Ongoing Activities/ Projects
1.Community Outreach and Education (Housing Production Plan (HPP) Strategy #13)
Responded to email and phone requests for information and assistance, 44 total requests for housing
information (26) or assistance (18).
2.Millstone Parcel (Select Board Strategic Plan Goal H-3, HPP Strategy #15)
The Housing Trust is working with Laura Shufelt, Mass Housing Partnership (MHP), to draft the Millstone
Request for Proposal (RFP). This will continue over the coming the months at Housing Trust meetings.
3.Brewster Affordable Housing Trust Fund (BAHT) (HPP Strategy #7)
Continued work on Millstone property, Rental Assistance Program and SHI. Information throughout update.
4.Brewster Rental Assistance Program (B-RAP) (Strategic Plan H-2) with COVID emergency assistance
Program continues. Quarterly report from Housing Assistance Corporation (HAC). Able to aid five
households with over $19,000 of RAFT funds.
5.Brewster COVID -19 Fund
Applications, interviews, follow-up & funding continue. For info: covidrelieffund@brewster-ma.gov
6.Brewster Housing Partnership (BHP) (HPP Strategy #16)
BHP is sponsoring a Local Preference & Fair Housing Virtual Educational Forum 3/25/21. Worked on
planning for forum presentation with MHP. Also will include Select Board, CPC, Housing Trust.
7.Subsidized Housing Inventory (SHI) (HPP Strategy #10)
Waiting on DHCD & legal processes for preservation of several uninhabited SHI properties.
Responded to several requests for information regarding refinancing of affordable homes.
8.Redevelop Existing Properties for Affordable Housing (HPP Strategy #6)
Elevation Financial Group is redeveloping 873 Harwich Rd. into 131, age 55+ rental units. Continued
communication with Elevation and work towards Local Action Unit (LAU) application for affordable units
& placement on SHI. Provided information for next steps and fair housing lottery agents.
9.Comprehensive Permit Projects (HPP Strategy #14)
Brewster Woods (30 affordable rental units): Infrastructure work continues. Donna Kalinick is overseeing
MassWorks grant. Bi-weekly construction meetings. Site Visit. Gave tour to HAC representatives. Working
to participate in MassDocs for closing of developer’s construction loan.
Habitat for Humanity- Paul Hush Way- ZBA approved form of Home Owners Association documents as
required for comprehensive permit.
10. Collaboration (HPP Strategy #9)
With Donna Kalinick, presented about Brewster Housing at Mass Housing Partnership virtual training
“How Communities are Supporting the Development of Affordable Housing.”
Participated in HOME Consortium and MA Making the Case for Affordable Housing Zoom meeting.
New Projects/ Upcoming Activities.
Local Preference & Fair Housing Virtual Educational Forum with MHP scheduled for 6PM March 25th
Habitat for Humanity- Red Top Road- Local Initiative Program (LIP) application request expected to come
before the Select Board in April for two affordable homes.

1.Community Outreach and Education (Housing Production Plan (HPP) Strategy #13)
Responded to email and phone requests for information and assistance, 51 total requests for housing
information (33) or assistance (18). Office hours held on Thursdays from 10-12.
Website Announcement for Community Development Block Grant.
Wrote Annual Report. Met with representatives of Vision Planning Committee about Brewster housing.
2.Millstone Parcel (Select Board Strategic Plan Goal H-3, HPP Strategy #15)
At public Housing Trust meetings, Laura Shufelt, Mass Housing Partnership (MHP), is working with the
Trust to draft the Millstone Request for Proposal (RFP). Discussion of specific focus areas began in March.
Led Millstone property tours for Trust members. Met with Water Department about water easement.
3.Brewster Affordable Housing Trust Fund (BAHT) (HPP Strategy #7)
Continued work on Millstone property, Rental Assistance Program and SHI. Information throughout update.
4.Brewster Rental Assistance Program (B-RAP) (Strategic Plan H-2) with COVID emergency assistance
Program managed by Housing Assistance Corporation (HAC). CPC grant request of $150,000 for two
additional years of funding. Request presented to Finance Committee, unanimous support.

6.Brewster Housing Partnership (BHP) (HPP Strategy #16)
Local Preference & Fair Housing virtual educational forum held with Select Board, CPC & Trust.

