DECEMBER 15. 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, December 15, 2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet 3 Hibner in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 8.1994 6 7 The minutes of the previous meeting were approved on a motion by Hibner,second by Grimes and carried on a 8 unanimous voice vote. 9 10 Continuing the recognition program he initiated at the December 8 meeting, Mayor Roger Cornett presented 11 plaques to Ron DeMao,golf pro at Highland Lake Golf Course,and Terry Quinter,director of Rose View Transit, 12 recipients of the Mayor's Community Service Award. Stanton Lambert, superintendent of Parks and Recreation 13 and DeMao's immediate supervisor, noted the golf pro's background, stating that he had worked for the Parks 14 and Recreation Department the past 31 years. He said the first eight years DeMao spent as pro at Glen Miller 15 Golf Course, then moved to Highland Lake Golf Course where he has been the first and only golf pro. In his 16 response, DeMao said being a golf pro has been more than a job, it has been a way of life for him. He added 17 that he enjoys going to work and seeing the Highland Lake Golf Course grow to what it is today. 18 19 In the absence of Kent Haisley, Quinter's immediate supervisor, Chairperson Jarvis, as director of the 20 Department of Public Works, read a letter written by Tom Bivens, director of the United Way of Whitewater 21 Valley, commending her for serving as a"loaned executive"during the 1994 United Way campaign. In the letter, 22 Bivens noted that Quinter had worked with other volunteers to establish in-plant campaigns, organized speakers 23 and made all arrangements to assure that successful presentations were made. He noted that Quinter is an 24 excellent example of a dedicated volunteer who is making a difference in the lives of people in the Whitewater 25 Valley. Chairperson Jarvis said Quinter reports for work at 4 a.m.to make sure the buses are ready and leaves 26 early in the afternoon but this summer, she spent several afternoons after normal working hours in order to do 27 the volunteer work for United Way. He said letters are received throughout the year commending the quality of 28 service RoseView Transit gives to the City. Responding, Quinter said she enjoys her work and loves to be with 29 people, which makes the job come easy for her. She said she was thrilled to volunteer her time for United Way 30 and noted that in her work with the buses she comes in daily contact with recipients of the services of United 31 Way. 32 33 CLAIMS FOR PAYMENT 34 35 Claims for payment submitted by the City Controller's office totaled$289,942.45 most of which was for supplies 36 and contractual service. Grimes moved to approve, second by Hibner and the motion was carried on a 37 unanimous voice vote. 38 39 REQUESTS 40 41 A.There were no requests for handicapped parking spaces. 42 43 B. Hibner read a request made by First Bank of Richmond for more signage on Sailor Street restricting 44 parking on the street and to indicate the street is a one-way street going west. She noted that at this 45 point there is only one sign at the west end of the street and no other signs indicating No Parking. She 46 said the Traffic Safety Division had reviewed the request and concurred that additional signage will help 47 motorists realize that Sailor Street is a one-way street west and that No Parking is enforced. It was 48 recommended additional signage be placed on the street to indicate this. Hibner so moved, second by 49 Grimes and the motion was carried on a unanimous voice vote. 50 51 CONTRACTS 52 53 A. Grimes read a Change Order No. 2 for the removal and replacement of underground storage tanks 54 at the Street Division. He said that work is done but this covers a small incidental change order for 55 $165 for additional stone. He moved to approve, second by Hibner and the motion was carried on a 56 unanimous voice vote. 57 58 B. Hibner said after review of the bids opened at the last meeting for the South D Street extension by 111 59 John Barnhizer of the engineering division, Purchasing Manager Vicki Stevens and City Engineer Bob 60 Wiwi, it was recommended that DeLucio & Son be awarded the bid for $63,606.55 as the lowest 61 responsive bidder,second by Grimes and the motion was carried on a unanimous voice vote. 62 63 B. On a motion by Grimes and second by Hibner the bid on the salt storage facility was awarded to 64 Park Lane Construction as the lowest responsible, responsive bidder at $109,980. Hibner reported that due to funding limitations and the fact that both bids received for the break room 2 renovation of the Richmond Street Division were over the engineer's estimate of $100,000 it was 