He noted that Sailor Street 33 is a one way east and west and the alley is a two-way behind the Hall of Fame building. Jarvis said a 34 private citizen, Greg Pyle, parks there in the alley behind his business and feels he owns the property 35 there. However,Jarvis said, after review by the Traffic Safety Division it was learned that Pyle has only 36 18 inches behind his business and the remaining area extends into the City's right of way. In a letter to the Board, the Traffic Safety Division reported its findings, stating that the 44 intention of the turn arrows are to direct traffic into the inside lane to form a queue for preparation in 45 turning left onto the South G Street bridge. It was stated in the letter that one arrow is near the front of 46 Civic Hall and the other further south, indicating a left turn at the light. With that explanation in the letter, 47 Captain Mike Chambers of the Traffic Safety Division, appeared before the Board stating that there has 48 been some confusion, but the intention of the markings is to notify traffic in advance to move to the left 49 hand turn lane. He added that motorists need to be aware to move into the left lane to go to either the 50 high school parking lot or across the bridge.
