1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 28,
2 1995, in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Earnest Jarvis and
3 Janet Hibner in attendance. The following business was had to-wit: '' ?

5 APPROVAL OF MINUTES OF SEPTEMBER 14 AND 21.1995

7 The minutes of the September 14 and 21, 1995 meetings were approved on a motion by Hibner, second by
8 Jarvis and carried on a unanimous voice vote. -

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $485,995.49 comprised mainly of payroll and payroll
13 taxes as well as $28,370.74 to DeLucio & Son for work done on McBride Stadium. Chairperson Grimes moved
14 to approve the claims,second by Jarvis and the motion was carried on a unanimous voice vote.

16 REQUESTS

18 A.A holdover request from the September 21 meeting made by Connie Jo Faucett on North 7th Street
19 was read by Hibner who stated that at the renewal investigation by the Traffic Safety Division a usable
20 garage was found on the property making it in violation of the ordinance. Hibner moved to deny the
21 request, second by Jarvis and the motion was carried on a unanimous voice vote. Two new requests,
22 also holdovers, made by Alfred Raymond and Obie Newingham on East Main Street, were read by
23 Hibner who stated that the Traffic Safety Division did recommend denial because there is off-street
24 parking at the rear of the residence. Hibner moved to deny the requests, second by Jarvis and the
25 motion was carried on a unanimous voice vote. However, she suggested that one of the spaces be
26 designated as a handicapped space. Hibner read two more requests,one for St.John Lutheran Church
27 on South 7th Street and Diana Batchelor on Oakland Avenue, and moved to approve them,second by
28 Jarvis and the motion.was carried on a unanimous voice vote.

B. Jarvis stated that the Olde Richmond Inn wants to add three decorative lights in the green space
between the curb and sidewalk, one on South 5th Street and two on South B Street. He said the
32 restaurant will absorb the total cost of the lights and the monthly electric bills. He moved to approve the
33 request,second by Hibner and the motion was carried on a unanimous voice vote.

35 C. A curb cut request made by Springlake Farms Transportation Inc. at 1800 Dana Parkway was read
36 by Hibner who noted stipulations made by the engineering department and moved to approve the
37 request with those stipulations, second by Jarvis and the motion was carried on a unanimous voice
38 vote.

40 D. A request made by Nancy Mulick, principal at Vaile Elementary School, asking for two crossing
41 guards at South 13th and C and at South 13th and D Streets from 5 to 8:30 p.m. Friday, October 6
42 during their annual Fall Festival was read by Jarvis who moved for approval, second by Hibner and the
43 motion was carried on a unanimous voice vote.

45 E. Hibner reported the Board had received a lengthy request for signage made by Carla Maurer,
46 property manager at Sanyo North America Corp. She asked Captain Mike Chambers to step forward to
47 explain all the requests. He said the main truck entrance has been moved from Sheridan Street to
48 Union Pike and Maurer asked that the street identification on the north west corner of Sheridan Street
49 be moved to the south west corner.Captain Chambers said he had checked with the City engineer and
50 there is some confusion as to where Progress Drive starts and where Sheridan Street stops, He said
51 that is being checked out. He said his recommendation was to leave the sign where it is until the
52 engineering department resolves the matter. Maurer's second request was for signage stating
53 "Congested Area Ahead" at the new entrance off Union Pike. Captain Chambers said in a traffic study
54 done June 22 it showed only 200 cars around the peak time of day. He said his department woula''
55 support signage of "Truck Entrance." He further stated that Maurer said approximately 2,000 trucks
56 use that entrance over a 24-hour period of time. Hibner asked Captain Chambers to do another traffic
57 study and to request that Sanyo put up another sign. Captain Chambers said the request for another
58 sign was included in his recommendation. Jarvis suggested changing the route of the trucks which
59 would take them down Williamsburg Pike, turning off on Industries Road, then turning left and going
60 down to Union Pike and North West 5th Street and turning right going to the entrance. Chairperson
61 Jarvis said the request would be held until a later meeting.

63 F. Jarvis read a letter from Janet Reller stating that the Richmond Art Museum plans to take a bus to
64 Chicago, Ill. on November 2 and asked approval to load and unload the bus and park cars in the City
65 lot west of the Municipal Building. Reller, who was in the audience, said plans are for a 6 a.m.
departure and a midnight return. '

1 She estimated no more than 20 cars would need parking space. Captain Chambers said the area
2 requested is used by County employees but is seldom full. Major John Farmer said his concern is that
3 the area is also used when there is a jury trial in the Courthouse.Jarvis moved to approve the request,
4 second by Hibner who assured Reller that spaces would be found when the time came and the motion
5 was carried on a unanimous voice vote.

11 1.Chairperson Grimes said the 1995 salt bid will be awarded at the next meeting.

13 OTHER MATTERS -

15 A. Hibner read a request from Erma Rich to block off Oak Park Drive from the 2300 block to University
16 Boulevard from 1 to 6 p.m. Saturday, October 28, for a Halloween party. The Traffic Safety Division
17 also recommended approval, stating that the necessary barricades may be obtained by making prior
18 arrangements with the Street Division and returned the following Monday. The rain date is set for the
19 following day, Sunday, October 29. Hibner moved to approve the request, second by Jarvis and the
20 motion was carried on a unanimous voice vote.

22 B.A request made by Renee Oldham, executive director of Main Street Richmond/Wayne County,was
23 read by Jarvis who asked her to step forward. The items requested included those involved in the
24 staging area and the food service area during Applefest 1995 to be held on October 13, 14 and 15.
25 Major Farmer said he had worked with Oldham and, in his opinion,the traffic problems had been taken
26 care of in the safest manner. He added that his concern with keeping Fifth Street open is that it is the
27 primary route for the fire and ambulance services. He said he is'not opposed to blocking Main street at
28 Fifth and Main Street and Third and Main Street, nor to the blocking of the first block of South 4th Street
29 or the use of the south half of the Municipal parking lot for the three days of Applefest.

31 Oldham expressed her.appreciation for the cooperation of the Police.Department and the current
32 administration.She said this is the biggest event ever done which includes a lot of family entertainment
33 as well as apple-related events and a lot of in-store activities. She also said the Crosley Car Show will
34 be one of the highlights of the event with cars coming from as far away as Wisconsin and will be
35 located in the area north of the Leland Hotel. She added that Poor Jack's Amusement rides will be
36 located on the lot owned by Kessler's at North 10th and Main Street. Jarvis moved to approve the
37 request with the stipluations made by the Traffic Safety Division,second by Hibner and the motion was
38 carried on a unanimous voice vote. - :
