HomeMy Public PortalAbout08-17-1995 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 17, 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, August 17, 2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Jan 3 Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF AUGUST 10,1995 6 7 The minutes of the August 10, 1995, meeting were approved on a motion by Hibner, second by Jarvis and 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT '11 12 Claims submitted by the City Controller's office totaled $447,520.29 comprised mainly of payroll and payroll 13 taxes as well as several supplies and contractual services. In addition there were claims totaling $76,869.50 14 most of which was a check from Star Bank which was a wire transfer to Benefit Systems for payment of 15 insurance claims. Chairperson Grimes moved to approve the claims, second by Jarvis and the motion was 16 carried on a unanimous voice vote. 17 18 REQUESTS 19 20 A. Handicapped parking space requests. 21 22 1. Hibner stated that requests for handicapped parking spaces had been made by the First 23 Presbyterian Church on North 10th Street and Floyd Lawrence on North 18th Street. She moved to 24 approve both,second by Jarvis and the motion was carried on a unanimous voice vote. 25 26 B. Because of the absence of Jeff Holthouse who was to make a presentation on Help The Animals this 27 item was omitted from the agenda. 28 29 C. Hibner brought before the Board another amendment to the health care document, explaining that 30 each change that is made requires approval of the Board, adding that this is a technical change. She 31 said it re-states the retiree coverage to the extent that it clarifies when a retiree or a spouse is eligible 32 for coveragd. She read it in its entirety, stating that the new wording is that a retiree is not eligible for 33 coverage if covered by another group plan. Hibner moved for approval and authorizing Chairperson 34 Grimes to sign the amendment, second by Jarvis and the motion was carried on a unanimous voice 35 vote. 36 37 D.Jarvis asked Roy Combes to step forward to make a presentation on behalf of the Eagles Lodge No. 38 666 to the Richmond Police Department. Combes presented a check for$2,600 to Chief Dennis Rice, 39 saying that the money was earmarked for the K-9 program to purchase a bite suit (training suit) and a 40 training collar for the dog. Chief Rice expressed his appreciation for the ongoing support of the Eagles, 41 noting that it was through the lodge's donation his department was able to start the dive team. He 42 added that this gift will be extremely instrumental in furthering the department's K-9 program. He said 43 they will probably be coming to the Eagles again next year to ask for help in securing another dog 44 because Officer Kenneth Lester's dog, Cherry, has a medical problem and two local veterinarians have 45 said the dog is not fit for the K-9 service any longer. Combes said his organization was well aware of 46 that possible need and said it had been discussed by the present officers. Jarvis moved to accept the 47 donation,second by Hibner and the motion was carried on a unanimous voice vote. 48 49 E. Hibner read a request from Chuck Harrison of 101 South West 4th Street concerning Whitewater 50 Vertical Challenge scheduled for Sunday, September 10. Harrison, who was in the audience, explained 51 that this is the third year for the request. He said the route begins in front of Richmond High School and 52 participants will use the county roads as well as those in the City. He said the streets they will be 53 running on include the north circle of Hub Etchison Parkway and South West 2nd Street. Hibner said 54 there were no objections from the Traffic Safety Division which will have two police officers for traffic 55 control. She said the committee for the event will pick up the barricades needed, adding that G Street 56 Bridge will be closed only a few minutes at the beginning of the event. She moved to approve the 57 request,second by Jarvis and the motion was carried on a unanimous voice vote. 58 59 F. Chairperson Grimes said the annual elevator maintenance safety test results were in, noting that 60 both elevators passed the test. He moved to accept the test results into the record, second by Jarvis 61 and the motion was carried on a unanimous voice vote. 62 63 CONTRACTS 64 65 A. Chairperson Grimes said a few weeks ago the Board accepted bids for the irrigation system at Glen Miller Park, and awarded the bid for$198,186.00. Part of that, he said, is paid for with five year lease purchase and the City submitted specifications to several prospective companies. He moved to close the bidding,second by Hibner and the motion was carried on a unanimous voice vote. He moved to accept the proof of publication, second by Hibner 3 and the motion was carried on a unanimous voice vote. 4 5 Five bids were received which included Dunn Leasing of Fairfield, Ohio, tax exempt rate of 5.419 6 percent, annual payment of $43,922.85, over five years $219,614.25; Associate Commercial Corp. of 7 Dallas, Texas, 5.98 percent, annual payment of $44,365.71, over five years $221,828.54; NBD 8 Equipment Finance of Indianapolis, 6.14 percent, annual payment of $44,492, over five years 9 $222,460; Budget Leasing Inc. of Anderson, 7.6 percent, annual payment of $44,133.88, over five 10 years $229,749.50; and Midwestern Bankers Group, 5.68 percent, annual payment of$44,133.88, over 11 five years $220,669.40. Chairperson Grimes moved to take the bids under advisement, second by 12 Jarvis and the motion was carried on a unanimous voice vote. 13 14 OTHER MATTERS 15 16 A. Jarvis reported the administrative fees from 8/2/94 to 8/1/95 were submitted by Star Bank for the 17 T.I.F. Bond projects for Industries Road which were $707.71 for Dana Parkway and $910.50 for 18 Industries Road. Jarvis moved to authorize the City Controller to make the payments to Star Bank, 19 second by Hibner and the motion was carried on a unanimous voice vote. 20 21 B. City Attorney Thomas Milligan brought before the Board Resolution No. 5 - 1995 dealing with the 22 acceptance of a donation from Federated Publications Inc. known locally as the Palladium-Item. He 23 said the newspaper owns Lot No.54 and Lot No.53 in the Jesse Iden's Addition to the City and wishes 24 to donate the land to the Department of Parks and Recreation for the purpose of connecting the 25 Cardinal Greenway Trail to the Gorge Park. He said the Parks and Recreation Board had voted 26 unanimously to accept the donation at its regular meeting August 15, 1995. In reading the resolution, 27 Milligan noted that the cost of removing the present structure, grading, seeding and complying with all 28 requirements of the Indiana Department of Environmental Mangaement is assumed by the City for and 29 on behalf of its Department of Parks and Recreation. Chairperson Grimes moved to accept the 30 donation, second by Hibner and the motion was carried on a unanimous voice vote. 31 32 C.Wendell Chambers of the Richmond Sanitary District reported to the Board that a bid for construction 33 of Locust Drive Lift Station had been awarded to Walker Brothers Construction of Indianapolis and the 34 construction is scheduled to begin August 21. He said the trench will be dug in the center of Locust 35 Drive to install an eight-inch force main to U.S. 27 North. He added that the work will take about two 36 weeks and one lane will be open for traffic during construction.
