CALL TO ORDER Chairman LaPointe called the meeting to order at 6:30 p.m. 2. ROLL CALL AND DETERMINATION OF A QUORUM Chairman LaPointe, constituting a quorum, at which time the following business was conducted: 3. APPROVAL OF THE March 13, 2017 MEETING MINUTES Motion: Motion was made by Vice Chairman Athena Campbell, and seconded by Chairman Kyle LaPointe to approve. Motion carried by a vote of 3-0. 4. PUBLIC HEARING A. Public hearing to discuss and consider a recommendation of adoption of amendments to Ordinance Number 1296-15, the Zoning Ordinance, including amendments to subsection 3.02 Use Chart, regarding regulations for auto parts sales-outdoors, automobile repair-major and minor, automobile sales/leasing-new, cabinet/upholstery shop, car wash-full service, car wash-self-service, carpet cleaners, Contractor, general/electrical/mechanical/plumbing (outside storage), contractor storage or equipment yard, Motorcycle Sales/Service, pet care and grooming-outdoor, research and development center (with animals), restaurant- drive-in, school district bus yard, small engine repair shop, and veterinarian clinic-outdoor; subsection 4.02.01 Accessory Structures Standards regarding regulations for residential and nonresidential accessory structures and carports; Section 8 Definitions; & amendments to Ordinance Number 1296-15, the Supplemental Development Regulations, including amendments to Section 91- 100 Screening and Fencing in residential districts, and Section 91-500 Single Family Development Regulations regarding exterior material requirements for new construction and renovations to existing buildings.. Jason Moore the Assistant City Manager, gave a presentation over the following Zoning Text Changes. The commission proposed the following changes for the Land Use Chart as indicated below: Use Chart See attached Land Use Chart Summary of Changes: • Auto Parts Sales, Outside (add to MX District by SUP in Retail, LC) o Changed LC from SUP to not permitted • Automobile Repair, Major (Leave alone) o Changed LC from SUP to not permitted • Automobile Repair, Minor (add to MX District by SUP in Retail and LC) o Changed Retail from SUP to not permitted o Changed LC from Permitted to not permitted • Automobile Sales/Leasing, New o Changed LC from SUP to not permitted • Cabinet/Upholstery Shop (permit the use) o Changed LC from SUP to not permitted • Car Wash, Full Service (add to SUP in Retail) o Changed LC from permitted to SUP • Car Wash, Self-Service o Changed LC from SUP to not permitted • Carpet Cleaners (add to MX District as an SUP) o Changed LC from SUP to not permitted • Contractor, general/electrical/mechanical/plumbing (outside storage) o Added "vehicle fleet only" to use description (also updated definition for further clarification) • Contractor storage or equipment yard o Changed LC and MX from SUP to not permitted " Motorcycle Sales/Service (Change to an SUP) o Changed LC from Permitted to not permitted " Pet Care and Grooming, Outdoor Change to an SUP) o Changed LC from Permitted to not permitted " Research and development center (with animals) (Change to an SUP in all Retail, Light Commercial and Mixed Use Districts) o Changed LC from SUP to not permitted " Restaurant, Drive-In o Changed MX from not permitted to SUP " School District Bus Yard (Change to the zoning number 15) o Changed MX from C to not permitted " Small Engine Repair Shop o Changed LC from SUP to not permitted " Veterinarian Clinic, Outdoor 9 (add to Retail, Light Commercial and Mixed Use) o Changed LC from SUP to not permitted Other general discussion amongst the commission members. Staff recommended that having a work session could be beneficially to coming to a more conclusive direction for potential changes to the Land Use Plan and Accessory Structures. 5. EXECUTIVE SESSION: Pursuant to section 551.071 of the Texas Government Code (a/k/a the Texas Open Meetings Act), the commissioners may meet in executive session at any time to receive advice from the City Attorney on a matter in which the duty of the attorney to the Commission under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the provisions of the Texas Open Meetings Act, including the following: None at this time. 4. SET THE DATE AND TIME OF THE NEXT COMMISSION MEETING: Monday May 1, 2017 at 6:30 p.m. 5. ADJOURN Motion: Motion was made by Commission Member Ricky Head to adjourn. and seconded by Vice Chairman Athena Campbell Motion carried by a vote of 3-0.
