HomeMy Public PortalAbout07-06-1995 /29 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,JULY 6, 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,July 6, 1995, 2 in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Jan Hibner in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JUNE 29,1995 6 7 The minutes of the June 29, 1995, meeting were approved on a motion by Hibner, second by Jarvis and carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $1,754,071.45, which included$1.5 million re-payment of 13 a temporary loan from the Sanitary District, as well as $33,657.11 for the annual lease payment on the 14 telephone system and $91,135 for payment on the Sanitary District bond due July 3. Also, claims for 15 $496,793.93, most of which was for payroll and payroll taxes. Chairperson Grimes moved to approve the claims, 16 second by Jarvis and the motion was carried on a unanimous voice vote. 17 18 REQUESTS 19 20 A. Handicapped parking space requests. 21 22 1.There were none. 23 24 B. Jarvis read a request from a local contractor asking for approval to park a small dump truck on the 25 sidewalk on the south side of the street in the 1300 block of North A Street to remove dirt from 26 underneath a house to enlarge a basement. Jarvis said they originally asked for a dumpster on the 27 sidewalk but that request was denied by the Traffic Safety Division which supports this request. He said 28 the truck will be removed each day at the close of work,will be marked with yellow plastic tape while on 29 the sidewalk and will be there about two weeks. Jarvis moved to authorize the request, second by 30 Hibner and the motion was carried on a unanimous voice vote. 31 32 C.A request from the engineering division was read by Hibner who noted that it was accompanied by a 33 diagram of the area in question. The request was for stop bars to be placed at the intersection on 34 Bridge Avenue, North 8th Street and Fort Wayne Avenue. She said the Traffic Safety Division had 35 looked at the area and noted in its report that it was their understanding that the City has been placing 36 stop bars only in the immediate downtown and one block within the schools. The report further stated 37 that the Traffic Safety Division supports the comprehensive maintenance program of repainting all stop 38 bars, crosswalks and yellow curbs when resources and manpower permit and painting stop bars and 39 crosswalks in all commercial areas and in high traffic areas where they presently do not exist. Hibner 40 moved to approve the request, second by Jarvis and the motion was carried on a unanimous voice 41 vote. 42 43 D. Jarvis read a letter from Captain Mike Chambers recommending the standard 20 feet to be painted 44 yellow at the recently made curb cut at McBride Stadium. Jarvis so moved, second by Hibner and the 45 motion was carried on a unanimous voice vote. 46 47 E. A request for a curb cut south of 2015 South 16th Street made by Jerry Kircher was read by Hibner 48 who moved to approve,second by Jarvis and the motion was carried on a unanimous voice vote. 49 50 F.Jarvis read a request to block off the west part of the 800 block in the north service alley at the rear 51 of Star Bank to allow a dump truck to park there while repairs are being made on the roof. He said the 52 Traffic Safety Division had no objections since the truck can be moved in an emergency and only half 53 of the service drive will be involved for only an hour or two each day. Jarvis moved to approve the 54 request, second by Hibner and the motion was carried on a unanimous voice vote. 55 56 CONTRACTS 57 58 A.There were none. 59 60 OTHER MATTERS 61 62 A. A request made by Gordon Wood for a float and party at 8 p.m. July 29 was read by Hibner who 63 noted that the float would start from South 10th Street,travel on North A Street and west on West Main 64 Street to the National Guard Armory with cars in front and behind with flashers. The Traffic Safety 65 Division, Hibner said, had no objections suggesting escorts be provided prior to the event and when leaving the armory. Hibner so moved, second by Jarvis and the motion was carried on a unanimous voice vote. Board of Works Minutes Cont'd July 6, 1995 Page 2 1 B. Appearing before the Board were several youngsters along with Freddie Bragg, block captain in the 2 Fairview area, requesting approval for a neighborhood block party from noon to 3 p.m. Saturday, July 3 29. Youngsters speaking in behalf of the neighborhood included Andrea Hampton, Michael Patterson, 4 Sara Schwab, and Anita Hampton.Jarvis read a letter written by Bragg in which he invited the Board to 5 join them for lunch as well as the police officers assigned to the area. He further requested that those 6 officers park their cruisers so neighbors would be allowed to view the equipment and asked for a fire 7 truck also to be parked in the area. Jarvis moved to approve the request, but in so doing, told Bragg 8 that he should arrange to pick up the barriers from the Street Division and also to check with the Parks 9 & Recreation Department about the use of some picnic tables, second by Hibner and the motion was 10 carried on a unanimous voice vote. Speaking to the Board, Bragg said the block party last year was a 11 huge success,drawing more than 100 people and he was expecting more this year. 12 13 C. Hibner moved to approve payment of$1,628 to Sieco, Inc.for right-of-way services on the Industries 14 Road project,second by Jarvis and the motion was carried on a unanimous voice vote. 15 16 D.
