1. CALL TO ORDER
Erick Sabin, sitting in for Chairman LaPointe, called the meeting to order at 5:30 p.m.
2. ROLL CALL AND DETERMINATION OF A QUORUM.
Mr. Sabin announced that a quorum was present for the meeting.
3. APPROVAL OF THE APRIL 17, 2018 MEETING MINUTES
Jackson Durham motioned to approve the minutes from the previous meeting. There
was a second by Michael Wilson and all approved.
4. PUBLIC HEARING FOR A SUP AT 3313 CRITES DRIVE. SUP 2018-0331.
Kay Duffy introduced the property at 3313 Crites and the nonprofit called I Still Can
Shine that wants to operate a community center at the property to provide services for
women and children who are victims of domestic abuse. Issues surrounding fencing
and landscaping were presented and members discussed the appropriateness of
requiring screening between the property and the multifamily building just to the north.
Jason added that our ordinance does not require screening between a commercial
property and a multifamily unit.
Mr. Sabin opened the public hearing at 5:38. Brenda Jackson, of North Richland Hills, is
the director and founder of the organization. She gave members a brief overview of the
services provided by the group, which has been in operation in North Richland Hills for
38 years. Mr. Durham asked about volunteer opportunities. Mr. Head asked whether the
address would be advertised publicly, and Brenda offered that they had only had one
incident with an ex and it was many years ago.
Dottie Nicholson of Hurst also spoke on behalf of I Still Can Shine. She specifically
addressed the type of traffic that would be coming in out stating that on average they
have 5-6 people dropping off donations during the day.
The public hearing was closed by the acting chair at 5:47 pm.
5. ITEM FOR CONSIDERATION
Jason Moore reminded the commission that they were approving the use of the
property, not just the individual business. Commissioners inquired about surrounding
properties and considered what restrictions they might add to protect the city from any
unintended consequences of granting an SUP to this property. Ricky Head moved to
approve an SUP at 3313 Crites Avenue for I Still Can Shine to operate a community
center with the condition that client services are not scheduled past 9 pm. Michael
Wilson seconded the motion and all approved.
6. PUBLIC HEARING FOR A ZONING TEXT AMENDMENT TO THE SF-10 SINGLE
FAMILY DISTRICT CLASSIFICATION. ZTA 2018-0293.
Jason Moore presented the current zoning restrictions created in 2015, which only allow
a homeowner to submit an SUP for a guesthouse in the SF-E district. Jason noted that
there are some lots in the SF-10 district that are equal in size and that by adding the
text amendment each case would be evaluated on a case-by-case basis.
Ricky Head suggested that as long as we are amending the text for the SF-10 district
we should consider adding an SUP option for a guest house in the SF-7 district as well.
Attorney James Donovan advised that we could not add this consideration at this time
as it had not been part of the public notice for the hearing.
Eric Sabin opened the public meeting at 6:04 pm. No one spoke on the issue and the
public hearing was closed at 6:05pm.
7. ITEM FOR CONSIDERATION
Ricky Head, who was on City Council when the comprehensive plan was adopted in
2014, stated that he didn't feel it was the intent to never allow a guest house and the
other commissioners also commented that given that an SUP requires acase-by-case
assessment, there didn't appear to be reason to vote against this measure. Jackson
Durham made the motion to approve a zoning text amendment to the use chart of the
Richland Hills zoning ordinance to include the provision to allow a guesthouse in SF-10
with an approved SUP using all development conditions currently in place in Section
3.02.01(19). Mr. Head seconded the motion and all approved.
8. EXECUTIVE SESSION
No executive session was required at this meeting.
9. SET THE DATE AND TIME OF THE NEXT REGULARLY SCHEDULED
COMMISSION MEETING
The next meeting date is a joint meeting with City Council on Monday, May 14th at 7
pm. James Donavan informed us that as of June 1St his obligations with another city will
conflict with our recent switch to meetings on the first Tuesday of the month. The
commission discussed the possibility to switch our meetings to fourth Tuesdays but with
two members absent, the decision was delayed until the May 14th meeting.
10. ADJOURN
Mr. Sabin adjourned the meeting at 6:10 pm.
