BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 20, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,April 20, 1995
2 in the Municipal Building. Chairperson Dennis W. Grimes presided with Janet Hibner and Earnest Jarvis in
3 attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF APRIL 13,1995

7 Hibner moved for the approval of the minutes of April 13, 1995, with an amendment as pointed out by
8 Chairperson Grimes noting that line 14 should read "Enviro Finishing as direct loan assistance from the
9 Revolving Loan Fund and $24,000 to Benefit Systems.", second by Jarvis and the amended motion was carried
10 on a unanimous voice vote.

12 CLAIMS FOR PAYMENT

14 Claims submitted by the City Controller's office totaled $92,787.61 most of which was for supplies and
15 contractual services and included $33,687.50 paid to RP & L for interest on the $2.5 million loan the City has
16 with RP & L. Chairperson Grimes moved for approval, second by Jarvis and the motion was carried on a
17 unanimous voice vote. -

19 REQUESTS

21 A. Hibner read requests made by Martha Bowman on South West 5th Street and Robert Allen on North
22 18th Street for handicapped parking spaces and moved for approval, second by Jarvis and the motion
23 was carried on a unanimous voice vote.

25 B.Jarvis presented an easement agreement,for the city, to give space to move phone lines and put in
26 right of way underground next to the bridge. The document will be signed by the Mayor. City Engineer
27 Bob Wiwi noted as a result of the replacement of the approaches to the Twentieth Century Bridge, GTE
28 has existing telephone ducts hanging on the understructure of that approach. The proposal will put 12
29 new lines underground along the right of way of the existing bridge. He said he had reviewed the
30 easements and they are in order and he recommended the Board grant approval. Jarvis so moved,
31 second by Hibner and the motion was carried on a unanimous voice vote.

33 C. Hibner read a request for a noise permit for Earlham College Student Activites Board on Saturday,
34 April 22nd. The outdoor dance with a D.J. will be held in the Runyan Center Patio,from 9 to midnight.
35 The Richmond City Police Deptartment reviewed the request and commented that campus security will
36 be there monitoring. Major Farmer commented that they commonly don't approve noise permits past
37 11 p.m, but under a normal situation noise won't carry beyond the campus area. Hibner moved to
38 approve the request from 9 to 11 p.m., second by Jarvis and the motion was carried on a unanimous
39 voice vote.

41 D. Jarvis read a letter from Richard Shoemaker 336 South West 4th Street, asking permission to hold
42 a block party from 4 to 8 p.m. Saturday May 20th with a rain date of June 17th. He asked to block off
43 Southwest 4th at Southwest"C"and "D". He will arrange to pick up barricades. Traffic Safety Division
44 has reviewed and recommended approval. Jarvis so moved, second by Hibner and the motion was
45 carried on a unanimous voice vote.

47 E. Hibner read a request for a curb cut for Ed Jelly at 1633 South 5th Street. Departments have signed
48 off on it with no problem with the specifications engineering made. Hibner moved to approve the curb
49 cut with the specifications,second by Jarvis and the motion was carried on a unanimous voice vote.

51 CONTRACTS

53 A. Chairperson Grimes noted that bids had been received on March 30 for the lease purchase
54 financing of a pumper fire truck. After reviewing the bid packets it was determined a typographical error
55 in the specifications caused us to receive bids which could be classified as apples, oranges and pears.
56 Grimes moved to reject all bids and rebid it at a future date, second by Hibner and the motion was
57 carried on a unanimous voice vote.

59 OTHER MATTERS_

61 A. Jarvis made a motion to approve payment to SIECO for Industries Road, going from Northwest 5th
62 to the east to U.S. 27 north. The payment to SIEGE() is $668. The city pays 20% and the state pays
63 80%. Second by Hibner and the motion was carried on a unanimous voice vote.

65 B. Hibner moved to accept the Animal Welfare League quarterly report, second by Jarvis and the
motion was carried on a unanimous voice vote.

3 C. Jarvis announced that there are two weeks left to register for the March of Dimes WalkAmerica. If
4 anyone needs additional information call him at 983-7222.

8 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
9 voice vote,the meeting was adjourned.
