COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA
ORDINANCE NO. 4-2022
AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL,ACCEPTANCE,AND APPROPRIATION OF
A GRANT FROM THE INDIANA ECONOMIC DEVELOPMENT CORPORATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal government
or any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Economic Development Corporation ("IEDC"), has grant funding
available; and
WHEREAS, The City of Richmond desires to receive grant funds in cooperation with other
agencies in connection with a Remote Worker Recruiting Campaign for the City
of Richmond and Wayne County; and
WHEREAS, Said recruiting campaign will include development of a marketing campaign,
incentive funding, and commission for workers who choose to relocate to
Wayne County as recruited from a targeted pool of qualified applicants
generated as a result of the campaign; and
WHEREAS, A local match is required.
NOW,THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, in accordance with IC 36-1-4-10, has submitted or will
submit documentation and campaign materials to the Indiana Economic Development
Corporation ("IEDC") for grant funding which will be used to allow the City and other
agencies to create the Remote Worker Recruiting Campaign for the City of Richmond and for
Wayne County.
2. The City of Richmond is authorized to accept said grant funding in an amount up to
One Hundred Twenty Thousand Dollars and Zero Cents ($120,000.00).

3. A combined local match from the City and other identified agencies will result in
the local match of up to One Hundred Twenty Thousand Dollars and Zero Cents
($120,000.00). The City's undetermined portion of the local match which shall not exceed this
amount will come from Local Income Tax("LIT")funds.
4. All grant funding, if awarded to the City of Richmond, shall be appropriated to
assist the City and the participating agencies with the Remote Worker Recruiting Campaign.
Passed and adopted this 17 day of /it , 2022, by the Common Council of
the City of Richmond, Indiana.
