CITY OF RICHMOND, INDIANA,JUNE 8, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, June 8, 1995,
2 in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis in attendance.
3 Janet Hibner was absent.The following business was had to-wit:

6 APPROVAL OF MINUTES OF JUNE 1,1995

8 The minutes of the previous meeting were approved on a motion by Jarvis, second by Chairperson Grimes and
9 carried on a unanimous voice vote.

12 CLAIMS FOR PAYMENT

14 Claims for payment submitted by the City Controller's office totaled $481,147.34 comprised of payroll and payroll
15 taxes along with a few supplies and contractual services. Also one claim for $1,995 from James R. Parliament
16 as a reimbursement of street trees purchased at a sale in New Lebanon, Ohio for the tree planting done early in
17 the spring. Chairperson Grimes moved to approve the claims for payment, second by Jarvis and the motion was
18 carried on a unanimous voice vote.

22 A.Jarvis read two requests for handicapped parking spaces made by Lowel Nesbitt on South West 3rd
23 Street and Jeannette Knorpp on North C Street and moved to approve both, second by Chairperson
24 Grimes and the motion was carried on a unanimous voice vote.

26 CONTRACTS

28 A. Jarvis stated that Change Order No. 1 pertains to the South D Street extension off Industrial
29 Parkway which is now complete and it needs to be closed off until factories actually get located back
30 there and start to work. The change order is for the cable to be placed across the entry to South D
31 Street and the cost is $300 which is to be added to the contract of DeLucio and Sons.Jarvis moved for
32 approval, second by Chairperson Grimes and the motion was carried on a unanimous voice vote.

34 B. Chairperson Grimes noted that the next two items scheduled to be on the agenda after June 9 and
35 will be held until next week.

37 C. Jarvis noted that last week a letter was received from Gary Kitchel, director of sales and promotion
38 of the Richmond Roosters, asking for directional signs to help out-of-town visitors to locate McBride
39 Stadium. He showed a sample sign which will be made up at the Street Division, noting that it was a
40 result of a meeting of Kitchel, Captain Mike Chambers of the Traffic Safety Division and Street Division
41 Manager Bill Smith. The 18- by 24-inch signs will be located coming off 1-70 at North West 5th and
42 Peacock Road indicating to motorists that they are to turn right and two signs at 13th and West Main
43 Street for the benefit of those motorists both eastbound and westbound. Jarvis moved to approve the
44 placement of the signs, second by Chairperson Grimes and the motion was carried on a unanimous
45 voice vote.

47 D. Chairperson Grimes stated that a request for a curb cut made by William Daniels at 1975 Hawkins
48 Road had gone through all the City departments with no objections. He moved to approve the request,
49 second by Jarvis and the motion was carried on a unanimous voice vote.

51 OTHER MATTERS

53 A.T.I.F. Bond Payments

55 1.Jarvis moved to approve the payment out of the T.I.F. Bond proceeds of the moving expenses of
56 the Dennis Holtsberry family from their rental property which was in the right of way of the new
57 Industries Road to another location, second by Chairperson Grimes and the motion was carried on a
58 unanimous voice vote.

60 2.Jarvis commented that in 1992 while work was being done on Dana Parkway a little house located
61 at 7 Dana Parkway was left in the middle of the street. He added that the Fire Department this spring
62 burned the house as a part of its training program and the City had Potter Excavation level what was
63 left, remove the debris and put down top soil. He moved to pay$1,400 to Potter Excavation,second by
64 Chairperson Grimes and the motion was carried on a unanimous voice vote.

1 B. Chairperson Grimes stated that an amendment to the McBride Stadium lease required Board action
2 to change Section 7 which includes the concession agreement. He said this is necessary because the
3 lessor had not located an established food service company and the amendment designates the lessee
4 as the exclusive provider of food and beverage for the premises of the 1995 baseball season. He said
5 the agreement has been signed by Stanton Lambert, superintendent of Richmond Parks and
6 Recreation, passed by the Parks and Recreation Board, and agreed upon by John Cate as managing
7 partner for Richmond Baseball LLC. Chairperson Grimes moved that the Board authorize him to sign
8 the agreement, second by Jarvis and the motion was carried on a unanimous voice vote.

10 C. Chairperson Grimes said approval is needed for the signing of the master lease purchasing
11 agreement effective June 19, 1995, for the financing of the pumper fire truck, adding that at its last
12 meeting the Board approved the lease purchasing financing with Dunn Leasing of Dayton, Ohio. He
13 said the pumper truck will be the first of two received this month, adding that the payment schedule for
14 this truck will be three annual payments of $55,756, totaling $157,930. Chairperson Grimes moved to
15 approve the signing, second by Jarvis and the motion was carried on a unanimous voice vote.

17 D. On a motion by Chairperson Grimes and a second by Jarvis, the May report submitted by the
18 Richmond Police Department will be filed in the City Clerk's office. The motion was carried on a
19 unanimous voice vote.

21 E. Steve Cox of radio station WKBV received the Board's well wishes in his move to Indianapolis where
22 he will continue his career in the broadcasting field. He is currently doing such work for ESPN.

26 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
27 voice vote,the meeting was adjourned.
