HomeMy Public PortalAbout01-04-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF TILE CITY,OF RICHMOND,INDIANA, JANUARY 4,2022 The Common Council of the City of Richmond, Indiana met in a Meeting for the Election of Officers on January 4, 2022 in the Council Chambers in said City. ELECTION OF OFFICERS: President Parker called the meeting to order. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Jeff Cappa, Gary,Turner, Jane Bumbalough,Ron Oler and Larry Parker.Absent were Bill Engle and Jeffrey Locke. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Julie Hunter, Mayor's Office Coordinator; Police Chief Mike Britt; Ian Vanness, Infrastructure and Development; Jeff Cook; George Sowers; Richard Peterson,Porter Sign; Robert Harmeier; and,Media Councilor Oler nominated Councilor Turner to serve as the 2022 President, supported by Councilor Bumbalough. Councilor Bumbalough nominated Councilor Cappa to serve as the 2022 Vice President, supported by Councilor Goss. Councilor Oler moved to close the nominations, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. REGULAR MEETING: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Jeff Cappa, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent were Bill Engle and Jeffrey Locke. APPROVAL OF MINUTES Councilor Oler moved to approve the minutes of the regular meeting held December 20, 2021, supported by Councilor Goss. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS President Turner presented a plaque to Councilor Parker and thanked him for his service as 2021 President of Council. COMMUNICATION FROM THE MAYOR • Review of Community Events which include several to honor Dr. Martin Luther King REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the Board of Public Works and Safety were not available at this meeting. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ORDINANCES ON FIRST READING Councilor Bumbalough moved to suspend the rules and read Ordinance No. 1-2022 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion carried. ORDINANCE NO. 1-2022 —A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS FOR THE RICHMOND POLICE DEPARTMENT PROGRAMS The Clerk read Ordinance No. 1-2022 on first reading by title only. Ordinance No. 1-2022 was recommended by the Finance Committee. Common Council Minutes January 4,2022 Page 3 of 4 Councilor Parker moved to advance Ordinance No. 1-2022 to second reading and public hearing, supported by Councilor Goss. Upon a vote viva voce, the motion carried. President Turner advanced Ordinance No. 1-2022 to public hearing. There being no comments for or against,Councilor Parker moved for engrossment,supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Bumbalough called for the question, supported by Councilor Cappa. Ordinance No. 1-2022 passed with 7-0 roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO.56-2021—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM INDUSTRIAL COMMERCIAL DISTRICT TO LOW TO MODERATE INTENSITY INDUSTRIAL DISTRICT(910 Progress Drive) The Clerk read Ordinance No. 56-2021 on second reading by title only. Councilor Cappa requested to abstain from voting on this Ordinance due to the fact there is a conflict of interest. Upon a roll call vote this request was approved 6-0. The Plan Commission and Planning Staff recommended approval. President Turner declared Ordinance No. 56-2021 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Parker. Upon a vote viva voce,the motion carried. Councilor Goss called for the questions, supported by Councilor Parker. Upon a roll call vote, Ordinance No. 56-2021 passed 6-0. Councilor Cappa abstained. ORDINANCE NO. 59-2021—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM URBAN RESIDENTIAL DISTRICT TO GENERAL COMMERCIAL DISTRICT(North G Street) The Clerk read Ordinance No. 59-2022 on second reading by title only. The Plan Commission recommended approval. President Turner declared Ordinance No. 59-2021 on public hearing. Speaking in favor were George Sowers and Robert Harmeier. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Oler. Upon a roll call vote, Ordinance No. 56-2021 passed 7-0. MISCELLANEOUS BUSINESS None CALL FOR ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,the meeting was adjourned.
