BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA,JUNE 1, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday,June 1, 1995,
2 in the Municipal Building in said City.Vice Chairperson Janet Hibner presided with Earnest Jarvis in attendance.
3 Chairperson Dennis W.Grimes was absent.The following business was had to-wit:

5 APPROVAL OF MINUTES OF MAY 25,1995

7 The minutes of the May 25, 1995 meeting were approved on a motion by Jarvis, second by Vice Chairperson
8 Hibner and carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $47,264.17 for a variety of items. There were also two
13 Star Bank claims totaling $87,000. One was a wire transfer for the RX 100 card for $10,000 and the other for
14 $77,000 to Benefit Systems for health insurance claims. Vice Chairperson Hibner moved to approve the claims,
15 second by Jarvis and the motion was carried on a unanimous voice vote.

17 REQUESTS

19 A. Vice Chairperson Hibner presented two requests for handicapped parking spaces for Helen Beaty
20 on North 20th Street and Kathryn Crawley on North 17th Street and moved they be approved, second
21 by Jarvis and the motion was carried on a unanimous voice vote.

23 B.Jarvis read a letter from Gertrude "Lucky"Ward about the 15th annual Fourth Street Fair scheduled
24 for Oct. 7 and 8, setting Oct. 14 and 15 as possible rain dates. Hours will be from 10 a.m. to 5 p.m.
25 Ward pointed out that 122 vendors participated in 1994. She noted also that insurance had been
26 secured and stated that they hoped to offer rides in a horsedrawn vehicle. She also stated that notes
27 had been distributed to 94 houses and apartments inviting residents to offer their own wares in their
28 yards. She stated that Sertoma Club will also hold its Oktoberfest on South 4th and C Streets. She
29 further noted that after expenses, the Neighborhood Preservation Services will try to use the profits to
30 rehabilitate older buildings. Jarvis moved to approve the request with the stipulation that the
111 31 horsedrawn vehicle bear a slow moving vehicle sign, second by Vice Chairperson Hibner and the
32 motion was carried on a unanimous voice vote.

34 C.Jarvis reported on a letter of complaint Chairperson Dennis Grimes had received earlier from Alonzo
35 Eubanks at 521 South 10th Street, noting that the alley near his home is blocked by trucks. Eubanks
36 noted in his letter that the alley is a thoroughfare and should have yellow lines painted on it noting
37 parking is not allowed. Captain Mike Chambers of the Traffic Safety Division said Eubanks had been to
38 Police Headquarters prior to writing the letter and was told the existing ordinance deals with vehicles
39 over 88 inches in width and if he would notify Police when the semit-trucks are parked there tickets
40 would be issued to the violators. He was also told to do the same if the alley is blocked by vehicles.
41 Captain Chambers further stated that he was not aware, as Eubanks had stated in his letter, that the
42 alley is used for any kind of stationary patrol. He also added that he did not recommend that yellow
43 lines be painted.Jarvis suggested that the Traffic Safety Division continue to monitor the situation.

47 A.Award Bids

49 1. Vice Chairperson Hibner read a letter from Purchasing Manager Vicki Stevens stating that bids
50 had been solicited for the impound lot for abandoned and impounded vehicles from June 1, 1995 and
51 ending May 31, 1998. After inspection of each lot submitting bids, City Engineer Bob Wiwi and Chris
52 Barker found that only one was in compliance with all the applicable requirements. Stevens
53 recommended that that lot, Stamper's Wrecking Service, be awarded the contract. Vice Chairperson
54 Hibner so moved, second by Jarvis and the motion was carried on a unanimous voice vote.

56 2. Jarvis reported that after reviewing the bids for the lease purchase of a pumper fire truck for the
57 Richmond Fire Department, Purchasing Manager and City Controller Dennis Grimes had found Dunn
58 Leasing of Fairfield, Ohio, to be the lowest, most responsive and responsible bidder based upon the
59 total dollars to be repaid, and recommended they be awarded the bid. He noted that the annual
60 payment of $55,420.80 would be paid in advance for a grand total payoff at the end of $166,262.40.
61 Jarvis so moved, second by Vice Chairperson Hibner and the motion was carried on a unanimous
62 voice vote.

64 OTHER MATTERS

A. Jarvis read a request from the Rose Festival to close the service drive between Star Bank and
Wayne Bank to set up a permanent stage for downtown entertainment June 15 through June 17.Jarvis
so moved,second by Vice Chairperson Hibner and the motion was carried on a unanimous voice vote.

2 B. Andy Boatright, Chief Electrical Engineer at Richmond Power& Light, gave the Board an update of
3 the downtown network rebuild with the use of visual aids. He said the work will be done in three phases,
4 noting that the first is a conversion from the network to a radio system.The second is the installation of
5 a backup substation.And,the third is a manhole tie replacement.

7 He said the converting will take a long time, noting that in the coming year they will get to the Municipal
8 Building, Morrisson-Reeves Library, the 600 Building and Bank One. He said they plan to look at 1997
9 to convert east of The Leland Hotel; GTE and the Palladium-Item in 1998; and close in on the middle
10 around 2000. The goal now, Boatright said, is to try to get the big loads off and to relieve the load on
11 the primary feeders. He added that another concern is that the primary feeders are as old as the
12 system and to address that problem they intend to install a backup station which will be located behind
13 LaCrazy Horse and B&C Video on North 10th Street just south of North A Street.

15 He showed photographs of the network before the backup installation, noting that on the far end of
16 each feeder they are going to tap in with new feeders from the switchgear and they can rollup the
17 portable substation and plug it in when and if they need a backup without primary cables. He showed
18 the preliminary site plan, commenting it will have a visually pleasing barrier making it aesthetically
19 pleasing. He said he expects the building for the swtichgear to start around August 1 and that is when
20 the portion of the GTE lot they will be using will be closed officially.

22 Boatright said the third and final segment of the rebuild is the manhole tie replacement which is
23 underway and ongoing. He said planned outages will be at the least interruptive times, adding that RP
24 & L will be holding informational sessions to answer any questions merchants or residents may have. In
25 answer to a question by Jarvis as to the age of the equipment, Boatright said that some of it is 1935
26 vintage, adding that a few pieces of the equipment is in the 1970s but that is as young as it gets. He
27 said all the conversion process is being done in house but the manhole tie replacement project will be
28 started in house and contractors will be allowed to take over to enable the RP & L crews to take care of
29 other projects. He said there will be some excavation and traffic lanes may be blocked on City streets
30 as well as state highways. He stated RP & L has been working with both the Police and Fire
31 Departments and the goal is to plan the outages during the times of the lowest travel.

33 B. City Engineer Bob Wiwi gave an update on the 20th Century Bridge project,stating that GTE is going
34 to relocate a telephone conduit from underneath the approach to the bridge on the west side by Ralston
35 Purina. He said the bid for the work had been awarded to Goodincoff and that company is ready to start
36 work beginning this week. That means, Wiwi said, that Fourth Street, under the bridge, will be closed
37 for approximately four weeks while existing telephone conduits are removed and placed underground.
38 Jarvis moved to approve the temporary closure for four weeks, second by Vice Chairperson Hibner and
39 the motion was carried on a unanimous voice vote.
