERS 2 3 A.City Attorney Thomas Milligan came forward to present a request made by Carpenter Mfg.to lease a 4 60- by 130-foot concrete block structure located between South 5th and South 6th Street which is 5 owned by the City. Milligan explained that the building was used as a garage by the Richmond Police 6 Department for several years and most recently has been used only for cold storage. Carpenter wis_ -31: 7 to lease the building on a month-to-month basis, Milligan said,for 50 cents a square foot which would 8 produce on an annual basis$3,900 for the City. However, he said,the request is for an estimated four 9 to six months.
