HomeMy Public PortalAbout07-27-1995 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,JULY 27, 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, July 27, 1995, 2 in the Municipal Building in said City. Chairperson Dennis Grimes presided with Janet Hibner and Earnest Jarvis 3 in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JULY 20.1995 6 7 Jarvis moved for approval of the minutes of July 20, 1995, with a second by Hibner and the motion was carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office for approval were for $153,409.94, most of which was for 13 supplies and contractual services. Also submitted were claims for $111,541.77 which included a payment of 14 $43,710 to the public employees retirement fund for the second quarter payment. Chairperson Grimes moved to 15 approve the claims,second by Hibner and the motion was carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A. Hibner moved to approve the handicapped parking space requests made by Deloris Tenney on 20 North 18th Street, Marilyn Helms on North 20th Street, Letcher Saylor on South 12th Street, Linda 21 Akers on South 13th Street, R. Bailey Baker on South West 3rd Street, Thomas Mong on North 17th 22 Street and Kristi Dillon on Richmond Avenue, second by Chairperson Grimes and the motion was 23 carried on a unanimous voice vote. New requests made by Obie Newingham and Alfred Raymond, 24 both at the same address on East Main Street were brought to the Board by Hibner who stated that 25 Traffic Safety Division had reviewed the requests and had some questions about it since there is off 26 street parking at the address. Both Newingham and Raymond were in the audience and Hibner asked 27 them to step forward to explain why they felt they should have a reserved handicapped space in the 28 front. 29 30 Raymond said he lives in front of the apartment house and if he parks in the back he can barely make 31 the walk. It would be closer if he only had to walk from the front. Newingham said he is the manager of 32 the apartment house and there is an incline to the parking area in the back which gets slippery and 33 treacherous in the winter. He added that there are four parking spaces in the back and seven residents 34 who have autos. Captain Chambers of the Traffic Safety Division said he recommended that two 35 handicapped parking spaces be designated in the back of the property. Hibner stated that it was her 36 personal opinion that two spaces should be granted in the front, but Chairperson Grimes suggested 37 that the three members of the Board make an on-site visit to view the situation firsthand and hold off on 38 any decision until next week.All three agreed. 39 40 Hibner read one last request for a handicapped parking space for Zolene Dorsey on South 12th Street. 41 She stated that it is a new application and Traffic Safety Division did review the area noting there is 42 adequate off-street parking and Hibner said Dorsey stated that she needed the space for her on-call 43 nurse and for her son and grandsons. Hibner said she felt the request did not meet the Board's criteria 44 for approval and moved to deny the request, second by Jarvis and the motion was carried on a 45 unanimous voice vote. 46 47 B. Mayor Roger Cornett recognized Reuben Allen upon his retirement after 35 years with the Richmond 48 Sanitary District, calling him one of the "unsung heroes" within the ranks of the City employees. He 49 noted that Allen started his employment July 20, 1960 in solid waste collection as a truck driver and 50 since 1989 he has been working as a crew leader over sewer maintenance. Mayor Cornett personally 51 thanked Allen for the input and advice he has given the current administration and the dedicated 52 service he has given to the community. Allen responded, noting that he had tried his best to do the best 53 job he could, and when he went to apply he had no idea he would stay 35 years. He thanked the City 54 for making it possible for him to make a good living for his family. 55 56 C. Jarvis read a letter from Fire Chief James Sticco in which he recommended the City require the 57 successful completion of certain specified classes to achieve a permanent status on the Richmond Fire 58 Department. He also recommended the new policy become effective July 1, 1995 and that each new 59 hire successfully complete the requirements during their one year probationary period. In addition, he 60 recommended that each new hire be mandated to take any immunizations or tests related to airborne 61 or bloodborne pathogens. Chief Sticco stepped forward and said these requirements would more 62 closely allign the local Fire Department with state and national guidelines. He said since the fire service 63 had been given the task of performing emergency medical service it is most important to have better 64 trained people to render that service to the public and that is why EMT training is one of the 65 requirements. Board of Works Minutes Cont'd July 27, 1995 Page 2 1 Chairperson Grimes asked Chief Sticco about the duration of the EMT classes and Chief Sticco 2 responded that it takes about two nights per week over a six month period and the