HomeMy Public PortalAbout2012-37 Supporting the MDC School District's Capital BondRESOLUTION NO. 2012 -37 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, SUPPORTING THE MIAMI-DADE COUNTY SCHOOL DISTRICT'S CAPITAL BOND REFERENDUM TO MODERNIZE AND CONSTRUCT SCHOOLS, INCLUDING TECHNOLOGY UPGRADES AT ALL SCHOOLS; PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, almost half of the Miami -Dade County School District's (the "District") school buildings are over 40 years old, and over one third are more than 50 years old; and WHEREAS, as a result of depressed real estate values and lack of state capital funding, the District has a significant capital funding shortfall, which makes it impossible to make the necessary improvements to aging facilities; and WHEREAS, the Village of Key Biscayne (the "Village") and the District recently entered into an Interlocal Agreement (the "Agreement") which provided for the financing of a permanent secondary educational facility and recreational fields to be used for Village residents located at the Mast Academy campus as well as necessary renovations of the Key Biscayne K-8 Center (the "Improvements"); and WHEREAS, the Agreement provides that if the District obtains voter approval of a capital project bond issuance, the Improvements shall be included within the authorized project list and such bonds would be used to retire any outstanding Village debt that was to be paid for by the District; and WHEREAS, as such, the Village supports the District's capital bond referendum to modernize and construct schools, including technology upgrades at all schools; and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted, confirmed and incorporated herein. Section 2. Support. The Village Council hereby supports the District's capital bond referendum to modernize and construct schools, including technology upgrades at all schools. Section 3. Transmittal. The Village Clerk is hereby authorized to transmit this Resolution to the District. Section 4. Effective Date. This Resolution shall be effective immediately upon adoption.
