CITY OF RICHMOND, INDIANA, MAY 11, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 11, 1995,
2 in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Earnest Jarvis and Jan
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF APRIL 27.1995

7 The minutes of the April 27, 1995, meeting were approved on a motion by Hibner, second by Jarvis and carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $462,701.77 most of which was for payroll and payroll
13 taxes. Chairperson Grimes moved to approve the claims, second by Jarvis and the motion was carried on a
14 unanimous voice vote.

16 REQUESTS

18 A. Handicapped parking space requests were read for the following :Betty Harness, North 22nd Street;
19 Jerry Spaulding, Lincoln Street; Georgia Peacock, Harris Street; Bernice Spicer, North 18th Street;
20 Gilbert Woolworth, South 7th Street; Kenneth Cuneo, North 18th Street; and Tildon Newton, North
21 West E Street. All had been reviewed by the Traffic Safety Division and were within the necessary
22 guidelines. Hibner moved to approve the handicap parking spaces, second by Jarvis and the motion
23 was carried on a unanimous voice vote.

25 B.Jarvis read a request from Summersun Tanning concerning parking on the north side of Main Street
26 from North West 1st to North West 5th Streets. The Board had asked the Traffic Safety Division for a
27 count in the area to determine the amount of traffic during peak times.Westbound traffic count between
28 3 and 5:30 p.m. Monday, April 10, 1995, totaled 2,646 vehicles, with the count dropping considerably
29 after 5:30 p.m. Jarvis stated that repair work will begin in the fall on the 20th Century Bridge and will
30 probably continue for a year to a year and a half. He noted that the Traffic Safety Division does not
31 want to remove any restricted signs because of the traffic count and asked Captain Mike Chambers if
32 he could compare the count with any other. Captain Chambers said these numbers were also being
33 seen on Chester Boulevard at peak times.

35 Jarvis said the figures will go up in the fall and he was seeking a compromise to see if the restricted
36 parking could be lifted. Hibner agreed, stating that she also was looking for a place in the five-block
37 area where the restricted parking could be lifted and not create a traffic hazard. Captain Chambers said
38 he would be against having two lanes and channeling them back to one and return then to two. He
39 suggested that a compromise could be reached by lifting the restricted parking from 6 p.m.to 5:30 p.m.
40 Jarvis moved to change the restricted parking to 5:30 p.m., second by Hibner and the motion was
41 carried on a unanimous voice vote.

43 C. Hibner read a request from the House of Creative Lighting for decorative signs to be place around
44 the corner of South 5th Street between the curb and sidewalk. She stated that it is a clear cut request,
45 but under the existing ordinances there is a prohibition against having signs between the sidewalk and
46 curb. She said the ordinance would have to be changed and at this point the request could not be
47 granted. She said if the House of Creative Lighting wants to pursue this they should talk to Council
48 members about changing the ordinance. Hibner moved to deny the request and have the City Clerk
49 write a letter explaining what they can do,second by Jarvis and the motion was carried on a unanimous
50 voice vote.

52 D. Jarvis read a letter from City Attorney Tom Milligan stating that the attached acknowledgement
53 should be adopted at the May 11, 1995 meeting. South "D" Street has been partially constructed and
54 will be completed later this year. South "D"has the stone down but does not have the asphalt and that
55 should be done later in the fall. Jarvis moved for the adoption of the street dedication as received by
56 the City Attorney,second by Hibner and the motion was carried on a unanimous voice vote.

58 E. Hibner said that some time ago when the Board approved most of the Rose Festival activities they
59 were not sure where Poor Jack's Amusement rides would go. She made a motion to approve the use
60 of the North 7th Street city parking lot for the amusement rides, second by Jarvis and the motion was
61 carried on a unanimous voice vote.

63 F. Jarvis read a request from Baxter Elementary School stating that they will be holding their second
64 annual school carnival May 12, 1995. The school is presently under renovation and the majority of the
65 carnival will be held in front of the school,which leads to calling it a street carnival.

1 The organizers are asking that North West 3rd Street from Lincoln to Randolph Streets, which is the
2 area directly in front of the school, be closed from 3 to 8 p.m.The Traffic Safety Division has reviewed
3 the request and states that it has no objections to it.The School will make arrangements to pick up the
4 barricades and at the conclusion of the carnival will take them down and return them to the Street
5 Division. Jarvis moved to accept the request, second by Hibner and the motion was carried on a
6 unanimous voice vote.

10 A.Award Bids

12 1. Chairperson Grimes stated that last week the Board received one bid for Flatley Road base
13 widening and it has been reviewed by John Barnhizer in the Engineering Department and City Engineer
14 Bob Wiwi. The bid of $72,646.70 was by Milestone Construction and had 14 different components and
15 because of the work load in the engineering office they believe they have the capacity to do the
16 construction engineering. That is Item 2 on the bid in the amount of $4,094. They have talked with
17 Milestone who is agreeable with the change and it reduces the bid to $68,552.70. Chairperson Grimes
18 moved to accept the bid,second by Jarvis and the motion was carried on a unanimous voice vote.