firefighters can take 3 those at the fire houses. Hibner questioned as to whether or not the new hires could be forced to get 4 the immunizations he mentioned. Chief Sticco said he felt it could be made a condition for employment 5 and that they could sign a waiver if they chose not to take the shots. Hibner said the City needs to 6 protect itself by having them sign the waivers. She said she felt the waiver statement should state that if 7 they then contract a disease that the City will not have an medical responsibility. Chairperson Grimes 8 suggested the proper wording for the waiver statement. Jarvis suggested that the Board's decision on 9 the request should be held until the City Attorney could be asked for his input. He moved to approve the 10 conditions of employment with the exception of the last sentence dealing with immunizations and tests 11 until they could be advised by the City Attorney, second Chairperson Grimes and the motion was 12 carried on a unanimous voice vote. 13 14 D. Jarvis stated that the Board had received the latest and newest hiring list for the Richmond Fire 15 Department proposed by Chief Sticco. All were given the written test as well as the physical agility test 16 which were put on a curve and graded through a computer system. He said this is a compilation of their 17 overall scores. Jarvis said the list contained 14 names and the list will remain intact for those names 18 from July 1, 1995 through June 30, 1997. Chief Sticco said original applicants were about 200, but 120 19 took the actual tests and those who made it through all the tests totaled 64. Chief Sticco said in the 20 letter mailed out to those who were on the list stated what position they fell in and that if they weren't 21 offered a condition of employment by June 30, 1997, they should really look at resubmitting an 22 application.Jarvis moved to accept the 14 names on the new hiring list who shall remain eligible for two 23 years, second by Hibner and the motion was carried on a unanimous voice vote. 24 25 CONTRACTS 26 27 A.Award Bids 28 29 1. Chairperson Grimes read a letter from Stanton Lambert, Parks Superintendent, stating that four 30 bids had been received July 20 for the Glen Miller Park golf course irrigation system project. He noted 31 that Automatic Underground Sprinklers Inc. of Noblesville had submitted the lowest, most responsible, 32 responsive bid of$198,168 and further stated the references the company gave were positive. Lambert 33 came forward saying that the company's references were excellent and he felt it would do a good job 34 for the City at Glen Miller. Chairperson Grimes moved to award the bid to Automatic Underground 35 Sprinklers Inc., second by Jarvis and the motion was carried on a unanimous voice vote. In answer to a 36 question posed by Jarvis, Lambert said he expected the project to be completed by fall. 37 38 OTHER MATTERS 39 40 A. Hibner stated that the Bureau of Motor Vehicles had originally requested their spaces on the service 41 drive be painted yellow and the request had been re-evaluated by Captain Chambers of the Traffic 42 Safety Division. Hibner said Captain Chambers reported that he had spoken with Linda Martin at the 43 Bureau and she is in agreement that the reserved spaces would be significantly more suitable located 44 near the license branch. Martin said she would need two spaces only and the Traffic Safety Division 45 and Martin are in favor of providing two spaces on the east side of the first block of North 6th Street and 46 vacating the three spaces on the service drive. Hibner moved to authorize the change of location of the 47 spaces, second by Jarvis and the motion was carried on a unanimous voice vote. 48 49 B.A letter written by Sterling Rose was read by Jarvis who requested the painting of the curbs yellow at 50 South West 15th Street and National Road West. He said they had been painted yellow in the past but 51 the paint had worn off. The request was passed on to the Traffic Safety Division which stated that the 52 painting of yellow curbs should be maintained in all areas of the community with a comprehensive 53 maintenance program as funding and manpower permits.Jarvis moved to authorize the painting of not 54 only this area but any others where Captain Chambers finds the yellow had worn off, second by 55 Chairperson Grimes and the motion was carried on a unanimous voice vote. 56 57 C. Chairperson Grimes said that for a couple of years now the double decker bus which was purchased 58 by the City several years ago has been renovated and used by the Wayne County Convention & 59 Tourism Bureau. He stated that the City wishes to formalize the arrangement with a lease agreement 60 for $1 per year for 99 years. He also stated that the Bureau should be responsible for all maintenance, 61 alterations and improvements to the leased equipment. However, he said, the City shall keep the bus 62 insured against all risk, loss or damage. He also read some of the other stipulations in the agreement. 63 64 ADJOURNMENT 65 There being no further business, on a motion duly made seconded and passed and carried on a unanimous voice vote,the meeting was adjourned.
