CALL TO ORDER Chairman LaPointe called the meeting to order at 5:32 p.m. 2. ROLL CALL AND DETERMINATION OF A QUORUM. Mr. LaPointe noted that four members were present which constitutes a quorum. 3. APPROVAL OF THE MAY 1, 2018 AND JUNE 26, 2018 MEETING MINUTES Ricky Head motioned to approve both sets, including minor amendments to the June 26, 2018 minutes. Michael Wilson seconded and all approved. 4. DISCUSS ZONING TEXT AND ZONING MAP AMENDMENTS FOR THE FOLLOWING PROPERTIES CURRENTLY ZONED MIXED USE (MU): 7059 MIDWAY ROAD, 7100 BURNS, 7101 BURNS, 7112 BURNS, 7119 BURNS, 7204 BURNS, 7205 BURNS, 7216 BURNS, AND 7224 BURNS, 2621 HANDLEY EDERVILLE, 2617 HANDLEY EDERVILLE, 2613 HANDLEY EDERVILLE AND ALL ADJOINING UNADDRESSED PROPERTIES. MAKE A RECOMMENDATION(S) TO THE CITY COUNCIL TO CONSIDER ZONING MAP AMENDMENTS FOR ALL THE PROPERTIES LISTED ABOVE. Ricky Head began the discussion by suggesting that we take the undeveloped properties out of the rezoning discussion. Chris Baker, owner of a number of the properties in the district, also spoke to the Commission. All were in agreement that cement plants and other noxious uses were not necessarily desired, but we do want to open the district to more uses than just a straight heavy commercial zoning. After some discussion, staff suggested that we look into hiring a planning consultant to write up a zoning ordinance to consider. Ricky Head mentioned that we need to make sure that we include a retail component and make provisions to ease the parking requirements. 5. PUBLIC HEARING AND CONSIDERATION OF A ZONING MAP AMENDMENT TO REZONE THE PROPERTY AT 2625 HANDLEY EDERVILLE RD, CURRENTLY ZONED MIXED USE P&Z requested this agenda item in order to add this property, adjacent to the train station, to the Entertainment District Overlay that Council created on May 14. Chris Baker, the property owner, spoke to this issue. He said he will not necessarily contest the rezoning but he may come back to the city at a future date if he finds someone who wants the property and the zoning does not work. The public hearing was opened and no one else spoke to the item. Ricky Head motioned that the commission approve adding 2625 Handley Ederville to the Entertainment District Overlay. Erick Sabin seconded the motion and all approved. 6. PUBLIC HEARING AND CONSIDERATION OF A PLANNED DEVELOPMENT AT 7059 MIDWAY ROAD, CURRENTLY ZONED MIXED USE.. This is a approximately 10 acres of vacant land at the far west end of Burns street that Chris Baker would like to develop for a particular tenant moving from Haltom City. The development is similar in scope and design to the PD recently approved on Austin Road. Chris Baker spoke to the plans for the property and answered various questions from the commission. Mr. LaPointe opened and closed a public hearing at 6:54 pm; no one came forward. Erick Sabin motioned that the PD Design be approved as submitted with the following modifications: relax the building materials standards to allow for a metal building with a vertical dimension of masonry equal to what was approved in the Austin Road PD, that the screening requirement be expanded to include both Midway Road and Burns Street, that unpaved surfaces be removed from the list of parking surfaces, that we remove the setback changes in the design statement, and that the applicant adds the drainage characteristics of the property be added to the site plan for the PD. 7. EXECUTIVE SESSION No executive session was required at this meeting. 8. SET THE DATE AND TIME OF THE NEXT REGULARLY SCHEDULED COMMISSION MEETING The supplemental meeting to discuss zoning issues in the district south of 121 will be Thursday, August 2, 2018 at 5:30pm. We will also hold the regularly scheduled August meeting on Tuesday the 28th at 5:30pm. 9. ADJOURN Mr. LaPointe adjourned the meeting at 7:00 pm.