7.Subsidized Housing Inventory (SHI) (HPP Strategy #10)
Refinance request for affordable home processed, then recommended to and approved by Select Board.
Follow-up regarding several affordable homes with concerns.
8.Redevelop Existing Properties for Affordable Housing (HPP Strategy #6)
Elevation Financial Group is redeveloping 873 Harwich Rd. into 131, age 55+ rental units. Waiting on
Elevation for fair housing component and next steps with DHCD.
Latham Centers, Inc. staff review, rehabilitation of property includes potential creation of affordable
apartments for young adults in an educational program.
9.Comprehensive Permit Projects (HPP Strategy #14)
Brewster Woods (30 affordable rental units): Infrastructure work progressing. With Ms. Kalinick, met with
MassWorks liaison regarding grant progress and use. Bi-weekly construction meetings.
10.Collaboration (HPP Strategy #9)
Participated in HOME Consortium, MA Making the Case for Affordable Housing Zoom meeting, MHP
listening tour & CHAPA Municipal Engagement meeting. Met with representatives from Hingham Trust.
New Projects/ Upcoming Activities.
Community Development Block Grant (CDBG) of $1.3 million awarded for home rehabilitation and
childcare in Dennis, Brewster and Wellfleet. Applications not yet available.
Habitat for Humanity- Red Top Road- Local Initiative Program (LIP) presentation to Select Board April 5th
for two affordable homes on land donated by resident.

At public Housing Trust meetings, Laura Shufelt, Mass Housing Partnership (MHP), continued working
with the Trust to draft the Millstone Request for Proposal (RFP). Followed-up with Building Commissioner.
3.Brewster Affordable Housing Trust Fund (BAHT) (HPP Strategy #7)
Select Board passed financial policy regarding short-term rental revenue, with 50% of revenue allocated to
BAHT. $250,000 of Trust funding, from short-term rental revenue, is on the proposed operating budget.
4.Brewster Rental Assistance Program (B-RAP) (Strategic Plan H-2) with COVID emergency assistance
Program managed by Housing Assistance Corporation (HAC). Continue referring residents with needs to
HAC. Stimulus funding also received. CPC grant request of $150,000 for two additional years of funding.
5.Brewster Housing Partnership (BHP) (HPP Strategy #16)
Sent out material, including a link to the presentation and the Power Point slide deck, from the Local
Preference & Fair Housing educational forum. Links also posted on Housing Office webpage.
6.Subsidized Housing Inventory (SHI) (HPP Strategy #10)
Assisted with two refinance requests. SHI home refinancing involves approval by Select Board.
Follow-up regarding several affordable homes with concerns, including site visits to properties.
7.Preservation of Housing and Related Support of Brewster Residents
Brewster COVID-19 Relief Fund: Sent outreach email blast. Also interviewed, completed evaluations, and
recommended several applicants. For info: covidrelieffund@brewster-ma.gov
Community Development Block Grant (CDBG) funding for home rehabilitation and childcare. Waiting on
applications. Presentation to Select Board for Brewster to be lead grant community in next fiscal year.
8.Redevelop Existing Properties for Affordable Housing (HPP Strategy #6)
Elevation Financial Group is redeveloping 873 Harwich Rd. into 131, age 55+ rental units. Followed-up
with Elevation, continue waiting for more information to move forward with next steps with DHCD.
9.Comprehensive Permit Projects (HPP Strategy #14)
Brewster Woods (30 affordable rental units): Infrastructure work progressing including landscaping. Bi-
weekly construction meetings. Donna Kalinick overseeing Mass Works grant and coordination.
10.Collaboration (HPP Strategy #9)
Vision Planning Committee representatives met with and interviewed the Housing Trust & Partnership.
Participated in HOME Consortium, Lower Cape Spring Peer Group, Lower Cape Rental Assistance Zoom,
MA Making the Case for Affordable Housing Zoom, and CHAPA Municipal Engagement meeting.
New Projects/ Upcoming Activities.
Habitat for Humanity- Red Top Road- Local Initiative Program (LIP) application for two affordable homes
on land donated by resident approved by Select Board and submitted to DHCD. Application in 30 day
comment period. News article about the land donation and plans for homes in the Cape Cod Times.

