NOVEMBER 16. 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, November 16, 2 1995, in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Earnest Jarvis and 3 Janet Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF NOVEMBER 9.1995 6 7 Hibner moved for the approval of the minutes of November 9, 1995 with a second by Jarvis and the motion was 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $403,729.95 which included a check for $23,999.95Jo Y 13 Whitewater Community Television (WCTV) as its percentage share of the franchise agreement payment from 14 TCI and checks totaling $170,000 payable to Star Bank for health insurance claims to the City's third party 15 administrator, and the remainder for supplies and contractual services. Chairperson Grimes moved to approve 16 the claims,second by Jarvis and the motion was carried on a unanimous voice vote. 17 18 REQUESTS 19 20 A. Mayor Roger Cornett presented the Mayoral Community Service Award to Councilmembers Don 21 McBride and Jane Brookbank. He explained that both exemplify what community service is all about, 22 stating that McBride is serving out his second term in District 5 and Brookbank is serving out her third 23 term in District 3. He also expressed his appreciation for McBride's 28 years as park superintendent, 24 noting that citizens will benefit from his efforts for years to come. In accepting the award, McBride 25 thanked the citizens of Richmond for allowing him to serve the City in both capacities, noting that it 26 takes the people to make a City and he felt that both he and Brookbank represented the people during 27 their years of service. Brookbank thanked her family for their patience and support. Chairperson 28 Grimes added the Board's appreciation for the service rendered by Councilmembers. 29 30 B. No handicapped parking requests. 31 32 C. Hibner explained that the police labor agreement is a four-year contract with a two-year salary 33 increment, and provides for a 71/2 salary increase the first year but for a two-year period and also has 34 an insurance proviso which gives retirees a $2,000 allowance toward medical insurance as well as a 35 bill of rights portion. 36 37 Don Benedict,chairman of the wage committee,said he feels this is a good contract, especially-sini:. i.: :' 38 fulfills the main objective which was to benefit the retirees. Hibner said this is a four-year gen&raf 39 agreement but the salary portion can be re-opened after the second year and moved to enter into the 40 contract,second by Jarvis and the motion was carried on a unanimous voice vote. 41 42 D. Jarvis moved to accept the October report of the Richmond Police Department into the record, 43 second by Hibner and the motion was carried on a unanimous voice vote. 44 45 E. Bob Goodwin, director of Planning and Redevelopment, explained that in anticipation of the 46 downtown study which came out recently, he had attended some meetings along with Ben Ross, 47 director of the Economic Development Corp. of Wayne County; Renee Oldham, director of Main 48 Street/Wayne County Inc.;and Joe Chamness, Main Street Board of Directors. He added that they met 49 with the state Department of Commerce to determine what funds might be available for state grants to 50 implement the program and learned there might be an estimated million to two million dollars.With that 51 information, he said, they went to the firm of Ice, Miller, Donadio & Ryan to determine what the bond 52 market is at this time and how they would advise the group to proceed. 53 54 Goodwin said they met with Thomas "Buddy" Downs who advised that Richmond has tremendous 55 capabilities for bonding capacity, but who also suggested they needed to do more work to determine 56 where the City stands preliminarily for the issuance of bonds, noting there are several different ways in 57 which these things can be paid back. He recommended the accounting firm of H.J. Umbaugh & 58 Associates which the City has dealt with on two different occasions. He said the City has two 59 outstanding bond issues through the Redevelopment Commission. One is the extension of Dana 60 Parkway and the other is the extension of Industries Road from North West 5th Street over to Hill's Pet 61 Foods. He said the analysis in both cases was done by Umbaugh, adding that with that background he 62 proposed the City enter into a contract with the firm, noting that the charge for service must not exc?ti_;.. 