CITY OF RICHMOND. INDIANA, FEBRUARY 9, 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, February 9,
2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Janet
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF FEBRUARY 2.1995

7 Hibner moved for the approval of the minutes of February 2, 1995, second by Grimes and the motion was
8 carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled$312,479.00 which included a payment of$102,496.00 to
13 Wayne County Insurance Service for quarterly insurance billing and$150,000 for health insurance claims.Also,
14 $691,947.39 for payroll and payroll taxes. In addition, $199,179.04 for supplies and contractual services.
15 Chairperson Grimes moved to approve the claims, second by Jarvis and the motion was carried on a unanimous
16 voice vote.

20 A. Hibner read a request for a handicapped parking space made by Robert Stringfield on South 6th
21 Street. She noted that the Traffic Safety Division had reviewed the request and looked at the area and
22 found that the residence did not meet the qualifications for approval. Based upon that information she
23 moved to deny the request,second by Jarvis and the motion was carried on a unanimous voice vote.

25 Requests for renewals for handicapped parking spaces made by Alonzo Eubanks on South 10th Street,
26 Barbara Ponder on South 11th Street, Paul Jeffers on South 6th Street and Clarence Taylor on South
27 4th Street were approved on a motion by Hibner, second by Jarvis and carried on a unanimous voice
28 vote.

B. Giving some background on previous action taken by the Board because of complaints about
vehicles parked on Sailor Street and the alley running north and south, Jarvis said the Board had
32 approved the installation of No Parking signs on Sailor Street and the alley. He noted that Sailor Street
33 is a one way east and west and the alley is a two-way behind the Hall of Fame building. Jarvis said a
34 private citizen, Greg Pyle, parks there in the alley behind his business and feels he owns the property
35 there. However,Jarvis said, after review by the Traffic Safety Division it was learned that Pyle has only
36 18 inches behind his business and the remaining area extends into the City's right of way. He further
37 noted that two-way traffic cannot move through the alley with Pyle's vehicle parked there. It was
38 recommended by the Traffic Safety Division that Pyle utilize the space only for loading and unloading
39 his equipment.On a motion by Jarvis and second by Hibner, action was postponed for one week.

41 C. Referring to a letter received from Mike Shapiro at 427 South 23rd Street, Hibner said he expressed
42 concern over the markings in the southbound lane of Hub Etchison Boulevard which he said were
43 unclear. In a letter to the Board, the Traffic Safety Division reported its findings, stating that the
44 intention of the turn arrows are to direct traffic into the inside lane to form a queue for preparation in
45 turning left onto the South G Street bridge. It was stated in the letter that one arrow is near the front of
46 Civic Hall and the other further south, indicating a left turn at the light.With that explanation in the letter,
47 Captain Mike Chambers of the Traffic Safety Division, appeared before the Board stating that there has
48 been some confusion, but the intention of the markings is to notify traffic in advance to move to the left
49 hand turn lane. He added that motorists need to be aware to move into the left lane to go to either the
50 high school parking lot or across the bridge. Hibner suggested that no further action be taken and
51 Chairperson Grimes said the public should be so advised.

56 A. On a recommendation by Purchasing Manager Vicki Stevens,Jarvis moved to award the bid for the
57 detention pond at Glen Miller Park to Mike DeLucio and Son for $35,620.75. It was the only bid
58 received at the last meeting of the Board of Works. The motion received a second by Hibner and was
59 carried on a unanimous voice vote.

61 B. Chairperson Grimes asked for a motion to close the bidding on the body armor for the Richmond
62 Police Deparment. Jarvis so moved, second by Hibner and the motion was carried on a unanimous
63 voice vote. Chairperson Grimes noted that the bids had been published in the Palladium-Item
64 newspaper on January 23 and January 30, 1995. Hibner moved to accept the proof of publication,
65 second by Jarvis and the motion was carried on a unanimous voice vote.

1 The first bid opened by Hibner was from American Public Safety of Westfield. Finding neither a bid
2 bond nor certified check enclosed with the bid, Hibner asked for a recess to get a clarification of the
3 specifications as presented to the bidders. Finding that either a bid bond or certified check was to
4 accompany the bid, Hibner said the bid by American Public Safety was not in order. The bid from Roy
5 Taylors and Uniform Co. Inc.of Cincinnati, Ohio,contained items one through five which included No. 1
6 for$25,200, No.2 for$2,730, No.3 for$70, No. 4 for$770 and No.5 for$770.Two bids were received
7 from Steven R. Jenkins Co. Inc. of Indianapolis. The first bid contained bids for items No. 1 for
8 $23,576.70 and No. 3 for $42.99 with total quantity unknown. The second bid was for items No. 1
9 through No. 5, which included No. 1 for$22,657.60, No. 2 for$2,233, No.3 for$67.10, No.4 for$539
10 and No.4 for$539.

12 The bid from Keesler Police Supply of Jeffersonville was for No. 1 for No. 1 for$24,658.20 and No. 3
13 for $3,032.40. The bid from Point Blank Body Armor of Amityville, N.Y. was not in order, Hibner said,
14 and was not read. Samples of the body armor from American Body Armor & Equipment was opened
15 with the representative of Steven R. Jenkins Co. Inc. of Indianapolis explaining it was sent from the
16 factory to accompany that company's bid. Hibner moved to take the bids under advisement, second by
17 Jarvis and the motion was carried on a unanimous voice vote.

19 OTHER MATTERS

21 A. On a motion by Hibner a payment of $10,136 to Sieco Inc. for engineering services for Industries
22 Road right of way was approved,with a second by Jarvis and carried on a unanimous voice vote.

26 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
27 voice vote,the meeting was adjourned.
