1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, September 7,
2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Jan
3 Hibner in attendance.The following business was had to-wit:

7 The minutes of the August 31, 1995, meeting were approved on a motion by Hibner, second by Jarvis and
8 carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $60,000 which included $50,000 payable to Benc`i•
13 Systems Inc.for health insurance claims and $10,000 to Diversified Data for the prescription cards. In addition,
14 claims totaling $373,102.76 were submitted, most of which was for payroll and payroll taxes. Other claims
15 submitted included those for $173,105.02 comprised of a variety of contractual services and supplies and
16 included a $5,000 reimbursement to Dr. James Parliament for the purchase of street trees and a payment of
17 $39,295.39 to the Indiana-American Water Co., for water for the fire hydrants. Chairperson Grimes moved to
18 approve the claims,second by Jarvis and the motion was carried on a unanimous voice vote.

22 A.There were no requests for handicapped parking spaces.

24 B. Hibner read a request from Sandy McConnell, assistant director of special education, and Cynthia
25 Dumford,teacher of the hearing impaired/deaf children,both with Richmond Community Schools.They
26 said 12 hearing impaired and deaf children are being educated at Garrison, Vaile, Charles, Crestdale
27 and Fairview Elementary Schools, Richmond High School, Dennis Middle School and Discovery
28 School. They also noted that these children walk to five of the schools which are Richmond High
29 School, Dennis, Vaile, Charles and Fairview. They requested "Deaf Child" signs be placed at the
30 schools.

32 After reviewing the request,Captain Mike Chambers of the Traffic Safety Division reported that the U.S.
33 Department of Transportation, Highway Safety Administration, and many other authorities do not
34 recommend the placement of any non-uniform or inappropriate signs that once were popular in many
35 communities. He said that being the case his department does not recommend that signs of these
36 types be installed in order to achieve uniformity of traffic control devices and signs nationwide.
37 Chambers added that if a sign should be approved it should be a handicapped one.Jarvis-stated'ti-tar
38 the areas are already marked as school zones which should be sufficient and asked what additional
39 signage would do.

41 Mel Bruns, director of operations for Richmond Community School, and Dumford came forward to
42 explain the request. Dumford said the thinking behind the request was that maybe if motorists are
43 warned they may exercise extra caution which may prevent a disaster.Jarvis asked Captain Chambers
44 if there is room on the school zone signs to put up another sign so another post would not have to be
45 added. Bruns said these students, up until this year, had been serviced at either Muncie, Connersville
46 or the Indianapolis School of the Deaf, but RCS had been fortunate enough to find Dumford so they
47 could offer the opportunity to the parents of these students to educate them in the normal environment
48 of the school classroom.

50 Seeing Police Chief Dennis Rice in the audience, Jarvis directed the question toward him. He
51 answered that his department depends on state and federal guidance in these matters, stating that he
52 was not opposed to signage, but he felt that Captain Chambers was saying that when such signs are
53 posted it is opening liability issues. He added that Captain Chambers and the Police Department are
54 never opposed to anything that protects children. Hibner moved to place the handicapped signs on the
55 same poles with the school zone signs in front of all the school areas as suggested, second by Jarvis
56 and the motion was carried on a unanimous voice vote.

58 C. A letter from Michele Bottorff, director of the Wayne County Historical Museum, was read by Jarvis
59 requesting the'approval of a change in the route for the horse•rides to include the Scott House at
60 Pioneer Days from 11 a.m.to 5 p.m.September 9 and 10. In reviewing the request,Captain Chambers
61 said it would require restricting parking along the north side of North A which would include one
62 handicapped parking space. He added that the Police Department will take care of placi^.g_the .T
63 Parking signs along the area needed.Jarvis moved to approve the request, second by Hibner and tyre
64 motion was carried on a unanimous voice vote.

1 D. A request made by Renee Oldham, director of Main Street, was read by Hibner who stated that
2 Oldham had asked that the time limit on the on-street parking spaces located on North 6th Street in
3 front of the Bureau of Motor Vehicles be changed from two hours to 30 minutes. She also asked that
4 the restricted unloading zone at 8th and Promenade next to the former Birck/Ace Hardware store be
5 converted to four 30-minute spaces, noting that she felt those two changes would make the downtown
6 area more user friendly.

