CITY OF RICHMOND, INDIANA, APRIL 27, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, April 27, 1995,
2 in the Municipal Building in said City. Chairperson Dennis W. Grimes presided with Janet Hibner in attendance.
3 Earnest Jarvis was absent.The following business was had to-wit:

5 APPROVAL OF MINUTES OF APRIL 20.1995

7 The minutes of the April 20, 1995 meeting were approved on a motion by Hibner, second by Grimes and carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims for payment submitted by the City Controller's office totaled $531,516.16 which included supplies,
13 contractual services, payroll and payroll taxes. Chairperson Grimes moved to approve, second by Hibner and
14 the motion was carried on a unanimous voice vote.

16 REQUESTS

18 A. There were no requests for handicapped parking spaces.

20 B. Hibner read a request from Veach's to put equipment which included two jungle gyms, a coloring
21 table, a slide and lawn chairs on the Promenade in conjunction with the Teddy Bear Picnic and Parade
22 scheduled for April 29, 1995. She commented that the Board requested a certificate of insurance
23 naming the City as an additional insured. That done, Hibner moved for approval, second by
24 Chairperson Grimes and the motion was carried on a unanimous voice vote.

26 C. After being introduced by Chairperson Grimes, Mayor Roger Cornett reflected on events that
27 happened last week in Oklahoma City. He commented that it reminds us of the importance of the City
28 employees and it is encouraging to see the recognition they are getting. He noted that these types of
29 people are always on call when something happened and needs their immediate attention. He alluded
30 to the downtown explosion in 1968 and commented on the immediate response of the municipal
31 employees. He added that he hoped all Richmond citizens recognize the importance of City employees
32
33 as they watch the unfolding of events in Oklahoma City.
34 Mayor Cornett asked Sara Austerman to step forward and he then read the proclamation introducing
35 the second Sister City of Daito Cho,Japan. He said Austerman is the student ambassador to represent
36 all of Richmond and Wayne County's Educational Community. He declared May 5 through May 12,
37 1995 as Sister City Student Ambassador Week and May 5, 1995 as the official Ryan's Steak House
38 VIP waiter-waitress night in honor of Austerman.

40 D. Chairperson Grimes introduced Ted Parker who listed all the events of the upcoming Rose Festival.
41 Parker thanked the City for its support the past few years, noting that that support has made the Rose
42 Festival a solid organization.

44 Parker said special events start on May 15 with banners going up on North and South A between 5th
45 and 10th Streets. He said these are for the century progress of businesses and churches in the
46 community. The Moonlight Parade is set for June 10 and Festival representatives have met with the
47 Richmond Police Department for the necessary street closings and barricades as well as escorting of
48 the parade units back to Glen Miller Park.

50 Commercial food vendors will set up June 13-17 from noon to 8 p.m. closing North 6th Street service
51 drive to South 6th Street service drive. Chairperson for the food vendors is Ray Zaleski Jr. Also from
52 June 13 - 17 the non-profit food vendors will be set up from noon to 8 p.m. on the Promenade. The
53 crafters and non-food vendors and entertainment will be on the Promenade from 9 a.m. to noon.
54 Zaleski is also the chairperson for this event.

56 The theme for the downtown area on Thursday will be country day, Friday will be a jazz day and
57 Saturday will be a big band day. Concerts in the park will be held June 15-18 and the Festival reps are
58 asking for noise permits from 3 to 11 p.m. except on Sunday, with the hopes of being done by 10 p.m.
59 A Battle of the Bands is scheduled for June 15 on Roosevelt Hill sponsored by WNDH. The winner will
60 be back June 15 for County Band Peer Day.There will be a newcomer from Nashville, Tammy Jones,
61 Laura White and Colin Ray.There will be four events that evening.

63 The feature show June 17 will be 3 Dog Night as well as two other front liners that day which have yet
64 to sign contracts. Christian Day is June 18.The Festival representatives have received contracts back
65 on Guardian, Jeff Moore and the Distance and Whitehearts, also a Christian Comedian Keith Conner
who will serve as emcee. Rick Pegg is the chairman of the concert arena. Starting time for concerts in
the park will be 2 p.m.

1 There will be a $2 charge for the concerts because the Festival lost money on the concerts last year
2 and by charging the nominal fee this year perhaps it will keep them from going into debt. Parker said
3 bringing name stars to the Richmond community is expensive and competition is diffcult because of the
4 City's location. Chairperson of the 5-mile-run beginning at 8 a.m. June 17 at Cordell Pool is Stacey
5 Sorrell.

7 Parker said other events will include a Flea Market in Glen Miller Park with Chris Barker as chairperson;
8 Festival games and a Car Show, also at Glen Miller with Danny Parker as chairperson; Mud Volleyball
9 will be at Middlefork Reservoir. Those wishing to contact the Rose Festival may do so by calling Jo
10 Makela at the Rose Festival office or Parker at Elder-Beerman. Chairperson Grimes moved to approve
11 the plan,second by Hibner and the motion was carried on a unanimous voice vote.

