HomeMy Public PortalAbout004-2021 - Veteran's Service Officer INTERLOCAL AGREEMENT FOR THE SHARING OF COSTS ATTENDANT TO THE EMPLOYMENT OF A PART-TIME DEPUTY VETERAN SERVICE OFFICER THIS AGREEMENT (hereinafter "Agreement") is entered into by and between the CITY OF RICHMOND, INDIANA, a second class city located in Wayne County, Indiana (hereinafter"City")and WAYNE COUNTY,INDIANA,a statutory unit of government created by and under the laws of the State of Indiana (hereinafter "County") to be effective as of the execution of this Agreement, (the "Effective Date") or upon compliance with the procedural provisions set forth at I.C. 36-1-7,whichever is the later,as follows: A. Recitals 1. City and County are each political subdivisions as said term is used at Indiana Code(IC)36-1-7-2(a)and as said term is defined at IC 36-1-2-13. 2. City and County have mutual interests in promoting the welfare of their citizens who have served in the military forces of the United States (hereinafter"Veterans") in assisting Veterans' transition from active military service into civilian life; in identifying, referring and enhancing Veterans' access to available support services, Veterans' healthcare, disability benefits and other such services, benefits and resources to which such Veterans may be entitled • (the"Veterans' Services"). 3. County has heretofore employed a part-time Veteran Service Officer to assist in the provision of the Veterans' Services, but the demands on the part-time officer are such as to cause County to determine that additional staffing is required in the County's Veteran Services Department. 4. City recognizes the substantial number of Veterans that live within the territorial jurisdiction of the City and therefor City is desirous of assisting County in the provision of Veterans' Services by sharing a portion of the costs to be incurred by County in hiring an additional part-time Deputy Veteran Service Officer. 5. This Agreement is intended to evidence the above commitment on the part of the City to contribute the annual sum of Thirty Thousand and 00/100 US Dollars ($30,000.00) to partially defer the costs to County of hiring the Deputy Veteran Service Officer. 6. In furtherance of the above-stated purposes, City and County desire to enter into this Agreement in order to document the terms and conditions of their respective undertakings. This Agreement is intended to constitute an Interlocal Agreement evidencing the joint exercise of powers available to each of the City and the County, as contemplated by the provisions of IC 36-1-7-2. 2. Duration of Agreement. This Agreement shall be in force from the Effective Date and shall expire December 31, 2022. This Agreement shall automatically renew for successive one-year terms with the same provisions herein set forth unless either party provides written notice to the other of its intent not to permit such automatic renewal on or before July 1 of the year in which this Agreement, or any extension term hereof, is set to expire. 3. Purpose of Agreement. This Agreement is intended to document the commitments made jointly and severally by City and by County, through their respective executive bodies and approved by their respective fiscal bodies. 4. Financing of Agreement. The provision of the funds by City and by County to fund the Project shall be derived by the parties as follows: a). The part-time Deputy Veteran Service Officer shall be considered an employee of County. County shall fund all such employment costs (salaries, benefit contributions, if any, employment tax obligations, etc.,) from duly appropriated available funds in County's General Fund. b). Likewise, City shall fund its annual contribution toward the employment costs associated with the hiring of such part-time Deputy Veteran Service Officer from duly appropriated available funds in City's General Fund as approved and/or appropriated by the City's Common Council as recommended by the City's executive. 5. Staffing and Supplying Joint Undertaking. The joint exercise of powers and undertakings of the parties shall not require additional staffing on the part of either of the units other than the part-time Veteran Service Officer, him/herself. County shall provide office space, office furniture and fixtures, sound and data facilities to the deputy from sources and funds available within the duly designated budgetary line items of County's approved Annual Budget. A copy of the Position Description of the part-time Deputy Veteran Service Officer is attached to this Agreement, marked "Exhibit A" and made a part hereof. Any material modification of the terms of that Position Description shall be jointly agreed upon by City and County before such modification shall become effective. 6. Disposition of Property. It is not anticipated that any additional real property will be acquired or required in order to perform the services contemplated by this Agreement. Such personal property as shall be required (office furniture, fixtures, etc.) shall be provided by County and shall remain the property of County upon the termination of this Agreement. City and County, by their respective executives, shall meet and confer as necessary in order to monitor the performance of the services contemplated to be performed by the part-time Deputy Veteran Service Officer. County shall further collect comparative data regarding the efficacy of the entire veteran support efforts of Wayne County as reported by the federal Veterans Administration that shows the dollar value of benefits provided by the VA to veterans broken down on a state by state, county by county basis. Must meet all other applicable hiring and retention requirements of Indiana code, including, but not limited to ability to satisfactorily complete oral and written examinations for certification/recertification. Thorough knowledge of and ability to make practical application of federal and state veterans' benefits. Working knowledge of standard English spelling,grammar,and punctuation,and ability to prepare correspondence and other documents. Knowledge of basic filing systems and ability to maintain organized files/records. Ability to assist Veteran's Service Officer and performs duties according to local,state and federal rules,regulations, and policies and procedures. PERSONAL WORK RELAIIQ Incumbent maintains frequent contact with co-workers, other County personnel, veterans, their spouses,dependents and/or survivors,benefit and community service agencies,IDVA personnel, and the public for the purpose of exchanging information, explaining/interpreting policies and procedures,and resolvingproblems. Incumbent reports directly to the Veteran's Service Officer. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs a majority of duties in a standard office environment, involving sitting/walking at will, sitting for long periods, Iifting/carrying objects weighing less than 25 pounds, speaking clearly, and hearing sounds/communication. Incumbent periodically drives or travels in a vehicle to assist clients in their homes and other locations.
