HomeMy Public PortalAbout03-16-1995 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 16, 1995 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 16, 2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Janet Hibner in 3 attendance. Earnest Jarvis was absent.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 9,1995 6 7 The minutes of the March 9, 1995 meeting were approved on a motion by Hibner, second by Chairperson 8 Grimes and carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $818,961.04, most of which was for payroll and payroll 13 taxes, plus a payment of $100,000 for health insurance claims. Also $15,000 for the RX 100 prescription card 14 program. Chairperson Grimes moved to approve the claims for payment,second by Hibner and the motion was 15 carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A. Hibner presented four renewals of handicapped parking requests made by Palmer Walter on Grand 20 Boulevard, Keith Jack on North 12th Street, Zelma Jarvis on South 7th Street and Frank Walker on 21 South 7th Street. She moved that all be approved, second by Chairperson Grimes and the motion was 22 carried on a unanimous voice vote. 23 24 B. A request from Traffic Safety Division read by Hibner addressed the need for authorization to post a 25 seat belt safety sign at the west exit of the Municipal Building parking lot opening onto North A Street. 26 Captain Mike Chambers said the other two exits have the signs and the Traffic Safety Division was 27 successful in locating another such sign from the Indiana Department of Transportation. He said the 28 signs remind employees and visitors of the concern for motorists to always wear their safety belts. 29 Hibner moved to approve the placement of the sign, second by Chairperson Grimes and the motion 30 was carried on a unanimous voice vote. 31 32 C. Chairperson Grimes read a letter from Olde Richmond Inn requesting a change in the current 33 parking restrictions near their business. The request was for the removal of a handicapped parking sign 34 west of the canopy, with a notation that the Inn does not wish to apply for the sign.They asked that the 35 yellow curb be painted gray to allow for parking, resulting in the only yellow curbing remaining at the 36 pedestrian ramp and 20 feet from the intersection at South 5th and B Streets which is required by 37 ordinance. After further review of the area, the Traffic Safety Division recommended painting gray a 38 yellow curb which was formally a loading zone near the northeast corner of South 5th and B Streets. 39 Captain Chambers said the loading zone sign had been removed several years ago but the yellow 40 curbing had remained, adding that in doing that would create room for one more parking space, then 41 the only yellow would be the 20 feet from the corner. Chairperson Grimes moved to approve the 42 request and the additional recommendation by Captain Chambers, second by Hibner and the motion 43 was carried on a unanimous voice vote. 44 45 CONTRACTS 46 47 A. Hibner presented the service contract for Benefit Systems, explaining that the company is the third 48 party administrator for the City's health insurance claims. She said the cursory summary states that the 49 City pay various fees equal to$10.50 to $11 per employee per month to Benefit Systems to administer 50 the City's health claims. She said it also explains what happens if a default situation would arise. She 51 added that the City has paid several claims already and the City pays monthly costs directly to Benefit 52 Systems of about $13,500 per month. She moved to authorize Chairperson Grimes to sign the 53 agreement, second by Chairperson Grimes and the motion was carried on a unanimous voice vote. 54 55 OTHER MATTERS 56 57 A. Chairperson Grimes issued a reminder about the upcoming March of Dimes fundraiser, 58 WalkAmerica, April 29, noting there is still time for teams to register by calling 800-844-9255. 59 60 ADJOURNMENT 61 62 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 63 voice vote,the meeting was adjourned. 64 65 • Dennis W.Grimes, Chairperson ATTEST: Norma Carnes, City Clerk
