1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 9,
2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Janet Hibner in
3 attendance. Earnest Jarvis was absent.The following business was had to-wit:

7 Hibner moved for approval of the minutes of March 2, 1995, with a second by Chairperson Grimes and the
8 motion was carried on a unanimous voice vote.

16 A.Open Bids

18 1. Bids received for the railroad spur on South D Street were opened by Hibner. The first was from
19 Central Constructors Inc. in Westfield whose papers were not in order and Chairperson Grimes
20 announced because of that the bid could not be accepted. The second bid was from Annex Railroad
21 Builders of Indianapolis totaling $275,195.10. Other bids were from Amtrak of Ohio Inc. of Wooster,
22 Ohio, with a total of $293,283.94; Acme Construction of Cleveland, Ohio, $289,454.60; U.S. Track
23 Works of Cincinnati, Ohio, $284,600.58;Queen City Inc. of Cincinnati, Ohio, not complete; Fritz Rumer
24 Koch Co. Inc. , Columbus,Ohio, $283,497.60 and Swanson Contracting Inc.of Worth, Ill.,$287,307.10.
25 Hibner moved to take all the bids under advisement, second by Chairperson Grimes and the motion
26 was carried on a unanimous voice vote.

30 A. Hibner read requests for handicapped parking spaces made by Buster Poindexter on South 11th
31 Street, Deward DeFevers on South 13th Street, Kathleen Asfalg on South 5th Street, Bethel A.M.E.
32 Church on South 6th Street, Earl Miller on North West 3rd Street and Alice Armstead on South 13th
33 Street. She moved to approve all six requests, second by Chairperson Grimes and the motion was
34 carried on a unanimous voice vote.

36 B. Dawn Bevington, representing the third annual Townsend Community Center Teddy Bear Parade,
37 noted that the event, set to take place April 29, 1995, will be sponsored by Main Street and is a
38 collaborative effort in which all Day Care facilities have been asked to participate.She said the purpose
39 of the event is to celebrate April as the Month of the Child. The parade route will start from the
40 Municipal Building parking lot and will end at the Promenade with children ages 2 to 6 years
41 participating. Chairperson Grimes moved to approve the request for the parade starting at noon,
42 recommending representatives contact the Traffic Safety Division for assistance if needed, second by
43 Hibner and the motion was carried on a unanimous voice vote.

45 C. Hibner read a request for No Passing signs on Rich Road, noting that the area had been visited by
46 the Traffic Safety Division in 1994 but at that time it was not in the City. Now, with the recent
47 annexation, a new request has been made asking for the signs along Rich Road after it narrows down
48 and goes into Flatley Road. Captain Mike Chambers of the Traffic Safety Division said the area was
49 annexed in August 1994 and at that time the yellow lines had been repainted and the signage removed.
50 He recommended that two additional 30 m.p.h. signs be placed in the 2500 block and the City limit
51 signs be moved. Hibner so moved, second by Chairperson Grimes and the motion was carried on a
52 unanimous voice vote.

54 D. Appearing before the Board was Fred Griffin, director of the Wayne County Emergency
55 Management Agency, announcing March 12 through March 18 has been designated as Severe
56 Weather Awareness Week.Griffin informed the Board of some of the procedures taken in the statewide
57 tornado drill and provided information the public can use to protect themselves. Giving some statistics,
58 Griffin said the spring brings tornadoes and Indiana ranks fifth in the nation for the number of tornadoes
61 and second in the number of tornado-caused deaths. He added that Indiana averages 21 tornadoes
60 and seven deaths per year. Griffin said the tornado season starts in Indiana in March and ends in
June, however,tornadoes can and do occur in every month of the year. He added that Indiana also has
62 a high frequency of damaging thunderstorms. He said during the week, the emphasis will be on
63 educating the entire community about severe weather and plans will be updated to ensure effective
64 warning and communications system are in place and properly utilitzed.

1 He informed the Board about the state-wide tornado drill March 15, noting that groups expected to
2 paricipate locally include 9-1-1 communication center, all the emergency service agencies, radio
3 stations, CB and amateur radio operators, American Red Cross, schools, nursing home facilities,
4 hospitals,government facilities, local businesses and industries and his agency.

6 E. Hibner stated that a complaint had been made about a parking problem in the 700 block of South 5th
7 Street about individuals parking in front of Joan's Cafe and Templeton's Music store. She said there is a
8 cobblestone curb but some of the cobblestones are missing and people park along that street in the
9 grassy area. After reviewing the area the Traffic Safety Division recommended the placement of a No
10 Parking Here To Corner sign opposite the north wall to Joan's Cafe.Also, a Snow Emergency sign now
11 located on a 30 m.p.h. speed limit sign in front of 737 South 5th be placed on its own post opposite the
12 property line between Joan's Cafe and 737 South 5th Street.She noted that Joan has off-street parking
13 in the rear and one spot on the east side. Part of the recommendation of the Traffic Safety Division,
14 Hibner said, is that eventually the curb needs to be replaced with a modern one. Hibner moved to make
15 the proper signage correction and also to have the engineering division look at the curb area for
16 possible replacement or some remedy to the problem as well as look at the drain pipe, second by
17 Chairperson Grimes and the motion was carried on a unanimous voice vote.

19 F. Chairperson Grimes said a request had been made by the building superintendent at CIGNA for an
20 area on North B Street between North 8th and North 9th Streets to be designated as a loading zone.
21 After reviewing the request it was recommended by the Traffic Safety Division that since North B Street
22 is a one-way east, to open it for general parking on the south side of the street and prohibit parking on
23 the left side of the street as in the past. It also recommended that 35 feet or two parking spaces be
24 designated as a park and load area. Chairperson Grimes moved to accept the recommendation of the
25 Traffic Safety Division,second by Hibner and the motion was carried on a unanimous voice vote.

29 A.Award Bids

31 1. Chairperson Grimes stated that the lease purchase of 12 additional cars for the Richmond Police
32 Department had been awarded a few weeks ago to the Midwest Bankers Group and the agreement had
33 been examined by City Attorney Thomas Milligan who found it in order. Chairperson Grimes moved that
34 he be authorized as Chairperson of the Board of Works to sign the agreement, second by Hibner and
35 the motion was carried on a unanimous voice vote.

37 OTHER MATTERS

39 A. Hibner moved to approve payment of a T.I.F. bond due for the right of way for engineering services
40 rendered by SIECO Inc.for Industries Road for$5,033, second by Chairperson Grimes and the motion
41 was carried on a unanimous voice vote.

43 B. Chairperson Grimes stated that he wished to remind citizens of the March of Dimes Walk America
44 scheduled for April 29, adding that those wishing to register for the event may call 1-800-844-9255.

48 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