13 E. Hibner read a request for a parade permit made by St.John Lutheran Church, noting that Al Young
14 is the general chairman of the 150-year celebration scheduled to begin at 8 a.m. Sunday,July 9, 1995.
15 The request is to walk from the old church in the 400 block of South 4th Street to the new church at the
16 corner of South 7th and E Streets.The Traffic Safety Division has reviewed the request and agreed that
17 the procession may turn east at South 4th and D Streets to South 5th Street avoiding the dangerous
18 curve on South 4th and E Streets where there are no sidewalks. Traffic Safety suggested that prior to
19 the beginning of the walk that the Richmond Police Department be contacted and a request made for
20 an officer to assist the participants crossing diagonally at the intersection of South 5th and E Streets in
21 the interest of safety. Hibner moved to approve the request, second by Chairperson Grimes and the
22 motion was carried on a unanimous voice vote.

24 F. Chairperson Grimes asked Debbie Hopkins to come forward on behalf of the Ladies Auxiliary of the
25 Fraternal Order of Police. She said a Memorial Service will be held at noon Monday, May 15 honoring
26 any police officers throughout Wayne County who have been killed in the line of duty or have died since
27 retirement or active duty. She requested that a portion in front of the Police Department be blocked off
28 for widows and family members to sit and for officers to line up to go to the Memorial. Chairperson
29 Grimes moved to approve the request, second by Hibner and the motion was carried on a unanimous
30 voice vote.

34 A.Award Bids

36 1. Chairperson Grimes announced the awarding of the bid for aggregate and bituminous materials
37 for 1995. Hibner said there were six bidders and all the bids were reviewed by Purchasing Manager
38 Vicki Stevens and Street Division Manager Bill Smith. Delivered class concrete was awarded to
39 Stonehenge and Barrett Paving and the stone and washed gravel bid was awarded to Stonehenge and.
40 American Aggregate. Ashland Oil was awarded the liquid asphalt bid. Hibner moved to approve the
41 bids,second by Grimes and the motion was carried on a unanimous voice vote.

43 2. Chairperson Grimes stated that it is customary to award the telephone maintenance contract to
44 the company who provides the service which is KLF. He said it is a month-to-month contract and can
45 be broken by either party with a 30-day notice. This particular contract, he said, is for the fire
46 department, parks department, street division and airport. Chairperson Grimes moved to approve the
47 contracts,second by Hibner and the motion was carried on a unanimous voice vote.

53 A. Hibner said they had received a notice that there is a replacement curb at North 12th Street in front
54 of Townsend Center that needs to be painted yellow. She so moved, second by Chairperson Grimes
55 and the motion was carried on a unanimous voice vote.

57 B. Chairperson Grimes stated that he had received a letter from Don Lamborg, Executive Director of
58 the Wayne County Youth Center,concerning signage. He said a joint effort of the Wayne County Youth
59 Center and the Wayne County Tourism Bureau is being undertaken to bring groups to Richmond from
60 1-70 to the Wayne County 4-H Fair Grounds and directional signs are needed to facilitate the arrival of
61 the out-of-state guests. He said three national shows for the summer of 1995 and one for 1996 have
62 been booked. The guests will be arriving from several states and Canada. He noted the request has
63 been reviewed by the Traffic Safety Division and they have no objections to the limit or placement of the
64 signs. Chairperson Grimes moved to approve the request, second by Hibner and the motion was
65 carried on a unanimous voice vote.

1 C. Hibner read a request from Patrick Chimenti for an Indiana University East run to be held from 8:30
2 to 11 a.m. Saturday, May 6, 1995.The route will include West Cart Road, Middlefork Reservoir, Sylvan
3 Nook Drive, University Boulevard, Oak Park Drive and Autumn Way. They are also requesting police
4 assistance and the closing of one lane of the road. Yvonne Washington of the Wellness Center at IU
5 East came forward to explain that the intention is not to close the lane for the runners but to have
6 temporary restriction.

8 She introduced David Winburn of the Campus Police who stated that he and IU Police will be
9 responsible for assisting the runners. Sgt.Janice Passmore of the Richmond Police Department stated
10 that the concern they had was for it to go through the residential areas. She said they only have one
11 lane of traffic going each way. It was indicated that the run will last 2 and one-half hours and is not like
12 a parade they can get behind and follow. Chairperson Grimes requested that the IU Campus Police and
13 the Richmond Police Department get together and work out the details. Hibner moved for approval
14 providing that the two groups can come up with some plan to protect the runners, second by
15 Chairperson Grimes and the motion was carried on a unanimous voice vote.

19 A. In the absence of Jarvis, Grimes reminded everyone that the WalkAmerica is Saturday, April 29,
20 1995 and it is not to late to enter.

24 There being no further business, on a motion duly made seconded and passed on a unanimous voice vote, the
25 meeting was adjourned.
