POLICY FOR REIMBURSEMENT TO CITY'S GENERAL FUND FOR CAPITAL
EXPENDITURES FOR RICHLAND HILLS POLICE DEPARTMENT
WHEREAS, the citizens of the city of Richland Hills approved creation of the Richland
Hills Crime Control and Prevention District (RHCCPD) dedicated to crime reduction
programs at an election held for that purpose on November 8, 2005, and approved
continuation of the RHCCPD at an election held for that purpose on May 8, 2010; and
WHEREAS, the purpose of the RHCCPD is to provide increased spending on crime
control programs and measures including the costs for personnel, administration,
expansion, enhancement, and capital so as to not excessively burden the local property
tax owner through increased ad valorem taxes; and
WHEREAS, district funds may be spent only for an expense included in the annual
budget or an amendment to it; and
WHEREAS, the annual municipal budget for the Richland Hills Police Department may
from time to time include capital costs that are charged to the General Fund Budget due
to concerns over availability of adequate funds on hand in the current or immediately
following fiscal year of the district;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT THAT:
Section 1. The above preamble is true and correct.
Section 2. It is the policy of the Board of Directors of the Richland Hills Crime Control
and Prevention District that if the annual budget for the City of Richland Hills includes
purchases and expenditures for capital items for the Police Department that are
charged to the City's General Fund, and such purchases and expenditures are eligible
for funding from the budget of the District, then to the extent that such funds are
available from the balance of the District at the end of the fiscal year, the budget of the
District shall be amended and said expenditures shall be reimbursed to the City's
General Fund.
