BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA.SEPTEMBER 14. 1995

1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 14,
2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Janet
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF SEPTEMBER 7.1995

7 Hibner moved for approval of the minutes of September 7, 1995, second by Jarvis and the motion was carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $517,668.04 comprised mainly of payroll and payroll
13 taxes. Chairperson Grimes moved to approve the claims, second by Jarvis and the motion was carried on a
14 unanimous voice vote.

18 A.There were no handicapped parking space requests.

20 B. Hibner stated that the next order of business was a carryover from the last meeting in which Renee
21 Oldham, director of Main Street, requested that three two-hour parking spaces at 8th and Promenade
22 near Birck's/Ace Hardware and three on North 6th Street next to the Bureau of Motor Vehicles be
23 changed to 30-minute parking. She said a letter had been received from Captain Mike Chambers of the
24 Traffic Safety Division noting that he had spoken with representatives of the Bureau of Motor Vehicles,
25 Joy Ann Cake Shop,Office Functions and Elder Beerman and there were no objections. She moved to
26 approve the request,second by Jarvis and the motion was carried on a unanimous voice vote.

28 C. The renewal of the telephone maintenance contracts with KLF for the fourth quarter was brought
29 before the Board by Jarvis who noted the standard monthly charge for the City Building is $1,616.38;

street division, $226.80; fire department, $259.20 and parks department, $259.20. He moved to
approve the renewal effective October 1, 1995, second by Hibner and the motion was carried on a
32 unanimous voice vote.

34 D. Hibner read a curb cut request made by Transilwrap at 301 Industrial Parkway, stating the actual
35 curb cut will be off of South D Street. She stated stipulations made by the engineering and planning
36 departments which dealt with a culvert and the width and moved to approve the request with those
37 stipulations,second by Jarvis and the motion was carried on a unanimous voice vote.

39 E.Jarvis read a request made by Saundra Altman of Grand Rapids, Mich.for a dumpster placement at
40 217 South 5th Street. She said plans are to renovate the property and asked it it would be possibli4 to__;,
41 place some kind of barrier there tonight so work could be started Friday morning when they arrivari_ `
42 from Michigan.Jarvis moved to ask the Traffic Safety Division to place No Parking signs in front of the
43 residence Thursday night,second by Hibner and the motion was carried on a unanimous voice vote.

45 F. City Attorney Thomas Milligan presented to the Board Resolution No. 6 - 1995 resolving to sell lots
46 number 1,2,3 and 4 in the Etta Lundy Subdivision to the Housing Authority of the City of Richmond,
47 subject to 1995 taxes payable in 1996 for $1 per lot. It also stated that the Housing Authority has
48 agreed to construct single family dwellings on each of the lots to be sold or rented to low to moderate
49 income families for their personal occupancy. He also presented a purchase agreement stipulating the
50 terms of the resolution to be signed by Chairperson Grimes. Hibner moved to approve the signing of
51 the resolution,second by Jarvis and the motion was carried on a unanimous voice vote.

55 A.There were none.

57 OTHER MATTERS

59 A. Major John Farmer said that Cherry,the dog who was assigned to Officer Kenneth Lester injured in
60 an automobile accident, had had medical evaluations done by two local veterinarians who agreed that
61 Cherry had reached that point in his life where he is no longer able to perform to the level of
62 expectation. Major Farmer asked the Board to retire Cherry since he has no value to the City of
63 Richmond and place him in the care of the Lester family. He said Cherry is about eight years old which
64 is the average age for retirement from the K-9 division. Chairperson Grimes moved to approve the
65 request,second by Jarvis and the motion was carried on a voice vote.

5 voice vote,the meeting was adjourned.
