BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA,JANUARY 12. 1995
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, January 12,
2 1995, in the Municipal Building in said City. Chairperson Dennis Grimes presided with Earnest Jarvis and Janet
3 Hibner in attendance.The following business was had to-wit:

8 The minutes of the previous meeting were approved on a motion by Hibner, second by Jarvis and carried on a
9 unanimous voice vote.

12 CLAIMS FOR PAYMENT

14 Claims for payment submitted by the City Controller's office totaled $10,787.63 which included payment on the
15 Transilwrap project to the Indiana-American Water Wroks for work on Industrial Parkway. Also, $1.5 million
16 which was a repayment of the temporary loan to Sanitary District at the end of 1994 and $410,033.87 most of
17 which was for payroll and payroll taxes. Chairperson Grimes moved to approve the claims,second by Jarvis and
18 the motion was carried on a unanimous voice vote. •

21 REQUESTS

23 A. Hibner read the requests for handicapped parking made by Norman Yoder on S.W. 3rd Street,
24 Margaret A. Fisher on Richmond Avenue, Loammia E. Walker on South 10th Street, Roger Stinson on
25 South 16 Street, Moose Lodge No. 167 on South 8th Street and Jack L. Goddard Sr. on North 18th
26 Street. All were reviewed by the Traffic Safety Division with recommendations of approval. Hibner so
27 moved,second by Jarvis and the motion was carried on a unanimous voice vote.

29 B. Jarvis read a request made by Rick Parker at Richmond Hardware at North 8th and E for two-hour
30 parking in and around his store.The Traffic Safety Division recommended denial of the request,stating
31 that employees were parking in the on street parking spaces and there is ample parking across the
32 street in the Farmer's Market area which are only taken on Tuesdays and Saturdays.Jarvis moved to
33 accept the recommendation of the Traffic Safety Division noting that if cars are parked overnight Parker
34 needs to call the Police Department to have them towed away, second by Hibner and the motion was
35 carried on a unanimous voice vote.

38 CONTRACTS

40 A. Jarvis stated that Change Order No. 1 pertains to the South D Street extension off Industrial
41 Parkway which is now complete and it needs to be closed off until factories actually get located back
42 there and start to work. The change order is for the cable to be placed across the entry to South D
43 Street and the cost is$300 which is to be added to the contract of DeLucio and Sons.Jarvis moved for
44 approval,second by Hibner and the motion was carried on a unanimous voice vote.

47 OTHER MATTERS

49 A. Fire Chief James Sticco recommended the immediate dismissal of Probationary Firefighter Krys
50 Newman, stating that it is in the best interest of the Richmond Fire Department. He substantiated his
51 decision in writing to the Board. (Letter in its entirety is on file in the City Clerk's office.) Hibner moved
52 to accept Chief Sticco's recommendation to dismiss Newman according to Article II of the rule book,
53 second by Jarvis and the motion was carried on a unanimous voice vote. Jarvis said all departments of
54 the City have probationary status and this is not the only case in the City.

56 Chief Sticco brought a letter from Walk America requesting use of the parking lot at Station No. 1 as a
57 checkpoint for walkers. He noted that this has been done for the past several years. Chairperson
58 Grimes said it would be considered at another meeting.

60 B. Hibner reported that she had nothing official for recommendation but because of the increasing
61 problems with the dumpsters being placed in the right-of-ways,the yellow curbing and without reflective
62 tape she wished to publicly remind the providers of the dumpsters which are the Sanitary District,
63 Rumpke and the Recycling Center, that further action will be taken if they do not comply with the
64 suggested procedures which were set August 11 by the Board. Captain Mike Chambers said his
65 officers are frequently called out at night where dumpsters are placed in the roadways and sometimes
they have to stay two hours until they are moved.
