BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND,INDIANA,SEPTEMBER 21, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 21,
2 1995, in the Municipal Building in said City. In the absence of Chairperson Dennis W.Grimes, Vice Chairperson
3 Jan Hibner presided with Earnest Jarvis in attendance.The following business was had to-wit:

9 CLAIMS FOR PAYMENT

11 Claims for payment submitted by the City Controller's office totaled $202,102.14 and $28,400.85. Vice
12 Chairperson Hibner moved to approve the claims,second by Jarvis and the motion was carried on a unanimous
13 voice vote.

15 MAYORAL PROCLAMATION

17 Mayor Roger Cornett read a proclamation designating Saturday, September 23, 1995 as the eighth annual
18 Heats On program for the elderly ensuring them of a healthful and comfortable winter. Mayor Cornett said the
19 project is a statewide volunteer project to provide the assistance to the elderly for free. He commended the local
20 contractors, particularly Meyers Mechanical, under the direction of Bobby Meyers, and Ken Lewis of the
21 Pipefitters Union out of Muncie,for their assistance in the project, noting that they will meet on September 23 to
22 ensure local senior residents that their furnaces will function effectively throughout the winter.

26 A. Requests for handicapped parking spaces made by Angela Johnson on South 13th Street, Melissa
27 Terrell on North D Street, Linda Wrege on South West 4th Street, Florence Hawkins on Sedgwick
28 Place, Audrey Collins on Crosshall Street, and Anni Jackson on South 4th Street, were read by Vice
29 Chairperson Hibner who moved to approve the requests,second by Jarvis and the motion was carried

on a unanimous voice vote. A similar request by Connie Jo Faucett on North 7th Street was held over
so that Board members could look at the area. A report issued by the Traffic Safety Division revealed
32 that available off-street parking had been added to the rear of the residence which made it ineligible for
33 qualification according to the ordinance.

35 B. Jarvis read a request made by The Olde Richmond Inn for the addition of three decorative strc:.t-
36 lights around the property,two on South B Street and one on South 5th Street.These, he said, will be
37 placed in the green space between the curb and the sidewalk, a space which belongs to the City. He
38 said the lights will be installed by a private contractor and RP& L had no objections to this being done.
39 He added that the bill for the electricity for the lights will be paid by the Olde Richmond Inn. However,
40 he said, he would like the City's engineering department and the Traffic Safety Division to look at the
41 area to ensure against any problems with the request. He suggested the request be held until that can
42 be done.

44 C. Bill Smith, Wayne County building and grounds superintendent, asked the Board's approval for the
45 closing of the center section of South 4th Street between Main and South A Streets to replace the
46 bricks which are deteriorating and crumbling. He said the County will pick up the tab for the asphalt
47 which will be used and for the labor involved, adding that the work will take about a week. He further
48 stated that South 4th Street will be open for angle parking on either end but will not be open to through
49 traffic. Jarvis moved to approve the request, noting the street will be closed beginning Monday,
50 September 25, second by Vice Chairperson Hibner and the motion was carried on a unanimous voice
51 vote.

59 A. Renee Oldham,director of Main Street, appeared before the Board to tell of the upcoming Applefest

60 scheduled for October 13, 14 and 15 on the Downtown Promenade. She said the committee-has'
61 together a full entertainment package which includes different booths, music, artists, crafters and a
62 Crosley Car Show. She added that this is the third year for the event which will be formally opened at
63 11 a.m. Friday,October 13, in the amphitheater downtown.She said she would be coming back before
64 the Board to ask its help in any blocking off of streets if that is needed. Hibner thanked her for giving
65 the Board an idea of what will be going on during the event.

1 B. In conducting the unsafe building hearing, Vice Chairperson Hibner corrected the agenda to show
2 the address of the building in question to be 211 North 13th Street and asked City Attorney Thomas
3 Milligan to step forward. He explained that Chris Barker,the building inspector, had personally served
4 notice on the owners, Brad and Diana Sexton, at their residence at 205 North 13th Street which
5 requires them to remove the building. Milligan said the building has been in the process of being
6 dismanteled for months and even years, adding that it has been a source of a great deal of
7 dissatisfaction to people in the neighborhood.Since the owners were not present, Milligan asked Barker
8 to step forward and explain what the petition is and what the present status is.

10 Barker said the issue goes back to October 1991 when the building was under different ownership and
11 the City went through a series of communications with the owners about sealing up the house. That
12 sealing was finally done, he said, then a tree fell on the back of the house, and another order to
13 demolish was issued by the City. The Sextons, he said, purchased the property in May of 1993 and
14 obtained a permit to demolish it. That work was started, Barker said, and the Sextons tackled the
15 project with enthusiasm but within a month the enthusiasm had waned and the work stopped. He said
16 the City issued a ticket for failure to complete the renovation and the Sextons were fined and the City
17 issued another order to demolish calling for a completion date of October 12. Answering a question by
18 Jarvis as to what the City will do if the order is not followed, Barker said the City would place a lien..
19 against the property. Vice Chairperson Hibner said that under the unsafe building state statute the
20 Board has three options and they are to modify, rescind or confirm the order. She moved to confirm the
21 order,second by Jarvis and the motion was carried on a unanimous voice vote.
