HomeMy Public PortalAbout20190807 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday August 7, 2019 7:00 PM Basement Meeting Room, Town Hall, 18 Main St., Hopkinton, MA MINUTES Members present: Bob Snyder, Jane Moran, Eli Post, Eric Sonnett, Jim Ciriello, Barry Rosenbloom, Ken Parker Alternate member present: Brian Fitzgerald Members absent: John Coutinho Trail warden present: Mike Boelsen 1. VHB Update:  Jane and Jim met with Don MacAdam of the Conservation Commission (ConComm). The procedure for planning the EMC Park to Center Trail connection was discussed. HUCTC will deliver a notice of intent to the ConComm, as well as a formal application to the Community Preservation Committee (CPC) on behalf of this project. VHB will provide a scope of work estimate for the project. That document will be incorporated into the CPC application. The scope of work is expected by early September. A public meeting to review the project will be scheduled in October. The full application will be acted upon by CPC in December and January. VHB has offered to hold a standing meeting, beginning in September, to assist HUCTC to prepare for the project.  Elaine reported that the Conservation Restriction (CR) for East Main Street portions of the UCT does not need to be assigned at this time. The holder of that CR will be determined later in the project. 2. Update on 2019 MA Trails Grant Awards: Brian walked the committee through the time table to fully prepare for the December/January CPC submission. This time table effectively begins now. 3. Citizen concern about downtown corridor: The downtown corridor bike path has generated concern from some citizens. An August meeting has been scheduled to discuss these concerns. 4. Liaison reports:  Parks and Recreation – Cynthia Esthimer will be the HUCTC member representing Parks and Rec.  William King is at work on the property appraisals previously authorized by HUCTC, and due to CPC by 8/15/19. 5. Draft minutes of the 7/17/19 meeting: Approved unanimously. 6. Agenda topics for next meeting (8/21/19):  Liaison reports  VHB update  Update from Tennessee Gas/Phase 9.  Meetings regarding downtown corridor concerns.  CPC application and Phase 10 updates.  Public meeting planning and preparation. 2 8.
