HomeMy Public PortalAbout06-15-1995 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,JUNE 15, 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,June 15, 1995, 2 in the Municipal Building in said City. Chairperson Dennis Grimes presided with Janet Hibner and Earnest Jarvis 3 in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JUNE 8,1995 6 7 Hibner moved for approval of the minutes of June 8, 1995, with a second by Jarvis and the motion was carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted for approval by the City Controller's office totaled $51,874.26 with $39,295.37 payable to the 13 Water Company for fire hydrant water service rental and $711.69 to Master Card for travel. Chairperson Grimes 14 moved to approve the claims,second by Jarvis and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Hibner moved to approve a handicapped parking space request by James Downs on South 11th 19 Street,second by Jarvis and the motion was carried on a unanimous voice vote. 20 21 B.Jarvis moved to approve the promotion of Jared Rudy from probationary firefighter to Firefighter First 22 Class after hearing the recommendation from Bobby Farris, Chief of Fire Prevention, standing in for 23 Fire Chief James Sticco.Jarvis also read a letter of recommendation from Battalion Chief Joe Perkins. 24 Hibner seconded the motion made by Jarvis and it was carried on a unanimous voice vote. 25 26 C. A letter from Chief Sticco was read by Hibner who noted that it regarded the summer sprinkler 27 program, stating that the dates, all on Monday, are June 19,June 26,July 10,July 17 and July 24.She 28 moved to authorize the Fire Department to participate in the program, second by Jarvis and the motion 29 was carried on a unanimous voice vote. 30 31 D. Jarvis said the request by Richmond High School for signage to denote the location of the school 32 had been denied by the Indiana Department of Transportation based on the fact there are adequate 33 34 signs there already. He also noted the request had been made rather late and reminded anyone wishing to approach the state for designated signage that it should be done well in advance, especially 35 in those events where they want to place something on a state highway. 36 37 E. A request from Gary Kitchel, director of sales and promotion for the Richmond Roosters, was read 38 by Hibner who stated the purpose was to get the Board's permission to hold fireworks displays 39 Tuesday, June 27 and Saturday,July 1. She said both would last about 10 minutes and be done at the 40 end of the games. Hibner said a certificate of insurance had been supplied and the request had been 41 reviewed by the appropriate officials with no objections and with that, she moved to approve the 42 request, second by Jarvis and the motion was carried on a unanimous voice vote. 43 44 F. Chairperson Grimes stated that the City and the F.O.P. Lodge 63 had reached a tentative contract 45 agreement May 18 with Ron Cross, assistant City Attorney as the city negotiator and Detective Gary 46 Osborne as a member of the F.O.P. negotiating team. Cross appeared before the Board noting that the 47 tentative agreement had been ratified May 26 and if it meets this Board's approval it will be taken to 48 Common Council at its June 19 meeting. Cross explained,for the benefit of the public,the length of the 49 agreement is two years for financial and all other will be four years. He noted that the contract is 50 workable from the management persepective in that the first year there would be a 71/2 percent wage 51 increase for base performance pay and the second year there would be zero percent. He said a 52 significant issue put forh in the bargaining was a concern for retiree health insurance. In the agreement, 53 he said, it stated the City would provide$2,000 per year for the premium cost of group health insurance 54 of any retiree who retired on or after January 1, 1996 or who was a participant in the insurance program 55 on that date. 56 57 Detective Osborne called the contract a fair and equitable step in the right direction, noting that the City 58 is in the bottom tier for wages and benefits. He thanked Cross, Grimes and Hibner for their help in 59 reaching the agreement. Grimes said he felt comfortable with the process to obtain the agreement, 60 noting that revenue sources is another topic of discussion that must be addressed. Hibner stated that 61 62 since her expertise is in the health benefit portion her goal is for the City to have fair and encompassing health benefits for all its employees. Chairperson Grimes moved to approve the tentative agreement, 63 second by Hibner and the motion was carried on a unanimous voice vote. 64 65 r7 Board of Works Minutes Cont'd June 15, 1995 Page 2 1 CONTRACTS 2 3 A.There were none. 4 5 B.Opening of Bids 6 7 1. Chairperson Grimes said no bids had been received for handicapped ramps at Middlefork 8 Reservoir, however, a motion was necessary to close the bidding. Jarvis so moved, second by Hibner 9 and the motion was carried on a unanimous voice vote. 10 11 OTHER MATTERS 12 13 A. A request made by Richard Robinson to move two houses to different locations in the 200 block of 14 South Q Street was read by Jarvis who read the route specified and stated that it had passed through 15 all the utilities and City departments and had been approved. However, a number of stipulations had 16 been made by several of the departments and in so noting, Jarvis moved to approve the request as 17 long as those stipulations were adhered to, second by Hibner and the motion was carried on a 18 unanimous voice vote. 19 20 B. In a letter to the Board, Captain Mike Chambers of the Traffic Safety Division said in continuing to 21 check areas of the City where problems may exist, they had pinpointed North West 5th and Richmond 22 Avenue where trucks have problems turning the corner. Captain Chambers recommended that a No 23 Parking Here To Corner sign be placed east of the walkway to the curb in front of 435 Richmond 24 Avenue to facilitate easier turning for truck drivers and that the area be designated for the yellow 25 curbing following the 20-foot from the corner rule. He also suggested that the stop bar be moved to the 26 east seven feet in the middle lane heading west. Jarvis moved to authorize the installation of the sign 27 and the stop bar with the distances laid out and specified by Captain Chambers, working it out with the 28 Street Division,second by Hibner and the motion was carried on a unanimous voice vote. 29 30 C. Resolution No. 2, written by City Attorney Thomas Milligan, was presented to the Board by Hibner 31 who explained that the authority is permitted by the Indiana statute which is approximately$100,000 in 32 liability insurance for operators of public fireworks displays and under Indiana code these displays are 33 licensed by the State Fire Prevention and Building Safety Commission but the actual operators must be 34 approved by the Fire Chief of the municipality where the display is to be held. She stated all those 35 requirements prior to saying that Harry Ray Post No. 65 of the American Legion has heretofore 36 provided a $1 million coverage for the July 4 display but added that it seems desirable for 37 municipalities to require the statutory maximum of$100,000 to protect the community. Hibner moved to 38 authorize Chairperson Grimes to sign the resolution, second by Jarvis and the motion was carried on a 39 unanimous voice vote. 40 41 D. Chairperson Grimes stated that the CDL Drivers license physical policy will be placed on hold to 42 come back at a later date. 43 44 E. Hibner stated that amendment No.3 of the health plan document puts in the requirements discussed 45 in regard to retiree police officers but is applicable to all retirees. She explained that if a retired 46 employee goes to another position and has health insurance he or she must take it, but if they lose it 47 from the other plan, they can come back on to the City's plan prior to the age of 65 but evidence of 48 good health or of any dependents will be required. Additional language, Hibner said, says if any 49 provision of this plan conflicts with provisions of any collective bargaining agreements entered into by 50 the city, which include police, fire or transit, the provisions of the respective bargaining units shall 51 prevail. Hibner moved to authorize Chairperson Grimes to enter into this amendment, second by Jarvis 52 and the motion was carried on a unanimous voice vote. 53 54 F.Jarvis stated that July 1 has been set as the date for the 50th anniversary celebration of the birth of 55 the airport and the activities include a fly-in breakfast,the dedication of the A-6 Intruder aircraft donated 56 by the Aviation Museum in Pensacola, Fla. and will conclude with a dance in the big hanger from 8 p.m. 57 to midnight. He added that antique cars, World War ll voluntary vehicles as well as aircraft will be on 58 display all day long.
