BOARD OF PUBLIC WORKS AND SAFETY OF THE

1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, August 24,
2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Janet
3 Hibner in attendance.The following business was had to-wit:

7 Jarvis moved for the approval of the minutes of August 17, 1995,second by Hibner and the motion was carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $150,284.47 comprised of supplies and contractual
13 services and included a check for $44,900.41 to the Wayne County Auditor to pay for the Primary Election
14 expenses. Claims for $66,564.77 were comprised of checks for $30,000 and $12,262.78, both of which were
15 paid to Benefit Systems for health insurance claims, and a check for $24,007.08 to WCTV as its 40 percent
16 share of the TCI franchise agreement payment received by the City recently. Chairperson Grimes moved to
17 approve the claims,second by Hibner and the motion was carried on a unanimous voice vote.

19 REQUESTS

21 A. Chairperson Grimes announced that the Mayoral Community Service award presentation will be
22 made at the August 31 meeting.

24 B. A new request for a handicapped parking space made by Delbert Fannin on South 3rd Street was
25 approved on a motion by Hibner,second by Jarvis and was carried on a unanimous voice vote.

27 C. Jarvis read a letter from Jaime Miller, chairperson for the RHS Homecoming Parade, requesting
28 approval of the parade route and a police escort. She said the parade will start at 6:30 p.m.Thursday,
29 September 28, leaving from the first block of South West 13th Street, traveling east on West Main
30 Street to First Street and turning south to Hub Etchison Boulevard. Captain Mike Chambers of the
31 Traffic Safety Division recommended approval in a letter read by Jarvis, noting that, as in previous
32 years, seven police officers will be required. Jarvis moved to approve the request, second by Hibner
33 and the motion was carried on a unanimous voice vote. .}

35 D. In another request, Miller asked for the use of the standby aerial fire truck. Fire Chief James Sticco
36 said he had no objections to the request, however, stated that any student riding on the truck will need
37 a waiver signed by a parent or legal guardian. Hibner asked Clerk Norma Carnes to notify Miller of that
38 recommendation, stating that the waivers could be picked up at the Fire Department. Hibner moved to
39 approve the request,second by Jarvis and the motion was carried on a unanimous voice vote.

41 E. Jarvis moved to approve the use of Engine No. 5 of the Richmond Fire Department for the
42 Richmond State Hospital's annual parade at 9:30 a.m. September 23, after reading a letter of
43 recommendation for approval written by Fire Chief Sticco, second by Hibner and the motion was
44 carried on a unanimous voice vote.

46 F. A letter from Jerry Purcell, coordinator for the Fill The Boot fundraiser for Muscular Dystrophy, was
47 read by Jarvis who noted Purcell requested approval of the board to rotate various trucks and engines
48 of the Richmond Fire Department at several locations throughout the City September 2,3 and 4.These
49 included parking lots at Ravina Plaza,Gateway Mall,Walmart, Kroger Sam-On, Richmond Square Mall,
50 Kmart West and County Market. Chief Sticco recommended approval of the request, noting that the
51 local Firefighters have been doing this since the early 1970s and it is a highly successful venture.
52 Jarvis moved to approve the request, second by Hibner and the motion was carried on a unanimous
53 voice vote.

1. Chairperson Grimes noted that five lease purchase financing bids were received at the irugust r-`
meeting and all had been reviewed by him, Purchasing Manager Vicki Stevens,the Parks&Recreation
61 Department Superintendent Stanton Lambert and the Parks&Recreation Business Coordinator Bonnie
62 Bowser. He said Dunn Leasing of Fairfield, Ohio had offered a percentage rate of 5.419 on a five-year
63 term with a total payment of $219,614.25 based upon a bid price from the installer of the irrigation
64 system of $198,168. Chairperson Grimes moved to award the bid to Dunn as the lowest responsible,
65 responsive bidder,second by Jarvis and the motion was carried on a unanimous voice vote.

3 A. Hibner stated that a bill for $2,000 had been received from Paul R. Deem & Associates Inc. for
4 appraisal review service on the Industries Road project and since it is covered by the T.I.F. Bonds, she
5 moved that it be sent to Star Bank for approval and payment, second by Jarvis and the motion was
6 carried on a unanimous voice vote.

8 B. Jarvis commented that he wished to offer an apology for his vote in favor of accepting the gift of
9 property from the Palladium-Item at the August 17 meeting. He said that although the gift was a
10 generous one, it means that it may well cost the taxpayers a good amount of money to remove the
11 structure and clean up the property for its intended use by the Parks&Recreation Department. He said
12 he merely wanted to go on record stating that he wished he had not voted for it and added that it was
13 his feeling that if the Palladium-Item and the Gannett Corp. wanted to give the citizens of Richmond
14 something they should have removed the structure at their expense prior to donating it to the City.
