INDIANA.OCTOBER 19. 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, October 19, 2 1995, in the Municipal Building in said City.Chairperson Dennis W.Grimes presided with Earnest Jarvis and Jan 3 Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF OCTOBER 12.1995 6 7 The minutes of the October 12, 1995, meeting were approved on a motion by Hibner, second by Jarvis and 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 — 12 Claims submitted by the City Controller's office totaled $81,191.22 comprised of a payment to Benefit Systems 13 for health insurance claims and to Diversified Data Systems for prescription cards and the balance for claims for 14 supplies and contractual services. Chairperson Grimes moved to approve the claims, second by Jarvis and the 15 motion was carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A. Seven of the requests for handicapped parking spaces were approved on a motion made by Hibner, 20 second by Jarvis and carried on a unanimous voice vote.Those making requests were Harold Williams 21 on North 17th Street, Marlene Wolfe on Harris Street, Janet Trimble on North C Street, John Byrd on 22 Boyer Street, Elmer McKee on South 12th Street, Robert Day on Randolph Street and Hattie Hamler 23 on South 10th Street. The request made by Alice Robbins on South West D Street was denied on a 24 motion made by Hibner, second by Jarvis and carried on a unanimous voice vote. The reason for 25 denial was because it did not meet the requirements as designated by the ordinance since the 26 residence has a two-car garage on the property. The request made by Barbara Gorman on North C 27 Street was held over until the next meeting. Hibner explained there is no parking allowed on Corman's 28 side of the street,which means the sign would have to be placed across the street in front of someone 29 else's property. Hibner requested that the Traffic Safety Division talk to the property owner and bring 30 bask the findings to the Board.Chairperson Grimes also requested that photos be taken of the area. 31 32 B. Jarvis explained to the Board that a No Parking Anytime sign in the 500 block of South 7th Street 33 which was placed there 40 years ago was no longer needed. He said Officer Melody Truitt had spoken 34 to the owners of the nearby property and they stated it had had no useful purpose for many years. 35 Jarvis said the Traffic Safety Division had requested the sign be removed and he made a motion to.: 36 approve the request,second by Hibner and the motion was carried on a unanimous voice vote. 37 38 C. A letter from Captain Mike Chambers of the Traffic Safety Division was read by Jarvis. Captain 39 Chambers wrote that he had received letters from the citizens in the South 16th and U Street area. He 40 read letters dated October 1 and October 3, 1995 which addressed children playng in the streets 41 because there are no sidewalks and the lack of stop signs or warning signs to slow traffic down. 42 Captain Chambers said the area had been investigated and it was discovered that at one time there 43 had been a Yield sign for eastbound traffic at the corner of South 16th and U Street more than three 44 years ago but no one had notified the Street Division when it was discovered missing by the neighbors. 45 He said Traffic Safety had agreed that the sign should be replaced and noted that all it takes is a work 46 order. 47 48 The second concern addressed by Captain Chambers was the intersection at South 14th and U Streets 49 which is presently a three-way stop. It was recommended by Traffic Safety that a white stop bar be 50 placed on the street for northbound motorists as a warning that the intersection has a stop sign for 51 northbound traffic. Only two minor accidents have been logged at the intersection according to Traffic 52 Safety and Captain Chambers said they will continue to work with neighbors to help develop proper 53 safety strategy. 54 55 Ruby Anderson, who lives at South 14th and South U Streets, presented a map she had drawn and 56 voiced concern about the placement of signage. Hibner asked if the traffic counters could be placed in 57 the area and if a speed analysis could be done. Captain Chambers said Traffic Safety will look at the 58 railroad trestle, noting that it is a one way and should have signage. Jarvis asked that the request be 5961 held until further checking of the area by Traffic Safety. Hibner asked that all the areas be inspected not 60 only by Traffic Safety but by the Board of Works. 62 D. Hibner read a request for a curb cut at 1050 Progress Drive, explaining that Purina Mills plans-to' 63 build a new plant at the site. She moved to approve the request, second by Jarvis and the motion was 64 carried on a unanimous voice vote. 65 • I f Lt • Board of Works Minutes Cont'd October 19, 1995 Page 2 • 1 A second curb cut at 5400 National Road East was read by Hibner who noted that it is for GMRI Inc. 2 and off of Woodside Drive. She explained that it is the LotsaDots old building and GMRI is doing 3 business as Red Lobster. They are also requesting an additional enlarged drive on Woodside. Hibner 4 moved to approve the request, second by Jarvis and the motion was carried on a unanimous voice 5 vote. 6 7 CONTRACTS 8 9 A. Chairperson Grimes stated that the bid for H. J. Umbaugh and Associates - Consultant would be 10 held for further information. 11 12 B.Jarvis presented an agreement with Beck's Welding and stated that it is an opportunity for the City to 13 save more than $2,000 within the next seven years. In the operation of welding tanks, he said,the City 14 would spend $3,385 in the seven-year period and with the lease agreement it would be a savings of 15 $2,285 to the taxpayers. Jarvis moved that the lease be signed by Chairperson Grimes, second by 16 Hibner and the motion was carried on a unanimous voice vote. 17 18 C. Chairperson Grimes moved to approve Resolution No. 7 - 1995 which is the authorization for the 19 City to enter into the lease purchase agreement for the irrigation system for the Parks & Recreation 20 Department and is to be paid out of the department's 260 non-reverting recreation fund. Cfiairper.>on' 21 Grimes moved to authorize him as Chairperson to execute the documents to fulfill the lease,second by 22 Hibner and the motion was carried on a unanimous voice vote. 23 24 OTHER MATTERS 25 26 A. Jarvis moved to approve a changeover order in the amount of$5,057.28 to pay for another spur in 27 Industries Park East which will provide automatic signal devises.to turn on the warning lights as trains 28 are heading east to get back on the main track, second by Hibner and the motion was carried on a 29 unanimous voice vote. 30 ' 31 B. A change order No. 1 for the King Wrecking Co. doing the demolition of the Medical Arts Building 32 was read by Jarvis who stated that residue was found in the heating oil tanks which had to be removed. 33 Since the work was funded through a grant from the Indiana Department of Commerce, he said, 34 approval had to be made by that department for the additional expenditure of$4,909.38. He so moved, 35 second by Hibner and the motion was carried on a unanimous voice vote. 36 37 C. Police Chief Dennis Rice stated that Officer David Rourke had submitted his resignation from the 38 Richmond Police Department, stating that he is going to work for private industry. He said the effective 39 date is October 22 and asked the Board to accept the resignation.
