HomeMy Public PortalAbout08-31-1995 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 31,1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, August 31, 2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and 3 Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF AUGUST 24.1995 6 7 The minutes of the August 24, 1995, meeting were approved on a motion by Jarvis, second by Hibner and 8 carried on a unanimous voice vote. 9 - - 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $324,608.22, comprised of supplies and contractual 13 services. Also included were claims paid to the Wayne County Auditor for $105,640 and $77,850. Claims were 14 submitted for$50,000 for health insurance and $10,000 for the RX 100 prescription cards. Chairperson Grimes 15 moved to approve the claims,second by Hibner and the motion was carried on a unanimous voice vote. 16 17 MAYOR'S AWARD 18 19 Mayor Roger Cornett presented the Mayor's Community Service Award to Orville Allen, operations manager of 20 the Indiana-American Water Co.,chairman of the Economic Development of Wayne County and who,the Mayor 21 said, has been involved in virtually every economic development activity which has taken place in the City.Allen 22 said the last three years had been especially rewarding and it had been a pleasure working with Mayor Cornett. 23 24 REQUESTS 25 26 A. Hibner moved to approve a handicapped parking space request for American Legion Post No. 359 27 on North 8th Street,second by Jarvis and the motion was carried on a unanimous voice vote____.- - 28 29 B. A request made by Rose City Cab which suffered a fire August 22 at 1207 East Main Street was 30 read by Jarvis who said it was for temporary signs in front of its office designating Cab Parking Only. 31 He said the owner, Joyce Lady, wrote that repairs to the building will take an estimated three weeks. 32 After reviewing the request, Captain Mike Chambers of the Traffic Safety Division recommended 33 approval.Jarvis so moved,second by Hibner and the motion was carried on a unanimous voice vote. 34 35 C. Hibner read a request made by Ron Gibbs at Augustin Printers, 519 North West 5th Street, for 36 15-minute parking signs posted on North West E Street. He stated there is an ongoing problem with 37 Brim's Garage next door parking repaired vehicles on their parking lot. Captain Chambers said he saw 38 the problem as a civil one and recommended denial. Hibner agreed, adding that perhaps its was also a 39 zoning problem and suggested it be held until the next meeting. 40 41 D.The CIGNA loading zone request was also held. 42 43 E. Hibner read a request made by Bob Ball for a noise permit Sunday, September 3 at his home at 44 1601 South 5th Street where he will be having a cookout for his employees and will also have a DJ 45 playing music. The Traffic Safety Division had no objections, stipulating only that it not extend past 11 46 p.m. and that the music be kept as low as possible so as not to disturb the neighbors. Hibner moved to 47 approve the request,second by Jarvis and the motion was carried on a unaniimous voice vote. 48 49 F.A request by Tony Banks, lay minister at Christ Tabernacle Church, was read by Jarvis who said he 50 asked for a noise permit for an event featuring live instrumental music and congregational singing at 51 Greenwood Apartments, 1601 South 16th Street, from 7 to 9 p.m. September 4 - 8. In its review, the 52 Traffic Safety Division said if the event extends through Friday it should end by 11 p.m.Jarvis moved to_,, 53 approve,second by Hibner and the motion was carried on a unanimous voice vote. 54 55 PUBLIC COMMENTS 56 57 Jarvis invited everyone to the Boogie at the Muncipal Airport this holiday weekend starting Friday and ending 58 Monday.He said not only will there be skydivers but a hot air balloon and a wind tunnel. 59 60 ADJOURNMENT 61 62 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 63 voice vote,the meeting was adjourned. 64 65 Dennis W.Grimes, Chairperson ATTEST: Norma Games,City Clerk
