CITY OF RICHMOND, INDIANA, DECEMBER 8, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, December 8,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Jan
3 Hibner in attendance.The following business was had to-wit:

7 The minutes of the previous meeting were approved on a motion by Hibner,second by Grimes and carried on a
8 unanimous voice vote.

10 PRESENTATION OF AWARDS

12 Mayor Roger Cornett appeared before the Board, launching the Mayor's Community Service Award, which he
13 explained is a recognition program primarily for public servants but which may also be given to any citizen for
14 exemplary service and performance above and beyond the call of duty.

16 Mayor Cornett asked Firefighter Jerry Purcell and Fire Chief James Sticco to step forward. Chief Sticco cited
17 Purcell's accomplishments which included service as chairman of the Muscular Dystrophy Association for the
18 Firefighters for the past eight years, mentor for three middle school students, organizer of Habitat for Humanity
19 and now serving as that group's treasurer,coach of a team for the Boston Little League where he also serves on
20 the Board as treasurer, with the help of two other Firefighters he constructed a playhouse for Festival of Trees
21 and he will take the lead in his next project which will be helping with the Safety House made possible by an
22 $8,000 donation by the Eagles Lodge No. 666. Chief Sticco also noted that Purcell was named Firefighter of the
23 Year in 1992 by the Richmond/Wayne County Chamber of Commerce and just recently received the Fire
24 Marshal's Award for Service.

26 In presenting the plaque to Purcell, Mayor Cornett noted that the award was for "exceptional citizenship above
27 and beyond the call of duty in the best interest of the Richmond community." In his response, Purcell thanked
28 the Mayor on behalf of all the Firefighters and all the other City employees. Mayor Cornett also noted that
29 Purcell is president of the Local Firefighters union.

31 The second presentation of the Mayor's award was made to Officer Charles R. Fitzgerald of the Richmond
32 Police Department, whose supervisor, Lt. Greg Pipes noted his accomplishments. Lt. Pipes read a letter sent to
33 Mayor Cornett by Steve Duncan in which he stated that Officer Fitzgerald had expressed sincere concern for a
34 problem he had encountered. Citing another letter received by Police Chief Dennis Rice, Lt. Pipes said it was in
35 appreciation of Officer Fitzgerald's help with students on an unexpected field trip to the department. And,
36 another letter sent to the Mayor, was written by a traveler through the area who was in an auto accident
37 investigated by Officer Fitzgerald. He stated that it occurred on July 4, 1994, and he was 300 miles away from
38 home and his car was not driveable. He said Officer Fitzgerald went so far as to make arrangements for his car
39 to be towed to his home town. Lt. Pipes said Officer Fitzgerald is an outstanding officer and is always on hand if
40 anything is needed and he takes the time to show his concern. In his response, Officer Fitzgerald stated that he
41 is receiving the award today, but on any day of the week when his fellow officers are working they are just as
42 deserving and it is just that today he is the one to get it.

44 CLAIMS FOR PAYMENT

46 Claims submitted by the City Controller's office totaled $593,958.98 and included payroll and payroll taxes.
47 Grimes moved to approve the claims,second by Hibner and the motion was carried on a unanimous voice vote.

49 REQUESTS

51 A. Hibner presented three new requests for handicapped parking spaces made by Betsy Garner on
52 South 9th Street, Ronald Davis on South Eighth Street and Marie Harrist on South 9th Street and
53 moved that they be approved, second by Grimes and the motion was carried on a unanimous voice
54 vote.

56 She also noted a multi-request from Reid Memorial Presbyterian Church at North 11th and A Streets
57 for a handicapped parking space and a pickup and dropoff only spot. She noted that the Church does
58 have reserved spaces across the alley and a larger parking area down the alley from that location. She
59 said after a personal review and one by the Traffic Safety Division it was decided that the best method
60 of solving the problem for the time being is to recommend the handicapped space be placed
61 temporarily in either one of the current off-street spaces on the Church property and to designate the
62 first space toward the alley on North A Street which is near the proposed area of an elevator labeled
63 with a sign that states "Pickup and dropoff only, No Parking." She so moved, second by Grimes and
64 the motion was carried on a unanimous voice vote.

4 A. Grimes presented a Change Order No. 2, explaining that it is for$1,250 to cover the cost of cleaning
5 the concrete curbing around the second level of the City Building. He said after the work initially
6 requested in the contract let to Mid Continental Restoration was completed it became apparent that this
7 further work needed to be done with the recommendation made by City Engineer Robert Wiwi.Grimes
8 moved to approve the change order, second by Hibner and the motion was carried on a unanimous
9 voice vote.

