SCOTT HARRINGTON // DATE: March 21, 1997 TO: Architectural Review & Planning Board Members RE: ARBP File #97 -07: Demolish Existing Residence and Construct New Single Family Home for William Wietsma Co., Inc.; 566 Palm Way. The applicant, William Wietsma of William Wietsma Co., Inc., contract purchaser, is seeking approval to demolish an existing home and construct a new home and accessory structures on a parcel of property described as the north 50 feet of Lot 21 and all of Lot 22 of the Polo Cove subdivision. The nature of the request requires a recommendation to the Town Commission on a Land Clearing Permit and a Level 3 Architectural /Site Plan Review. No other Board.actions are required. Project Description Demolition The applicant proposes to demolish the existing one -story home, which is approximately 2,100 square feet in size, and the existing guest house, which is approximately 700 square feet. Both structures have brick and board and batten siding with white cement tile roofs. All other improvements also will be demolished, including the swimming pool and deck and driveway. According to the applicant, demolition will begin shortly after receiving Town approval followed immediately by construction of the new house. The existing home was not identified by the 1990 Historic Site Survey as having historic potential. New Home The applicant proposes to construct a one -story home with four bedrooms and four full- and one half - baths. The home also will have an attached, side facing three -car garage, a pool and deck, and a gravel driveway. Please note that the fountain shown in the south side yard has been eliminated. Architectural Review & Planning Board Members ARPB File #97 -07 March 21, 1997 Page 2 The total living area is 4,306 square feet, and the gross floor area, including the living area, garage, large covered lanai and front entry, is 5,746 square feet The proposed gross floor area is 53.5 square feet more than the maximum permitted under the Sliding Scale FAR. According to the applicant, an error was made when calculating the permissible maximum. He has requested the Town review the plans as presented and approve them with the condition that he will reduce the floor area as required prior to receiving a building permit Most likely, this will be done by shaving a foot or so off of one or more of the exterior walls. The architectural style of the home is Gulf Stream- Bermuda, as described in Article VII of the Design Manual, with the exception of the front entry. Design elements include: a roof with flat, white cement tiles, 18-inch roof overhangs with closed eaves and stucco frieze; yellow stucco walls; casement windows with muntins; pronounced window sills; green louvered shutters; and French doors that open on to a large lanai in the rear. The proposed home has a first floor elevation of +7.5 feet NGVD. First floor eave lines are at 10', with the highest roof peak at 23' -6 ". All roof areas have a 6/12 slope. For the front entry, the applicant proposes a "Flemish" gable. Although new to Gulf Stream, this type of gable is used extensively on Bermuda for gabled walls and entries. The applicant has provided the Town with a copy of a book of Bermuda architecture (available in the Town Clerk's Office) that contains several pictures of homes with this design feature. A perspective of the front of the home will be presented at the meeting and may be available in the Town Clerk's Office by Monday. Site Vegetation and Elevations The applicant proposes to save most of the existing significant vegetation at the perimeter of the property and to add a number of new plants (please see the landscape plan.) Little, if any, fill will be needed as the existing house is near the same floor elevation as the proposed home. Final proposed elevations and stormwater retention areas are indicated on the drainage plan included with the packet Sanitary sewer service will be provided with an on -site septic system to be located in the front yard. Land Clearing Permit Chapter 58, Article VI of the Town Code of Ordinances provides criteria for the issuance of a Land Clearing Permit In general, a Land Clearing Permit is required for both the removal of significant vegetation and the addition of fill. As discussed, most of the existing significant vegetation at the perimeter of the property will be saved or relocated, and little fill will be needed. Based on the information t Architectural Review & Planning Board Members ARPB File #97 -07 March 21, 1997 Page 3 submitted by the applicant, staff finds the proposed vegetative relocations /removals and limited addition of fill to be consistent with all applicable Land Clearing permitting criteria with the condition that all remaining or relocated vegetation be adequately protected during construction. Level 3 Architectural/Site Plan Review Chapter 66, Article V.1. of the Zoning Code enumerates the 12 standards applicable to applications for a Level 3 Architectural /Site Plan Review. These standards include those for demolition as well as consistency with all applicable sections of the Gulf Stream Design Manual. Based on the materials submitted by the applicant, staff finds the project consistent with all applicable standards, including those contained in the Gulf Stream Design Manual, with the following conditions: 1) The size of the home be reduced by 53.5 square feet without substantially altering the overall design; 2) The fountain shown on the site plan in the south side yard be eliminated, 3) A 5 -foot setback be maintained between the driveway and the north side property line behind the minor accessory setback line; and 4) A minimum 5 -foot wall or fence be provided to enclose the pool area. Recommendation 1. A motion to recommend approval of a Land Clearing Permit based on a finding that the plans and documents submitted by the applicant meet all applicable permitting standards with the condition that all remaining or relocated vegetation shall be adequately protected during construction. 3. A motion to recommend approval of a Level 3 Architectural /Site Plan Review based on the plans and documents submitted by the applicant and a finding that the following conditions are necessary for the proposed demolitions and improvements to be consistent with the applicable review criteria: a. The size of the home shall be reduced by 53.5 square feet without substantially altering the overall design; b. The fountain shown on the site plan in the south side yard shall be eliminated; c. A five -foot setback shall be maintained between the driveway and the north side property line behind the minor accessory setback line; and d. A minimum five -foot fence or wall shall be provided to enclose the pool area as per County building requirements.
