BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 6, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,April 6, 1995,
2 in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Jan Hibner in
3 attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF MARCH 30.1995

7 The minutes of the March 30, 1995, meeting were approved on a motion by Hibner, second by Jarvis and
8 carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $121,955.59, most of which was for various supplies and
13 contractual services. Chairperson Grimes moved to approve the claims, second by Jarvis and the motion was
14 carried on a unanimous voice vote.

22 PRESENTATION OF AWARDS

24 A. Mayor Roger Cornett asked Police Chief Dennis Rice to step forward to receive the Mayor's
25 Community Service Award. With Chief Rice was his one-year-old grandson, Derrick Theodore Rice,
26 with whom he shared the spotlight. Mayor Cornett noted that on April 8, Chief Rice will mark 25 years
27 with the Richmond Police Department, stating that he had progressed through the ranks through a
28 variety of responsibilities and five years ago became the No. 1 police officer when he became Chief.
29 Mayor Cornett lauded Chief Rice's outstanding career in law enforcement, noted his strong faith that he
30 lives his life by and called him an inspiration to all those with whom he works. The Mayor pointed out
31 that Chief Rice is another example of the 400 public servants who serve the Richmond community
32 every day through all the City departments.

34 Mayor Cornett said it was an honor for him personally as well as professtionally to present the award to
35 Chief Rice. In his response, Chief Rice stated that he felt he had got more out of the City than he had
36 given although he had worked hard. He said he believed that once he took the oath as a police officer it
37 became important for him to give his all, adding that he feels that should be the attitude of every police
38 officer before making the commitment. He added that the 25 years had gone fast, noting that he will
39 probably end his career within the next nine to 12 months. Chief Rice also received congratulations
40 from the members of the Board individually and Norma Carnes,the City Clerk.

44 A.Award Bids

46 1. Prior to awarding the bid for the Railspur on South D Street, Ben Ross, president of the Economic
47 Development Corp. , gave the background of the Eastern Indiana Industrial Park along the Industrial
48 Parkway, noting it had been in existence for about 23 years and is fast approaching getting filled up. He
49 stated that this past summer the City had been approached by a prospect through the railroad and that
50 prospect has closed on a piece of property. The Southeast Wood Treatment plant has entered into a
51 partnership with the corporation and if it comes together, Ross said, the City will need to install some
52 infrastructure to open up the additional acreage.

54 John Barnhizer, representing the City Engineer,stated that out of the eight bids received several weeks
55 ago, six were valid and ranged from $275,000 to $293,000. He said the engineer's office estimate was
56 $313,000 which had been found to be high on a couple of items. He said the bid made by Annex
57 Railroad Builders of Indianapolis for $275,195.10 was the one recommended after a review by the
58 Purchasing Manager Vicki Stevens and the engineer's office. Barnhizer stated that his office had
59 checked into the company's background and found that all past customers had high praise for their
60 work. Chairperson Grimes moved to award the bid to Annex as recommended, second by Jarvis and
61 the motion was carried on a unanimous voice vote.

63 OTHER MATTERS

65 A.Jarvis read a request by Fire Chief James Sticco for the installation of a fire hydrant on the southeast
corner of Flatley Road and the Coca Cola Company drive. Jarvis said the budget line to pay for public
fire hydrants is$499,928 and the first quarter of the budget is spent at about 23 percent and the added
hydrant will be an additional cost of$150 per year.

1 B. Hibner read a letter from Pam Fultz, regional communications chair for the Hoosier State Games,
2 formerly the White River Park State Games, requesting the use of the second floor lobby of the
3 Municipal Building for the regional kick-off announcement at 10 a.m. Monday, April 24. Hibner so
4 moved,second by Jarvis and the motion was carried on a unanimous voice vote.

6 C. Chairperson Grimes said the next agenda item concerns the data exchange between the City and
7 County buildings for which the logistics of handling need to be worked out. He said it will be held until
8 next week.

10 D. Hibner brought before the Board a request for a curb cut which did not appear on the agenda. She
11 stated the request is for a commercial curb cut for Straightline Pike and moved to approve the request
12 upon the condition the proper departments approve it and have no problems with it, second by Jarvis
13 and the motion was carried on a unanimous voice vote.

22 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
23 voice vote,the meeting was adjourned.