20 2. Hibner presented the Medical Plan Documents change, explaining that it allows an employee
21 who is covered under the insurance of his or her spouse, who loses that insurance through no fault of
22 their own, may return to the City's plan without any evidence of insurability. Hibner moved that the
23 Board authorize Chairperson Grimes to sign the amendment, second by Jarvis and the motion was
24 carried on a unanimous voice vote.

26 3. Jarvis presented the contract for the impound lot, explaining that the present contract expires
27 May 14, 1995. A letter received from Purchasing Director Vicki Stevens requested that all contracts
28 start at the first of each month and close at the end of each month. She recommended that the present
29 contract be extended to May 31, 1995, and the new one begin June 1, 1995. Bids are being taken for
30 the impound lot at the present time and these should be received so they can be awarded Thursday,
31 May 25, 1995.Jarvis moved to approve the request,second by Hibner and the motion was carried on a
32 unanimous voice vote.

34 OTHER MATTERS

36 A. Hibner read a request made by Tom Glennen of Idlewild Drive for neighborhood block picnics from
37 10 a.m. to dusk May 28, July 4 and September 3, 1995. She noted they have been doing this for the
38 past 26 years and are asking for the entrances to Capri and Mikan Drives be blocked. She said they
39 need to pick up the barricades at the Street Division and return them after the events are finished.
40 Hibner moved to approve the request, second by Jarvis and the motion was carried on a unanimous
41 voice vote.

43 B. Jarvis read a letter from Fire Chief James Sticco stating that Jeffrey Lee Kinder has been hired by
44 the Richmond Fire Department as a probationary firefighter effective May 11, 1995. Assistant Fire Chief
45 Joe Pierce introduced Kinder to the Board.Jarvis moved to accept the recommendation of Chief Sticco,
46 second by Hibner and the motion was carried on a unanimous voice vote.

48 C. Hibner read a request from the Eastside Optimist Club to hold a parade from 11:30 a.m. to noon
49 Saturday, May 13, 1995 to kick off the baseball program. The parade will begin at North West 8th and
50 Peacock Road, ending at the girls'softball diamond. Michelle Fox explained that the girls'program has
51 a different opening day than the boys°program. She added that more than 460 girls participate in 35
52 games and one diamond on which to play. She said they are not requesting any street blocking but
53 asking that one lane on North West 8th Street be temporarily blocked. Hibner moved to approve the
54 request,second by Jarvis and the motion was carried on a unanimous voice vote.

56 D.Jarvis read a letter from Captain Mike Chambers of the Traffic Safety Division requesting parking be
57 restricted on Hub Etchison Boulevard from 11 a.m. to 3 p.m. May 19, 1995 from the administration
58 building to the north side of Civic Hall. Richmond Community Schools and the Richmond Police
59 Department are having a D.A.R.E. function with approximately 23 buses parking and unloading
60 students from various schools.Jarvis moved to approve the request, second by Hibner and the motion
61 was carried on a unanimous voice vote.

63 E. Hibner read a request from the Greater Ohio Tandem Society Bicycle event scheduled for May 20,
64 1995, which has an extensive route both in Ohio and Indiana. They will be coming in on Greenmount
65 Pike, going up Garwood Road, Backmeyer Road, Henley Road and traveling briefly on National Road
East to Glen Miller Park,through the park, Elks County Club Road and back out on to New Paris Pike.

1 There are approximately 90 teams which is 180 people riding tandem bicycles through the area. The

request has been reviewed by the Traffic Safety Division and Captain Chambers has asked that they
cross U.S.40 at Henley Road and travel directly into the park which would eliminate going farther down
4 on East Main Street to enter the park. Captain Chambers suggested that the request be made earlier
5 next year in order to solve some of the problems up front.Jarvis suggested the City Clerk write a letter
6 to that effect. Hibner moved to approve the request, second by Jarvis and the motion was carried on a
7 unanimous voice vote.

9 F. Jarvis moved to authorize payment of$1,538 to SIECO Inc.for the ongoing project on the new road
10 going from Hill's Pet Food to Chester Boulevard, second by Hibner and the motion was carried on a
11 unanimous voice vote.

13 G. Chairperson Grimes asked Captain Chambers to come forward to speak about Operation Pullover.
14 He said the Richmond Police Department participates in this program along with other Indiana law
15 enforcement agencies and the Governor's Council on impaired and dangerous drivers. He stated that
16 Indiana is one of seven states participating and is the first state to combine two safety projects into one
17 campaign.They received a letter this week from the Director of the Governor's Council on impaired and
18 dangerous drivers commending Bobby Lipps, a patrol officer on second shift who does comunity
19 policing on the south side of Richmond, for his commitment to traffic safety. Captain Chambers read
20 the letter and added his words of appreciation. The Board members also passed their congratulations
21 along to Lipps.