11 2. Hibner stated that it is time to renew the contracts for the 53 digital pagers and 10 voice pagers
12 rented by the City. She said Purchasing Manager Vicki Stevens, Police Chief Dennis Rice and City
13 Controller Dennis Grimes had reviewed the bids and found that Page Net had been the lowest, most
14 responsible and responsive bidder for the digital pagers at $4.95 per pager per month and Beep Alert
15 was the only bidder for the voice pagers at $6.71 per month per pager. She moved to award the
16 contracts to Page Net and Beep Alert, second by Grimes who noted that the contracts are for one year
17 with renewal option for the second and third year at the same price, and the motion was carried on a
18 unanimous voice vote.

20 3.Grimes opened bids for the salt storage facility at the Street Division,the extension of South D Street
21 and fuel and gas for the City in 1995. Hibner checked to make sure they were on the proper forms and
22 Chairperson Jarvis read each bid.

24 Four firms submitted bids for the salt storage facility. They were Russell & Geier Contracting Inc. for
25 $135,065; SGS Construction for $114,000; Oberle & Associates for $155,000; and Park Lane
26 Construction Development Corp. for $98,000 as a base bid and an Alternate 1 bid of $11,800 and an
27 Alternate 2 bid for $6 per linear foot. Chairperson Jarvis said the Board will ask the City Engineer to
28 review the bids and possibly award the bid next week.

30 The two bids submitted for the extension of South D Street were by Mike DeLucio&Son for$63,606.55
31 and Milestone for $85,756.95. Chairperson Jarvis said the Board will ask the City Engineer and the
32 Purchasing Manager to take both under consideration.

34 Bids for the City's fuel and gas for 1995 were received from Warfield Oil Company, Wayne County
35 Farm Bureau Co-Op and Jackson Oil of Indianapolis. All itemized the cost of the various fuels. Hibner
36 said she was unable to find a bid bond in the bid submitted by Jackson Oil. Chairperson Jarvis said the
37 bids will be reviewed by the Purchasing Manager and awarded at a later date.

39 OTHER MATTERS

41 A. Hibner noted that the Board had two agreements to enter into concerning the Birth To Five program.
42 The first, she said, was an ancillary agreement between Birth To Five and the Board of Works which is
43 attached to an agreement between the Board of Works and the Richmond Community Schools. She
44 noted that the agreement had already been signed by the RCS Board.Time period for both agreements
45 is from January 1, 1995 ending June 30, 1995. Dr. Vicki DeMao, president of the Birth to Five Board of
46 Directors, expressed her appreciation for the City's cooperation. She said this is the fourth year for the
47 agreement, pointing out hat it is flow through money from pilot funds from the state of Indiana to try to
48 work with parents of young children to get them ready for school and for the world of work. Hibner noted
49 that this is a continuation of the existing agreement and moved to authorize Chairperson Jarvis to sign
50 the agreements,second by Grimes and the motion was carried on a unanimous voice vote.

52 B. Contracts to provide fire protection service to both Wayne Township and Spring Grove Corporation
53 were presented to the Board by Grimes who noted that the City provides its equipment and personnel
54 and, in return, receives remuneration based upon the calculation each year of the previous year's fire
55 department expenditures in relationship of the assessed valuation on each township. The cost for
56 Wayne Township is $308,665, half of which is payable in the spring and the other half in the fall tax
57 settlements. Spring Grove's cost is $32,710, payable in the same manner. Grimes moved to authorize
58 Chairperson Jarvis to sign the contracts which also require the Mayor's signature and forward them to
59 the Spring Grove Town Board and the President of the Wayne Township Board of Trustees, second by
60 Hibner and the motion was carried on a unanimous voice vote.

62 C. Authorization for Chairperson Jarvis to sign the utility agreement with the Sanitary District for the
63 Twentieth Century Bridge reconstruction was approved on a motion by Hibner, second by Grimes and
64 carried on a unanimous voice vote.

3 D. Paul Beisner, speaking on behalf of the Southeast Aquifer Neighborhood Association which has the
4 referendum for disallowing the annexation ordinance, expressed concern that the City is contemplating
5 a structure in the extension of the South D Street project. He said the Association has been advised
6 that legal problems exist and questioned as to whether or not it is legal for the City to pay a construction
7 firm for that project when at least part of it is not in the City. Chairperson Jarvis thanked Beisner for
8 bringing the subject to the Board and said he would look into the project. Hibner stated that the court
9 case to which Beisner referred to had been rescheduled due to an illness in the Association which he
10 represented.

14 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
15 voice vote,the meeting was adjourned.