3 recommended by Wiwi that all bids be rejected and the project be re-bid. She so moved, second by 4 Grimes and the motion was carried on a unanimous voice vote. 5 6 OTHER MATTERS 7 8 A. Fire Chief James Sticco recommended to the Board that Bobby Farris be removed from probationary 9 status and advanced to the permanent rank of Fire Prevention Chief. Hibner so moved, second by 10 Grimes and the motion was carried on a unanimous voice vote. 11 12 B. Grimes read the police report for November, moved to accept it into the records, second by Hibner 13 and the motion was carried on a unanimous voice vote. 14 15 C. City Attorney Thomas Milligan explained that the project in the southeast area is an ongoing 16 economic development project of the City, noting that the major objective of this administration is to 17 create as many manufacturing jobs as possible. He said the Southeast Annexation was adopted by 18 Common Council and as a part of that annexation there was a lengthy amendment to the zoning code 19 that had to do with protecting the aquifer that is unique to that area. He stated that the City retained an 20 expert as far as the protection of the aquifer who assisted in designing those provisions. He added that 21 subsequent to the adoption to the ordinance certain residents in the area who were affected and would 22 become citizens of Richmond filed their remonstrance which withheld and suspended the effectiveness 23 of the ordinance. As a result, he said, the City has continued economic development of that area. He 24 said the City is in the process of facilitating development of that area by building a road which is the 25 South D Street Extension project across the south side of Lot No.5 where Transilwrap is located. 26 27 Milligan noted that that is within the City and the road will be extended to the area which is part of the 28 overall Southeast Annexation. He noted that as a practical matter the City can build a road wherever it 29 wants and in this situation the owners of the ground have prepared a petition for voluntary annexation. 30 31 D. Hibner reported that a supplemental agreement had been signed by the bargaining unit of the 32 Richmond Police Department, Fraternal Order of Police,John Hennigar Lodge No. 63,which included a 33 3 percent increase in the salaries for that bargaining unit and is effective for 1995. She said the stipend 34 referred to an increase to $400 from $250 which is a uniform allowance. She added that health 35 insurance contributions from members will not be increased. She moved to approve, second by Grimes 36 and the motion was carried on a unanimous voice vote. 37 38 E.Approval of bus drivers agreement had not been completed. 39 40 F.The approval of the revised sanitary sewer standards was postponed another week. 41 42 G. Hibner moved to approve the request for a canopy permit at Hoppe Jewelers at 900 Promenade 43 made by Snively's to replace the existing canopy. She noted the specifications were 105 lineal feet by 44 six feet high by five feet six inches projection. She said the measurement from the ground to the bottom 45 of the awning is approximately nine feet. She moved to approve the request, second by Grimes and the 46 motion was carried on a unanimous voice vote. 47 48 H. Grimes read a resolution for the emergency purchase of a fire truck. He said the resolution becomes 49 necessary when an emergency exists in regard to the condition of the firefighting apparatus in the fire 50 department. He said it enables the City to purchase or lease material without giving notice or receiving 51 bids and the Purchasing Manager Vicki Stevens and the Department of Finance is directed to invite 52 quotes from two or more entities known to deal in pumper fire trucks. Grimes moved to authorize 53 Chairperson Jarvis to sign off on the resolution, second by Hibner and the motion was carried on a 54 unanimous voice vote. Fire Chief James Sticco said the truck is custom built and brand new but is a 55 demonstrator purchased directly from the manufacturer. 56 57 PUBLIC COMENTS 58 59 A. Charles Northrup, president of the Southeast Aquifer Neighborhood Association, appeared before 60 the Board to question how the City can spend tax dollars on building a road outside the City corporate 61 limits.He also questioned what kind of factory is going to be built in that southeast annexation area. 62 63 B. Chairperson Jarvis said the pedestrian buttons on the Promenade at 8th and 9th Streets will have to 64 be fixed by the state since it is on state property. He said they had been notified about the problem. 65 ADJOURNMENT There being no further business, on a motion duly made seconded and passed and carried on a unanimous voice vote,the meeting was adjourned.