8 Hibner read the recommendation made by Captain Chambers after reviewing the areas. He wrote that
9 he had no objections to changing the spaces on North 6th Street, adding that he felt the change would
10 benefit everyone. As to the second request, he said the spaces near Birck's measure 78 feet and his
11 recommendation is to make three parking spots there marked 30-minute spaces but leaving the last
12 space for commercial unloading. Hibner asked Captain Chambers if he had had any conversation with
13 anyone at the BMV about the change and he said he had not. Chairperson Grimes suggested that take
14 place,adding that the Board would hold the request until Captain Chambers got back to them.

16 E.Jarvis read a request by Viv Thompson at 2520 South B Street for a block party from 4:30 to 7 p.m.
17 Sunday, September 24, which means blocking the west end at South 24th Street and the east end at
18 South 27th Street. Jarvis so moved, second by Hibner and the motion was carried on a unanimous
19 voice vote.

21 F. A request by Augustin Printers, 519 North West 5th Street, held over from last week was-rear,
22 Hibner. She said she paid a personal visit to the site and observed that Brim's is on North West'5tit
23 Street, Augustin Printers is on the corner of North West 5th and North West E Streets and there is a
24 house at 443 North West E Street which is behind Augustin Printers which is owned by them and used
25 as an office.She said there are three on-site parking spaces there and Augustin Printers say that Brim's
26 use their lot for loading and unloading and sometimes to park vehicles. She said she suggested to
27 Augustin Printers that they try and resolve the problem in a friendly manner. After reviewing the
28 situation she said she would recommend either 15-minute or 30-minute parking signs be placed in front
29 of the house along the first part of North West E Street so that Brim's will not use the on-street parking
30 for permanent pick up and delivery. Her motion, she said, is that the signs be 15-minute, second by
31 Jarvis and the motion was carried on a unanimous voice vote.

37 OTHER MATTERS

39 A. Hibner read a letter from Captain Tom Cox of the Juvenile Division:suggesting.that Tuesday,
40 October 31, be designated as Trick or Treat night for Halloween. He also noted that by making the time
41 from 5:30 to 7:30 p.m. it would make better use of daylight hours for the,safety of the children. Hibner
42 so moved,second by Jarvis and the motion was carried on a unanimous voice vote.

44 B. Jarvis stated that King's Wrecking Service Inc. of Cincinnati, Ohio will begin the demolition of the
45 Medical Arts Building at the corner of 8th and South A Street Monday,thus the reason for the.request
46 from the engineering department for No Parking signs along South 8th Street in front of the a bu ilduna.,.
47 Jarvis so moved,second by Hibner and the motion was carried on a unanimous voice vote.

49 C. Hibner moved to approve the payment of $1,6558 to SIECO Inc. out'of the T.I.F. bonds for its
50 engineering services for the right of way on Industries Road, second by Jarvis and the motion was
51 carried on a unanimous voice vote.

53 D. Chairperson Grimes read a proclamation by Mayor Roger Cornett designating October as United
54 Way Month.

56 E.Jarvis said the Boogie at the Municipal Airport this.past weekend was a huge success and was the
57 largest held in the past few years. He said 1900 vehicles paid $1 to park over the three-day event. He
58 said the Boogie, along with the Coonhunters event, made it a great weekend andthere were no motel
59 rooms to be had in the city and the surrounding areas. He said the weather couldn't have been better.

63 A. Chief Rice said he had received several telephone calls from residents who were being solicited by
64 telephone for the D.A.R.E. and K-9 programs with the funds being used outside the City. He said that
65 all money donated to the K-9 and D.A.R.E. programs here in the City is used here and there are no
administrative costs because the D.A.R.E. money is turned over to the school system and donations to
the K-9 fund go to the City Controller who takes care of the distribution. He cautioned that citizens be
aware before they give money that it is best spent when it is kept in the City:

1 Chief Rice also commented that he had attended a meeting of the Glen Miller Advisory Committee and
2 reported that the process of putting in the lake on the golf course has begun. He invited all golfers to
3 take a look at what is being done. He added that he wished to advise the citizens of Richmond that the
4 lake is being paid for using the improvement fees paid by the golfers and no tax dollars are being used
5 for the project. Jarvis commented that it will be a lake during the day and at night the water wi" tips l
6 pumped out to do the irrigating of the golf course. Chief Rice asked everyone to be patient with the
7 construction going on,adding that the 75th anniversary celebration will be held in 1998.
