Members present: Jane Moran, Eli Post, Eric Sonnett, Jim Ciriello, Barry Rosenbloom, Ken Parker
Members absent: John Coutinho, Dave Rolinski, Bob Snyder
Alternate members present: Brian Fitzgerald
Trail warden present: Mike Boelsen
Citizens present: Morrie Gasser
1. Methodist property CR (conservation restriction) discussion:
The committee discussed proposed changes to the Methodist Property CR including
reducing allowable parking to 10 spaces, expandable to 20 spaces if need be. The
proposed CR changes also include revised language related to shared use path usage to
‘take into consideration any grant requirements.’ Eric motioned to ask the Select Board
for an easement on the property for UCT construction. The motion was seconded by Jim.
After subsequent discussion of alternative courses of action, the motion was withdrawn.
Eli motioned to defer action on the Methodist Property CR to a future date. The motion
was seconded by Eric and passed unanimously.
2. Update from VHB - on going feasibility studies progress report:
Jane walked through a revised proposed layout for the section of the trail connecting
Marathon school to the existing Center Trail. The committee discussed whether to use
the existing railbed in the designated wetland or cut a new trail through private property.
The committee agreed to send the proposed alignment back to VHB for revision.
3. Update on 2019 MassTrails Grant awards:
Eli discussed recipients of 2019 MassTrails grants. He noted that priority was given to
projects that enhanced within and across-municipality connectivity, and projects where
the town had a strong plan in place to carry the project forward to completion.
4. Broadmoor Trail planning/construction/building training options discussion:
Jane discussed a series of trail development workshops to be held at the Broadmoor
Wildlife Sanctuary
5. Liaison reports:
Parks and Recreation – Eric noted that Cynthia Esthimer has been appointed as the
committee’s liaison to the UCTC
Trail Coordination and Management Committee (TCMC) – Ken indicated that the
committee is working on a master list of trails in Hopkinton
Finance – Barry reported that he met with the Town’s new accountant, and that $15
thousand have been encumbered to pay VHB bills.
6. Review minutes from 06/19/19 meeting:
Draft minutes of the June 19, 2019 minutes were reviewed. A motion was made by Eric
to approve. The motion passed unanimously.
7. Agenda topics for next meeting (8/7/2019):
Update on discussions with VHB
Update on meeting with Don MacAdam (Conservation Commission)
Update on Downtown Corridor Project
Liaison reports
8. A motion was made by Eric to adjourn the meeting. Seconded by Ken. The motion passed
unanimously. The public meeting was adjourned at 8:17pm