63 $10,000. He said the firm's services are to include assistance in determining a preliminary estimate_cff 64 the total cost of the anticipated major capital projects, to determine the tax increment, possible 65 financing options and meet with City officials to discuss the results,of the study. Goodwin said he has sufficient funds in his budget to pay for the study. In answer to a question by Jarvis, Goodwin said the work would take about six to eight weeks.Chairperson Grimes moved to approve the contract,second by Jarvis and the motion was carried on a unanimous voice vote. Hibner read a letter of recommendation by Captain Mike Chambers of the Traffic Safety Division for 2 signage at the South 13th CSX Railroad trestle south of Wernle Road to make it safer and more visible. 3 He stated his recommendation would be a One Lane Bridge sign'in both directions approximately 300 4 feet distance and relocating the northbound 11.0-foot height warning sign that is about 10 feet away 5 from the bridge back 300 feet for appropriate advance warning. He also suggested an 11.0-foot height 6 warning for southbound approximately 300 feet from the bridge, noting there is no southbound height 7 warning sign there now. 8 9 Also included in the recommendation was the removal of the one damaged object marker panel and 10 replacing it with four new object marker panels as shown in a diagram given to Board members. One 11 final recommendation was for three white delineator stakes on the right side of each approach and 12 three amber delineator stakes on the left side of each approach. Hibner moved to accept the 13 recommendations made by Captain Chambers, second by Jarvis and the motion was carried on a 14 ' unanimous voice vote. 15 16 G. Jarvis read excerpts from a rather extensive letter from Captain Chambers addressing the lack of 17 signage in the area of South 16th and U Streets. He stated that in researching the area apparently 18 there was a Yield sign for eastbound traffic at South 16th and U Streets more than three years ago but 19 no one notified the Street Division when it was discovered missing. He agreed that the sign should be 20 replaced,and could be, by simply making out a work order.The second concern addressed in the letter 21 was the three-way stop at the intersection of South 14th and U Streets.The request,Captain Chamt"_ _;, 22 said,was for the intersection to be made a four-way stop by including signage for eastbound motorists: 23 He recommended a white stop bar for northbound motorists to help make the stop sign more visible.He 24 added that his department will also continue to work with neighbors in developing proper safety 25 strategies to make the neighborhood safer for all residents. 26 27 Lt. Randy Kolentus said he had accompanied Captain Chambers on his visit to the area and concurred 28 with the recommendations made by Captain Chambers. He added that it was also recommended that a 29 small sign be placed under each of the three stop signs at South.14th and U Streets designating that 30 the intersection is a three-way stop. Hibner suggested.that the Board attempt to call the Richmond 31 Community Schools about the bus stop at the corner of.South 14th and U Streets to alleviate the 32 problem of students standing on the corner. Major John Farmer stepped forward and commented that 33 there is a church parking lot in the 1300 block of South U Street which he feels could easily be used for 34 picking up the students which would make it safer for everyone involved. Hibner asked Major Farmer if 35 he could speak to the Richmond Community Schools on behalf of the Board. Hibner asked for some 36 kind of signage for the curve on the continuation of South 13th Street, both north and south, as it goes 37 down to Boston Pike. 38 39 Ruby Anderson,the initial petitioner for the signage,thanked the Board and the Traffic Safety Division 40 for their help, commenting that although it was not what she had asked for it was a step in the right 41 direction. Hibner asked her to bear with the Board of Works and the Traffic Safety Division as they try to 42 work with the school system to get the problem: resolved. Jarvis moved_to authorize signage as 43 recommended by Captain Chambers plus installing the Dangerous Curve sign on South 13th Street as 44 requested by Hibner, second by Hibner and the.motion was carried on a unanimous voice vote.Jarvis 45 asked Traffic Safety Division to continue to monitor the area to ensure that the steps taken are helping 46 the situation. 47 48 CONTRACTS 49 50 There were none. 51 52 OTHER MATTERS 53 54 There were none. 55 56 ADJOURNMENT 57 58 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 59 voice vote,the meeting was adjourned 60 61 62 63 64 65 °'Dennis W.Grimes, Chairperson ATTEST: Norma Schroeder,City Clerk :.• . • '
