HomeMy Public PortalAbout03-23-1995 9 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 23. 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 23, 2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Janet 3 Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 16,1995 6 7 The minutes of the March 16, 1995 meeting were approved on a motion by Hibner, second by Jarvis and carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were for $119,594.63 which included $77,989.24 to RP & L for 13 electric current and $12,276.91 to Morton Salt for salt for the City streets. Chairperson Grimes moved to approve 14 the claims, second by Hibner and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Two requests for the renewal of handicapped parking spaces received from Betty Hole on South 7th 19 Street and Loretta Seal on Grand Boulevard were read by Hibner who moved they be approved, 20 second by Jarvis and the motion was carried on a unanimous voice vote. 21 22 B. Jarvis said the Board had authorized the installation of No Parking signs in the 700 block of South 23 5th Street in an earlier meeting in an effort to help a parking problem, but it had not solved the problem 24 and businesses involved had actually lost customers. The site, he said, had been revisited by the 25 Traffic Safety Division which recommended the moving of the No Parking sign to the north next to the 26 Templeton Music driveway.Jarvis said he will ask the Street Division to place stone in the area there to 27 help with the mud situation since there is no defined curb. He moved to authorize the movement of the 28 sign which will restore four to five parking spaces, second by Hibner and the motion was carried on a 29 unanimous voice vote. 30 31 C. Hibner noted that there had been several problems resulting in several studies in the 100 block of 32 North 7th Street where the Greyhound Bus stop is located. She said the most recent proposal is to 33 move the bus parking space back to the south toward the Promenade, opening up two spaces to the 34 north of the bus and eliminating one handicapped parking space. Hibner moved to approve the 35 proposal, second by Jarvis and the motion was carried on a unanimous voice vote. 36 37 D. Jarvis read an Adopt-A-Street request made by Christy Porfidio representing 15 employees of 38 CIGNA at 120 North 9th Street.They have asked to take care of North 9th Street between North A and 39 North C Streets on both sides as well as the company parking lot north of the CIGNA building.Jarvis so 40 moved,second by Hibner and the motion was carried on a unanimous voice vote. 41 42 E. Hibner reported a parking problem in the 500 and 600 blocks of South West 2nd Street where one 43 side is a residential parking permit area and the other is No Parking during daylight hours. Captain Mike 44 Chambers of the Traffic Safety Division said the street is narrow and there is no way motorists can use 45 it as they travel south without crossing the center line. He requested that parking be restricted at all 46 times on the west side of the street because it poses a safety problem. Hibner moved to approve the 47 request and wait and see what happens, but after further discussion she withdrew her motion and 48 agreed with Jarvis and Chairperson Grimes that the area needs to be revisited and the request held. 49 50 F. Jarvis read a request from Captain Chambers asking that the Board authorize the repainting of the 51 curb on the north and south side of Sailor Street at the intersection of North 8th Street.Jarvis moved to 52 approve the request,second by Hibner and the motion was carried on a unanimous voice vote. 53 54 CONTRACTS 55 56 A.Open Bids 57 58 1. Chairperson Grimes moved to close the bidding on the McBride Stadium modular trailers,second by 59 Jarvis and the motion was carried on a unanimous voice vote. Chairperson Grimes moved to approve 60 the proof of publication of the legal ad which ran March 1 and 8 in the Palladium-Item, second by 61 Hibner and the motion was carried on a unanimous voice vote. Hibner opened the bid by Spacemaster 62 Buildings, Spacemaster International of Indianapolis noting that it was in order.Jarvis stated it included 63 a 25-month lease and the total cost was $32,299.The bid from Mobile Space Inc.of Midlothian, Ill.was 64 not in order. Chairperson Grimes said it could not be accepted then moved to take the Spacemaster bid 65 under advisement,second by Hibner and the motion was carried on a unanimous voice vote. Hibner moved to approve the promotion of Bill Kirkman from probationary firefighter to first class 4 firefighter as recommended by Chief James Sticco, second by Jarvis and the motion was carried on a 5 unanimous voice vote. 6 7 B. Jarvis read a request brought to the Board by Councilmember Gene Allen for the installation of 29 8 100-watt sodium lights at a cost of$7.09 each per month resulting in a total monthly cost of$205.61 for 9 the City. Jarvis said the Board wants to provide street lights to residents but there is no money in the 10 1995 budget. He recommended the installation of the street lights without turning them on until January 11 1, 1996, second by Chairperson Grimes and the motion was carried on a unanimous voice vote. 12 Chairperson Grimes said the cost could be figured into the 1996 budget. 13 14 C. Hibner read a request for the installation of Children Playing signs at Lions Park and North C Street 15 and a sign on North C Street stating Do Not Enter. In its review the Traffic Safety Division said the 16 street is one way west bound and there is a sign denoting that. The letter further stated that Children 17 Playing signs are not recommended and no further action was taken on the request. 18 19 D. After reading a request for two one-way signs on both corners of the alley in the 800 block of South 20 B Street, Jarvis moved to approve the request, second by Hibner and the motion was carried on a 21 unanimous voice vote. 22 23 E.
