ORDER OF THE CITY OF RICHLAND HILLS CRIME CONTROL AND
PREVENTION DISTRICT BOARD ESTABLISHING RULES FOR THE
ADOPTION OF THE CRIME CONTROL AND PREVENTION DISTRICT
BUDGET.
WHEREAS, the Richland Hills Crime Control and Prevention District (the
"District") was created pursuant to Chapter 363 of the Texas Local Government Code;
and
WHEREAS, the Board has established the fiscal year for the District, which
begins on October 1st each year through September 30th of the following year.
WHEREAS, Subsection (f) of Section 363.204 of the Texas Local Government
Code permits the Board (the "Board") to adopt procedures for adopting a budget
different from the procedures stated in the statute so long as the Board holds public
hearings; and
WHEREAS, the Board desires to adopt the following procedure rules for
adopting its annual budget.
NOW THEREFORE BE IT ORDERED BY THE BOARD OF THE DIRECTORS
OF THE CITY OF RICHLAND HILLS CRIME CONTROL AND PREVENTION
DISTRICT:
SECTION 1.
Procedural Rules for Adoption of Budget
The following rules are hereby established for the adoption of the annual budget
for the District:
a. ~ Public Hearing. The Board shall hold a public hearing on the proposed
annual budget for a fiscal year prior to August 31St of the preceding fiscal
year. Any resident of the District is entitled to be present and participate
at the public hearing.
b. Adoption of Budget. The Board shall adopt the budget for a fiscal year
after the public hearing but before August 31St during the preceding fiscal
year. The Board may make any changes in the proposed budget that in
its judgment, is in the best interest of the District and the taxpayers.
c. City Council Approval. The Board shall submit the budget for a fiscal
year to the Richland Hills City Council for consideration on or before
August 31St during the preceding fiscal year.
d. Amendment. The budget may be amended after the beginning of the
fiscal year upon approval of the Board and the City Council.
SECTION 2.
CONFLICTS WITH STATUTE
Pursuant to Section 363.204(f) of the Texas Local Government Code, to the
extent this order conflicts with Section 363.204 of the Texas Local Government Code,
this order controls.
SECTION 3.
EFFECTIVE DATE
This order shall be effective upon its passage.
PASSED AND APPROVED BY THE BOARD OF DIRECTORS OF THE
RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT THIS 28th DAY
OF AUGUST, 2017.