MEETING MINUTES OF MAY 26, 2021
Present: Community Preservation Committee (CPC) - Chair Faythe Ellis, Vice-Chair Sharon Marotti,
Clerk Elizabeth Taylor, Roland Bassett, Bruce Evans, Paul Ruchinskas, Peggy Jablonski, Diane Pansire

Chair Faythe Ellis called the meeting to order at 4:02 pm and announced a quorum.
This meeting will be conducted by remote participation pursuant to Gov. Baker’s March 2020 orders suspending certain Open Meeting Law provisions
and imposing limits on public gatherings. No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a
record of the proceedings will be provided on the Town website as soon as possible.
1.Discussion and possible vote to amend PBCB Dock Project award conditions
Faythe and Peggy met with PBCB last week and agreed to come back to the Committee for Pleasant Bay
to make their case and explain the requests to the group. Ted Baylis addressed the Committee and
reviewed the Project. We understand public funds must be used for public use. The issue is that we
intend to be doing more borrowing in the future and any other financing would create obstacles when we
are expanding the PBCB campus. We would like to look at the agreement as a contract with
enforcement provisions. Per Faythe’s request, we might find additional comfort in knowing the Orleans
Conservation Commission, wanted to know what might happen if the ownership changed. There is a
condition in our Order of Conditions that states if the ownership ever changes, the dock has to be
removed. Brian Wall, a member of the PBCB Board and attorney invited any questions.
Faythe asked Rollie as the Recreation member of the Committee to go first. Rollie had no questions.
Peggy said she became very comfortable after learning of the Orleans Conservation Commission’s
requirement in the Order of Conditions. Paul said given his background in Affordable Housing, typically
the public lenders secure their loans with a mortgage. Subordinations of our loan would be an additional
security for PBCB and not an onerous condition, it just provides the security for the funds. He is still
inclined to want a mortgage. Diane said she was comfortable and convinced that the dock will come
down if ownership changes. She is ok with not having the mortgage in place. Faythe said she is
comfortable with the request and considers this in the realm of making an exception of what the
committee would normally do. She asked if Ted Baylis felt they would be coming back with additional
requests. Ted Baylis said it would be difficult to know at this time. Faythe is willing to support this but
not let it set a precedent.

2.Town Meeting Review
Faythe thanked Sharon for presenting at Town Meeting for the Committee. Sharon said as soon as the
articles were presented, there was a motion to separate the Dog Park out. That was voted down. The
overall CPC Article was passed. Therefore, the Dog Park passed. Paul said we have always done it that
way, but it might be something to think about for next time when there might be a controversial issue
that we can separate out those items to be voted on separately.
3.Financial Update- defer
Faythe said some of the numbers are still in flux at the moment, and we will have better information for
one of our June meetings.
4.Discussion regarding first draft preparation of Request for Proposal for Brewster CPA plan
Faythe said at Town Meeting the funding was approved for the CPA plan discussed several meetings
prior. The first thing is the request for proposal to be sent out. She included the Eastham RFP just for
informational purposes. She would like to put forth a working group of four members to work on this
going forward. Faythe, Paul, Sharon and Elizabeth will work on a draft RFP to bring to the committee
before it goes out to bid. Sharon asked if there was any sense for Eastham what the total charge was.
Faythe said we are confident we are setting enough funding for it. Eastham might have been $25,000.
The committee would make the decision on who would do the best job, not who comes in at the lowest
bid.
5.Discussion and possible votes to set aside administrative funds for
a.Brewster Historical Commission binders (FY21 Admin funds)
b.Brewster Historical Commission House history project continuation (FY22 Admin Funds)
c.Other items
Faythe said the Historical Commission is asking for $400 for binders for the Historical House Project
from FY21 Administrative Funds for that purpose.
Motion to approve using FY21 Administration funds of $400 for Brewster Historical Commission
binders.

As we know, Diane will be leaving at the end of June. She is the Liaison for the Huckleberry Lane
Project. She asked for someone else to take that on. Also, the Paul Hush Way Project which is complete.
Peggy Jablonski volunteered for the position. Diane said she would bring an update in June.
Elizabeth said the Open Space Committee has approved a parcel, and she will be coming in for some
funding requests at the next meeting.
